Mr. Wallace objected to wording "despite fact of absence" concerning request of JanetVollertson, Utilities Department) for pay step increase. Mr. Butcher, seconded by Mr. Wallace, moved that the words be deleted. Mrs. Bissell then moved , that minutes be accepted with correction. Repot'ted e.xaminations for some positions will be scheduled, others fiUed from eligible lists on file. Mr. Dutcher, seconded by Mr. HaUaco, moved that program be started ns soon as possible in ~rdcr to secure necessary personnel. Motion carried. Request read from Maybelle lfuckett, Secretary II, Recreation Department, for sixteen additional days sick leave. ~k. Wallace, seconded by Mr. Dutcher~ moved that Board recommend to the City Commission the additional sick leave be approved. Motion ca.rried. Board members examined and discussed map furnished by Mr. Wallace outlining boundary limits for City employees. Mr. Stewart stated that the map is in accord- ance,with what the City Commission desired. Director read from Civil Service Board meeting minutes October 3, 1961, concerning boundary limits wh~ch included Mr. Stcwart1s comments at that time. Mr. Wallace felt no legal description necessary, that it would be sufficient to follow boundaries shown on the map. Mr. Stewart said that the boU1hries shown were satisfactory to him and the City Commission and sugge~ted that some official map be adopted. Hr. Stewart mentioned that a take-off could be made by the City Engineering'Department showing boundaries \vithin blue lines on the map and would be acceptable as far as he was concerned. Hr. Wallace stated that ,the "area shown between the blue lines on the map were more or less definite. Mrs. Bissell moved that the Civil Service Board recommend to tbe City Commission that the map furnished by Mr. Wallace be officially approved and the established residence boundaries for city employees be within the blue lines shown on the map, and additional maps be made up by the City Engineering Department and furnished department heads, Mr. Stewart and the Civil Service Board. Seconded by Mr. Butcher. }fution carried. , Mr. Dalby asked Board members if they wanted a special or private meeting to hear Mr. Wilson's report on questions to be submitted to Attorney General. Mr. Wilson Buggeste~ a 'closed meeting since it involved both the Civil Service Board and City Commission business. There being no further business to come before the Board in regular session, visitors' were excused at this time. Mr. McFarland, new member, asked if Mr. 1~i1sonls services were to be terminated , at the completion of his report to the Board. Mr. Dalby stated not until the reply is received from the Attorney General. ,Mr. Harold Wilson reported that he prepared draft of questions and submitted them to City Att.orney Brown who added to them and City Attornay \vould submit the qu~stions to the Attorney General. Hr. Wilson stated that he mmted to insert an additional question concerning that it is the duty of the City Manager to make 'immediate appointments following submission o~eeligible lists in accordance with employment requests sent Civil Service Board. also stated tlwt it was his aim . that the letter to the Attorney General be written as neutral as possible. Mrs. Bissell questioned the statement in letter that the Personnel Oi1:'ector worl~ed on Pay Plan but Mr. Wilson' felt this of no consequence. lie stated that the letter '\iould be Gent to the Attorney Genera.l on Thursda.y, December 7, 1961. " " , , Mr. Wallace moved tha.t Mr. Hilson's 'recommendations be accepted and that the Board grant permission for him to make necessary changes and submit the letter to the City Attorney for mailing to Attorney General. Seconded by Mr. Butcher and carried. Letter of complaint of }'Jr. '~i1ey Anderoon, applicant for Building Maintenance Superintendent position, discussed, by members who agreed that this' was a contro- versy between the City Manager and Mr. Anderson. Members felt Mr. Anderson was not cnstins aspersions on tbe Civil Service Board and felt Hr. Stewart should not havc'answered Mr. Anderson's first letter. ., Motion made by Mr. Butcher, seconded ~y Mrs. Bissell, to adjourn until next meeting night. Tuesday, January 9, 1962.
