Proceedings of the Civil Service Board meeting. Monday, June 11. 1962.
The Clearwater Civil Service Board met in regular session. Monday evening at 7:30
in the Civil Service office.
Members prescnt: George 11. Dalby, Chairman; Mary Fay Bissell, Donald o. McFarland.
R. M. Thompson, Sr. and Uarold Wallace.
Observers: Paul Kane, Herbert McLendon.
Meeting called to order by Chairma~ Dalby.
Mrs. Bissell, seconded by Mr. Thompson, moved that che minutes of the May 14. 1962
meeting be approved as written. Motion carried.
Reported on resignations. Mrs. Bissell made a motion that the resignation of
Patrolman Richard Gamble be accepted with regret. Seconded by Mr. Thompson. Carried.
Mrs. Bissell also moved tlmt the resignation of School Patrolman Elmer Eldredge be
accepted with regret. Seconded by Mr. Wallace. Carried.
Reported on reduction of suspension, Murdock Newell, Jr~, Firefighter. No action
necessary.
Reported on dismissals. Mrs. Bissell stated that she wanted the minutes to show
~hat she thought the Termination and Dismissal notice sent to G. W. Sculley, Parks
Div~sion employee, was a miserable letter. Mrs. Bissell felt that the matter could
have been handled differently and considering the circumstances of the termination,
some other type of letter sent to the employee. Mr. Dalby pointed out that it was
the same form letter sent to all dismissed employees and said he saw nothing wrong
with the letter.
The Director reported a discussion of this matter with Eddie Moore, Parks and
, ,Recreation Director. with reference to Mrs. Sculley being appointed Guardian of
her husband and so sign a resignation in order to obtain a refund of money paid
into the Employees' Pension Fund by Mr. Sculley. The stated cost of $150 to
establish Guardianship is prohibitive, however.
Mr. Dalby thought this matter should be turned over to the City Attorney and
perhaps he could handle it for Mrs. Sculley. Mr. Thompson, seconded by Mrs.
Bissell, moved that this matter be referred to the City Attorney to see if this
matter could be handled without cost to Mrs. Sculley.
Mr. Thompson thought that Mr. Young should write a letter to the City Manager, who
in turn would take it up with the City Attorney. The purpose of this action is to
obtain any money that Mr. Sculley has in the pension fund.
Mr. Kane was present and explained that this employee lacked about two months
service, of being eligible for pension for ten years service. He said that the
employee would get back 80% of any money that he had paid into the pension fund.
Motion carried.
Mr. Dalby thought that some note should be made in regard to the dismissal of
Ernestine Reuter to prevent the employee clatming credit in the future for her six
montha'employment as Library ABsistant I. It was pointed out that the employee

Reported on certifications and appoinl~cnts.
Director read request from Melvin Logue, Public Works Department, for additional
sick leave, also read doctor's statement and recommendation by the department head.
Mrs. Bissell moved that the Board recommend to the City Commission that this
additional sick leave be granted. Seconded by Mr. Wallace. Carried.
Read request from Patrolman RusBe1l Riendeau, through Attorney A. D. Finch, for a
review of the Detective examination held May 4, 1962. Mr. Thompson, seconded by
Mr. McFarland, moved that this request to review the Detective examination be
handled at the next regular Board meeting on July 9. Carried.
Presented request from the City Manager to establish the new position of Fire
Apparatus and Equipment Mechanic, Fire Department, Range 18, Step 1. Mr. Wallace
moved that this position be established. Seconded by Mrs. Bissell.' Motion carried.
Director read copy of letter to the City Manager from Max Battle, City Engineer
requesting that the pay range of T. J. Murphy, Assistant to the City Engineer, be
,raised fram Range 19 to Range 21. Mrs. Bissell moved to raise the pay range of
Mr.. Murphy from Range 19 to Range 21. Seconded by Mr. Thompson. Carried.
Memmbers discussed subject of membership in Credit Bureau of Clearwater. The Director
felt that a membership would be desirable, however, Board members felt that there
might be same possibility of the Civil Service Board being used as a collection
agency. It was agreed tl~t the Director should first consult with the City Manager
about this matter and then bring some recommendation to the Board with regard to
membership.
Subject of 1959 hold.ver vacation for Vernie Padgett, Sewage Plant Operator,
discussed. The Director mentioned to the Board members that he had discussed this
subject briefly with the City Manager who expressed his opinion that he would be
reluctant to approve this vacation since a precedent might be set which would lead
others to apply for vacations they had not taken in the past.
Mr. Thompson and Mr. Wallace felt that the Board should uphold the decision made
at the previous meeting to do everything they could for the employeels widow.
Mr. Wallace thought that the City had a moral obligation to live up to because the
employee's supervisor did not grant the vacation when it was due.
Mr. MCFarland said he was not sure that the vacation money could be paid legally
to the widow and thought we needed a determination on this matter. The members
agreed that the Personnel Director should outline the Board's actions and comments
of the May 14 and June 11 meetings to the City Manager and the City Attorney in
an effort to came up with a solution to this problem and determine the possible
legality of granting the 1959 vacation. Mr. McFarland thought that the Board
might be prohibited from granting it.
The Civil Service Board would then take action based on the recommendation of
the City Manager and the City Attorney.

