Nembers present: George Dalby t Chairman; Bro. Mllry Fay DisRoll, George Butcher,
R. B. Mauney nnd H.1rold Wallace.
Observers: Hr~'.Stewartt City Manager; two members Employees' Association,
two representatives League of Women Voters, H. E. Tyson, E. C. Hedlert and
Eric Atkins, Clearwater SUn reporter.

Chairman called meeting to order and asked for reading of the minutes of
meeting held November 7. Approved without ct~nges.
Reported on examinations conducted and appointments made. Reported on City
Commission approval of additional sick leave for certain employees pr~viously
recommended by the Civil Service Board. Reported on resignations. Motion made.
by Mrs. Bissell, seconded by Mr. Butcher to accept with regret. Carried.
Matter of pay-stup increase for Communications Clerk I discussed. Mrs. Bissell
made motion to deny since employee did not have successive or continuous service
and under the rule not eligible. Motion died for lack of a second. For a period
of five months the employee was on a leave of absence. Mr. Stewart, City
Manager, expressed his opinion on the subject. Motion made by Mr. Butcher to
grant step increase, seconded by Mr. Wallacej.Mr. Mauney passed and Mrs. Bissell
voted no. Chairman Dalby voted yes to grant the annual step increase J'\ desp ite "
the fact of absence1during the twelve-month period of five months.
Upon the request of the Director, the Board approved establishment of a new
position, tlmt of Paget permanent part-time, for the City Colored Library.
Mrs. Dissell made the motion to establish this positiont seconded by
Mr. nutcher and carded.
At the request of the Director the Board approved the establishment of an
emergency position "survey worker" to aid in carrying out Ordinance 1~902.
Longevity pay discussed and denied for employee of the Library who had
worked part-tllne for several years; placed on a GO-day provisional appointment
February 1, 1952, to April 1, 1952, followed by a probationary appointment
for six months, without benefit of exami~ion. In 1954 this employee
requested certification to permanent status, which request is on file.
Mrs. Bissell made a motion denying the longevity pay as the employee is not
eligible under the rule. Seconded by Mr. Butcher and carried.
Director instructed to rewrite draft of the rule in pay plan for
clarification purposes. The following was suggested by Mrs. Bissell ~ HEach
permanent employee shall accrue time toward longevity pay from date of regular
employment. The six-months probationary period be included ~~ part of the
regular employment." Hotion made by Mrs. Bissell t seconded by Mr. Wallace
and carried.
Discussion took place regarding the reappointment of Mr. ~Buney to the Civil
Service Board. Mr. Mauney's term expired November 17. Mrs. Bissell recommended
tl~t Mr. Mauney be extended the courtesy of being asked to serve another term.
