Proceedings of the Civil Service Board meeting, Monday, March 12. 1962.
The Clearwater Civil Service Board met in regular seaoion at 7:30, Monday evening,
March 12, 1962, in the Civil Service office.
Members present: George H. Dalby, Chairmap; Mary Fay Bissell, Donald o. McFarland,
R. M. Thompson, Sr., and Harold Wallace.
Observers: Mr. James R. Stewart, City ~mnager; Don Pride, reporter.
Meeting called to order by Chairman Dalby.
Mr. Wallace, seconded by Mrs. Bisscll, moved that minutes of February 26, 1962 be
approved as written. Motion carried.
Reported on dismissals, certifications and appointments.
Reported on resignations. Mrs. Bissell moved that resignations of Glen Fenn~ore,
Monroe Miller and Pete Scott, Police Patrolmen, be accepted with regret. Seconded
by Mr. Mcfarland. Carried.
Board members discussed step increase in salary due July 1, 1961, for James Thompson,
Safety Inspector. This item had ,been held in obeyance pending receipt of The Attorney
General's reply to letter submitted jointly by the Civil Service Board and the City
Commission. Mr. Wallace moved that the increase be granted. Seconded by Mr. Thompson.
Vote; Mr. McFarland, Mr. Thompson and Mr. Wallace in favor. Mrs. Bissell, opposed.
Salary increase for James o. King, D.C.T. student, Planning DiVision, considered.
Mr. McFarland, seconded by Mrs. Bissell, moved that the increase be granted. Carried.
Read copy of letter from Florida Industrial Commission to the City Manager commending
safety conditions in Building Maintenance Division. No action necessary.
Noted change in meeting place from Clearwater to West Palm Beach, for annual con-
ference of Florida Association of Civil Service and Personnel Agencies. No action
required.
Chairman. Dalby announced that the City Commission would like to have a dinner
meeting with the Civil Service Board, Monday evening, March 19, 1962. Members
agreed that arrangements be u~de through Mr. Stewartls office for the meeting at
6:30 p.m. at'the Jack Tar Harrison Hotel.
Read request from Paul McLoughlin, Pump Operator, Water Division, for 60 additional
days sick leave. Mrs. Bissell moved that recommendation be made to the City
Commission that the.additional leave be granted. Seconded by Mr. McFarland. Motion
carried.
Subject of scheduling Detective Sergeant1s examination presented by Mr. McFarland,
who suggested that Board members review and evaluate the examination before it
is conducted. Members concurred and discussed briefly various procedures which
, might be followed in preparing future examinations.
Mr. Dalby then requested that Mr. Mc~ar1and review the examination for both
Detective and Uniform Sergeant and make recomme~dation to the Board concerning
any proposed changes in the test questions. Mr. McFarland agreed to do this.
