The Clearwater Civil Service Board met in regular sossion at 7:30, Monday evening, February 26. 1962, in the Civil Servico office. Members present: George H. Dalby, Chairman; Mary Fay Bissell_ Donald O. McFarland, R. M. Thompson_ Sr., and Harold Wallace. Oboervers: Mrs. Mary L. Howell, Miss Uelen Leonard_ League of Women Voters; Aubrey Ort_ Herbert McLendon, Employees' Association; Sgts. William Premru, Kenneth Williamson, Blaine LeCouris, Police Department; City Attorney Herbert Brown; Joe Devlin, Don Pride and At Hutchison, reporters. Meeting called to order by Chairman Dalby. Hr. Wallace. seconded by Mr. Thompson moved that minutes of February 12 meeting be adopted as written. Motion carried. Members read copy of minutes of special meeting held February 19 in Municipal Court concerning review of Fire Chief and Police Captain examinations. Mr. McFarland, seconded by Mrs. Bissell. moved that these minutes be adopted as presented. Carried. Chairman asked ~lr. McFarland to report on findings of review committee regarding Police Captain examinations. Mr. McFarland first explained that Chief Willis Booth was unable to attend the Board meeting as planned but that he concurred in the findings which had been gone over in great detail with him. A letter addressed to the Civil Service Board outlining the findings of the committee, was then 'read by Mr. McFarland. The report indicated that certain q,uestions were found to be improper and that the test papers had been re-graded with the result that the three Sergeants who appealed their grades were given passing marks. Mr. MCFarland stated that the papers of two applicants who passed the examination and had been certified were also affected by the re-grading but according to the grades received they would retain the same orde'r in which they were previously certified. Mr. McFarland moved that the report be accepted and that the names of these two applicants be re-certified to the City Manager in addition to the three applicants who 'received passing scores following re-grading of the test papers. Seniority credits to be added to the grades and an eligible list of five names, arranged in proper order, to be re-submitted to the City Manager. Seconded by Mr. Wallace. Motion carried. Suggestion ~s made by Mr. McFarland that the section of ,the examination concerning Florida Statutes be revised since the laws change. Members concurred. Mr. Thompson felt that a new examination should be prepared with the help of the department head. Sgt. Kenneth Williamson remarked that this was the fairest he had seen the Board act for a long time and that he was proud of their action. Civil Service Board Minutes, meeting February 26, 1962 ~ page 2 Mrs. B1ssel1 moved that resignation of Hubert May, laborer, Police Department, be accepted with regret. Seconded by Mr. thompoon. Carried. Mr. Thompson, seconded by Mr. McFarland, moved that resignation of Joyce Truluck, Clerk I, Police Dcparbment be accepted with prejudice. Motion carried. Mr. Mcfarland moved that resignation of Esther Retzer, Secretary I, Parks & Recreation DQpa~tment, be accepted with regret. Seconded by Mrs. Bissell. carried. Reported on certifications and appointments. Reported on examinations conducted and vacancies to be filled. Reported on applications received for position of Personnel Director. Read letter from Mr. Stewart, City Manager, also letter from Mr. Aubrey Ort, Electrical Supt., regarding Secretary I position in Electrical Department. Mr. Ort, present at the Board meeting, explained secretarial requirements of his office and stated that Alice McLoughlin, Clerk I, Police Department, had the experience he felt necessary. Following discussion of Mr. Ort's request that Miss McLoughlin be allowed to trans- fer from the Police Department to the Electrical Department as Clerk I until she can pass the Secretary I examination," Mr. McFarland moved that permission be granted for Miss Alice McLoughlin to be an emergency appointee in the Electrical Department, if it is agreeable to the Police Department and Mr. Ort and with the approval of the City Manager, provided said employee take her examination for Secretary I within a period of 60 days. Seconded by Mr. Thompson. Motion carried. presented request of W. L. Randolph, Bridge Tender, Public Works Department, for 17 additional days sick leave, substantiated by letter from Mease Hospital and letter of approval from City Engineer. Mrs. Bissell, seconded by Mr. Wallace, moved that the Civil Service Board re- commend to the City Commission that the additional 17 days be granted. Motion carried. Mr. Dalby brought up subject of Dictaphone purchase. Suggested travel appropriation in. budget be used for this purpose. Mrs. Bissell moved that the Civil Service Board purchase the machine. Seconded by Mr. Thompson. Carried. Mr. Thompson said he believed a review of employees' fingerprint records, next item on agenda, should be conducted in private and moved that ,the reports be considered in a closed meeting. Seconded by Mrs. Bissell. Motion carried. Before visitors left the meeting, City Attorney Herbert Brown told Board members he enjoyed working with Mr. McFarland and Police Chief Booth and would like for it to go on record that he approved of the Committee report that Mr. McFarland submitted in letter form. Mr. Thompson replied that the Civil Service Board appreciated the cooperation of the City departments and he felt the noard would have the cooperation of the City in the future.
