The Clean~atcr Civil Service Board and the City Commission met in joint 8ession at dinner, Monday evening, March 19, 1962, at 6: 30 in the Colonial Room, Jaclt 'rar Harrison Hotel. . All members of the Civil Servic~ Board and the City Commission were present. Guests: City Attorney, Herbert Brown; Alice Stebbins, Office Secretary; reporters, Joe DeVlin, Al Hutchison and Don Pride. Following dinner, Mayor Robert Weatherly opened the business Bession with reIDilrks concerning the Civil Service Law and Rules. He asked the Civil Service Board to consider operating with only the Civil Service La\~, without the Civil Service Rules and called for recommendations. Mr. McFarland felt the rules were necessary to aid in administering the Civil Servicp. Act. Mr. Stewart thought the proposed new rules were confusing and suggested that the pr~sent rules be kept, with perhaps some clarification. Mr. Dalby stated that he believed the rules could be changed in a manner satisfactory to both sides but he would first like to settle the matter concerning adoption of Resolution 59-94 whereby the City of Clearwater Fay Flan and Employees Classification was approved and signed by the Civil Service Board in September, 1959. Mayor Weatherly and the Commissioners agreed that this was a question for the Civil Service Board to decide and turned this portion of the meeting over to the Board. After some discussion and statement of views by the members, Mr. Dalby polled the Board for their rati~ication of the Resolution. Mr. McFarland, Mr. Thompson, Mr. Wallace and Mr. Dalby indicated ratification. Mrs. Bissell, opposed. Discussion of the Civil Service Rules was resumed. three requests to the Board: ~myor Weatherly outlined (1) Requested that the application for Civil Service examination contain a state- ment to the effect that no applicant be required to take an examination unless the weights of the various sections were indicated on the test papers prior to . .achntII:tstel"ling hthe ':e~:hiULti'On. (2) Requested that no member of the Civil Service Board regrade, prepare an examination or review test papers unless it was with full authority of the Civil Service Board. (3) Requested that in the adoption of any rules, the Civil Service Board and the City Commission consult the Exp.cuti~e Committee of the Employees Association. , I ,i f : Mayor Weatherly felt that granting these requests would add dignity to the City . and to both the Civil Service Board and the City Commission. ! ,/ .....,.' ..'.f ., 'i" page 2 Civil Se~vicQ Board meeting held jointly with the City Commission, MondaYt March 19, 1962. With refcrence to the proposed new rulcs, the Mayor also recommended that the City }~na8cr not be required to make an appointment until after an appeal period of 30 days in order to give applicants an opportunity to appeal their grades if they so desired. Commi~sioner Turner questioned whether this would be a,disndvantage in appoint- mentsif strictly adhered to. Mrs. Bissell stated it would be an advantage to the employees who failed examinations. It was Mr. Dalby's opinion that the appointment of employees was up to the City Manager and the department head. Mayor Weatherly made a further request of the Civil Service Board to re-examine the' Police Chief's examination papers to clarify a reported change in the original grade received. He also ,stated that the City Commission unanimously agreed to request the Civil Service Board to schedule another examination for the position of Finance Director, since only one name had been certified to them following the previous examination. Board members replied they would schedule the test as soon as they received a formal request through the proper channels. At this point Commissioner Amos Smith suggested that the two Boards avoid setting . forth numerous edicts attbis meeting, but instead~ agree with the Civil Service Law and follow it to the best of their ability and go along in a reasonable manner with the new Personnel Director. All agreed with Commissioner Smithls statement and pledged cooperation with the City Commission, the Civil Service Board and the new Personnel Director. I' Chairman Dalby, on behalf of the Board~ thanked the Commission for tbe fine dinner and the meeting adjourned at approxtmat~ly 9 o'clock.
