The Clearwater Civil Service Board met in regular session at 7:30, Monday
evening, April 23, 1962, in the Civil Service office.

Members present: George H. Dalby, Chairman; Mary Pay Bissell, R. M. Thompson, Sr.
and Harold Wallace.
Absent: Donald 0. McFarland.
Observers: Aubrey Ort, Herbert McLendon, Clearwater Employees' Association;
Edward Carhart, reporter.
Meeting called to order by Chairman Dalby.
Mr. Themrpson, seconded by Mrs. Bissell, moved that the minutes of the April 9, 1962
meeting be accepted as written. Motion carried.
Reported on dismissals and resignations.
Mrs. Bissell moved that the resignation of John Neish, Sewage Plant Attendant, be
accepted. Seconded by Mr. Wallace and carried.
,'•' Reported on certifications and appointments.
Members considered letter from Mr. Aubrey W. Ort, Electrical Superintendent,
regarding change in status for Secretary I in the Electrical Department. During
discussion, Mr. Ort explained that the duties required of the secretary in his
office actually come under the job description of Secretary II. He said further
that he would not seek re-classification of the Secretary I position until his
';''• ? present secretary meets the qualifications of Secretary II or at such time as she
might be replaced. Board members agreed that when the need arises and at their
discretion the would be willing to change the classification of Secretary I to
' Secretary II, in the Electrical Department.
The Director presented the question of pay increases for Beach Guards. Members
were of the opinion that payment of salaries in accordance with pay steps shoum
in the present Pay Plan is in order. Mrs. Bissell, seconded by Mr. Wallace,
"3'.''•' moved that the Personnel. Director be instructed to write to the City Manager
concerning his' approval of such increases, and that all applicants for the position
,?•:;;':. of Beach Guard be fingerprinted. Motion carried. Board members also stated that
they had no objection to the hiring of Beach Guards in the 19 to 20 years age
bracket 'if they met requirements.
.`-..'t Visitors were excused at this time so that the Board could proceed into executive
session to review the Detective examination scheduled for May 4, 1962.
;j'.. Eligibility of Patrolman Richard Harding to take the Detective examination was
E; first discussed. Mr. Thompson thought that the Civil Service Board had the privy
ilege of deciding this question and members concurred that in view of Officer
Harding's recent suspension and demotion because of unbecoming conduct, his request
to participate in the test should be denied.
Mrs. Bissell made a motion that Patrolman Harding be refused admission to the
;rtn Detective examination on May 4, 1962, on the basis of Section 11 of the Civil
;.` Service Law, also Rule 8, section 9, of the Civil Service rules pertaining to
rejection of application for admission to a test for the reason of disgraceful

conduct. This decision to be put into writing by the Personnel Director and the
applicant so notified. Seconded by Mr. Wallace.
Mr. Thompson stated he would like to have a full Board vote on the question since
the subject might have repercussions. Mrs. Stebbins, office secretary, then con-
tacted Mr. McFarland by telephone and he voted with the other Board members in
rejecting Patrolman Richard Harding's request to take the Detective examination
on May 4, 1962. Motion carried unanimously.
The Director mentioned that two patrolmen had questioned the requirement of three
years of experience as police patrolman, in regard to eligibility for the Detective
examination. Mr. Dalby thought that the class definition for this position should
be changed to read "three years of experience as a police patrolman in the Clear-
water Police Department", also that the wording "any equivalent combination of
education and experience" should be stricken out,
Following discussion, Mr. Thompson moved that the minimum qualification require-
ments shown in the class definition for Detective, as to special schooling, training,
and experience, be changed to read: (b) "Three years of experience as a police
patrolman in the Clearwater Police Department...", also that the wording "any
equivalent combination of education and experience" be deleted from the require-
ments of all classifications. Seconded by Mrs. Bissell. Motion carried.
Board members also agreed that for the purpose of clarification, all class defi-
nitions pertaining to the Police and Fire Departments should be changed to require
the necessary experience in either the Clearwater Police or Fire Departments and
that the wording "any equivalent combination of education and experience" be
deleted from all class definitions.
The Director reported an inquiry from James C. Mason, retired Fire Department
employee, concerning his eligibility to apply for a position as school patrolman
with the City of Clearwater. Members felt this request was not in order and should
be rejected.
Director was instructed to write to the City Manager for his approval of a change
in Civil Service Rule 17, section 3 pertaining to seniority credits on promotional
examinations, discussed and voted on at the previous Board meeting.
Board members discussed subject of having just one Board meeting a month. At
the suggestion of Mr. Wallace, action was postponed until the next meeting so that
the full Hoard could be present to vote.
There being no further business to coma before the Board at this time, motion made
by Mr. Thompson, seconded by Mrs. Bissell, that meeting, adjourn until next meeting
night, May 14, 1962.