establinh tho new positions as requested. Seconded by Mr. wallace. Motion carried.
The Director reported tlwt Mr. Stewart. City Manager, was in accord with changing
job classifications to show that the required length of service in the Police and
Fire Departments must be sarved in the Clearwater deparbnents. Mr. Stewart thought.
however. that further study by the Civil Service Board of the wording Uany camM
bination of education and Qxpcrienc~1 should be made before deleting the wording
from job classifications. He felt that some provision should be made concerning
academic requirements and experience, otherwise it might bar the promotion of
City employees. Mr. Stcwart suggcsted that the wording remnin as it is for the
prescnt until he and the Director \mve an apportunity to set up a more definite
equation. After some discussion, members requested that the Director make further
study of the subject and come up with a proposal for a motion which he thinks will
be appropriate.
The Director reported a request by the City Manager for an interim budget for the
months of JUly, August nnd September, since the City Commission has changed the
fiscal year to start October 1. Mr. McFarland moved the adoption of the proposed
intertm budget for the months of July, August, September, 1962. Seconded by
Mrs. Bissell, carried.
The Director mentioned that there seems to be some confusion among employees as
to the language in the vacation rule pertaining to ten years service. Board
members concurred in Mr. Young's interpretation of the vacation rule that after
completing ten years continuous service, an employee starts to accumulate one
extra day vacation for each year served so that after the end of the eleventh year,
one day is accumulated, etc.
With reference to applications fo~ the position of Finance Director, the Director
asked the Board's thinking on waiving the requirement of one year1s residence in
Florida prior to application. Members agreed with Mr. thompsonfs statement that
he saw no reason to limit applicants to Florida residents, since it is important
to get the best qualified man possible for the position. Mr. McFarland moved that
the one yearS,s residence requirement in the State of Florida be removed from the
classification for the position of Finance Director. Seconded by Mrs. Bissell.
Motion carried.
Board members examined briefly an employment rating sheet that the. Director had
designed to be considered in making promotion, transfers, etc. The Director
wished to get the thil1king of the Board before discussing the form with the City
Manager. Members thought the rating form had been needed for some time.
The Director reported on a discussion with the City Manager concerning the matter
of sick leave and vacations. Mr. Stewart feels that if an employee has exhausted
all his accumulated sick leave, the employee's vacation should be used as sick
leave before application is mlde for additional sick leave. He thinks the grant.ing
of additional sick leave has gone farther than was intended and that it is too
easy for employees to get the additional leave. Mr. Stewart suggested tlmt per~
haps employees should be permitted to accumu1ce more sick leave which would then
relate to their service, thereby qualifying the employee with longer service for
more sick leave.

Mr. Wallace thought that .in resolving the question, all cmployeco should be
treated the DAmO. Mr. McFarland and ~tt. Thompson fait that more responsibility
should bo placed on ,the depar~ent heads in controlling sick leave. Members
agrood that more consideration should be given to requests for additional sick
leavo and that in the future, dcparbncnt heads should furnish a record of the
omployoots 4bsonccB for sick leave at the time a request is made for additional
sick leave.
Director road request from ~~ybelle Hackett, Secretary II, Parks and Recreation
Department, for additional sick leave. l~. Thompson suggested that the Personnel
Director be instructed to obtain a record of Mrs. Hackcttls absences for sick
leave to present to the Board before they took any action.
Chairman Dalby requested that the Director get this record and also requested
that the Director investigate the matter of Mrs. Ethel Cyr's vacation and sick
,leave and obtain a copy of her record of absences.
