Proccedings of the Civil Service Board meeting, Monday, April 9, 1962.
The Clearwater Civil Service Board met in regular session at 7:30, Monday evening,
April 9, 1962, in the Civil Service office.
Members present: George It. Dalby, Chairman; Mary Fay Bissell, Donald 0. McFarland,
R. M. Thompson, Sr., and Harold Wallace.
Observers: Herbert McLendon, Employees' Association and Lee Fennell, reporter
for Tampa Tribune.
Meeting called to order by Chairman Dalby.
Mrs. Bissell, seconded by Mr. McFarland, moved that the minutes of March 26, 1962
meeting be accepted as written. Motion carried.
Reported on suspensions and resignations.
Mrs. Bissell moved that,resignation of Patrolman James Stangle be accepted with
regret. Seconded by Mr. Thompson. Carried.
Mrs. Bissell, seconded by Mr. Wallace, moved that resignation of Frank Cason, '
laborer, Parks Division, be accepted with regret. Motion carried.
Reported on certifications and appointments.
Members discussed residence requirements for Firefighter applicants. Mr. Thompson
suggested in view of the difficulty in recruiting firemen, that inquiry be made
by the Director to determine whether or not members of the Fireman's Relief and
Pension Fund might consider relaxing the present rule which requires one year's
continuous residence within the City limits of Clearwater immediately prior to
date of application for employment as Firefighter. Mr. Dalby reported, however,
that this matter had recently been considered by the Fireman's Relief and Pension
Fund'members and such a change had been rejected.
Read request from John Wynn, Refuse Division, for 15 additional days sick leave,
supported by doctor's statement and recommendation of department head. Mr.
Thompson moved that recommendation be made to the City Commission that.this
employee be allowed the 15 additional days sick leave. Seconded by Mr. Wallace.
Carried.
Members considered request from Capt. Wyman Beam, Police Department, for 12
additional days sick leave. Mr. McFarland, seconded by Mr. Wallace, moved that
recommendation be made to the City Commission that this request for additional
sick leave be granted. Motion carried.
Mrs. Bissell reported on The Twenty-sixth Annual Conference of the Florida
Association of Civil Service and Personnel Agencies which she attended April 4-7
in West: Palm Beach.
Board 6embers then proceeded to examine the 1962-63 Budget presented by the
Director for approval. Following discussion of the various items by the members,
Mr. McFarland moved that the budget be adopted as a department budget and presented
to the City Manager. Seconded by Mrs. Bissell. Carried.

Director read letter from Secretary of Clearwater Firefighters IAFF Local 1158
inviting board members and Personnel Director to attend The Clearwater Firefighters
6th Annual Ball. Distributed tickets provided for the members. ,
After consideration of personnel action request to approve sick leave for William
Rousseau, Tennis Pro., Board members agreed that this was not a proper request since
Mr. Rousseau is under contract with the City of Clearwater and not under Civil
Service. Mr. Thompson suggested that the matter be referred back to Mr. Eddie
Moore, Parks and Recreation Director, for presentation to the City Manager. Members
concurred.
The Director reported on his visit to the Employees' Association meeting, April 5.
Mr. Thompson stated his opinion that it was desirable for the Personnel Director
to affiliate himself with all employee groups in order that the City employees
might know that they can come to him to discuss any difficulties. Mr. Thompson
emphasized that the Personnel Director represents the employees and that this is
a service office. Members were in agreement that the employees should feel free
to consult with the Director as long as their problems were presented through the
proper channels.
Mr. Dalby mentioned that he would be out of town from April 13 to the 23rd and in
response to his request, Mr. Wallace agreed to act as Chairman of the Board during
this time.
The Director read a memorandum from Chief of Police, Willis D. Booth, requesting
that an examination be given for the position of Detective. Director was in-
structed by the Board to schedule the examination.
In the discussion which followed concerning the preparation of Civil Service
tests, Mr. Dalby said that lie thought an examination should be reviewed carefully
before it was given and that the weights to be used in grading should be shown
on the test. It was the opinion of Mr. Thompson and Mrs. Bissell that if the
Detective examination material had been used several times, it should be
changed and new material substituted.
The subject of seniority credits was also discussed. Mr. McFarland stated his
opinion that the points for seniority should be added prior to the examination
grade being computed, otherwise they would be of no effect. Mrs. Bissell stressed
that the applicant should go into the examination with these points rather than
have them added to a passing grade.
Mrs. Bissell then moved that the present rules be amended to have the rule on
seniority points read "that they go into an examination with the seniority credit
of 1/2 point for each year up to ten years." Seconded by Mr. McFarland. Carried.
There being no further business to come before the Board at this time, motion made
by Mrs. Bissell, seconded by Mr. Thompson, that meeting adjourn until next meeting
night, April 23, 1962.
