The Clearwater Civil Service Board met in regular Be9sion Tuesday evening.
October 3, 1961. at 7:30 p.m. in the Civil Service office.
l-fcmbcrs Present: George It. Dalby, ChairlMn; Mary Fay Bissell, George W. Butcher.
R. D. Mauney and Harold Wallace.
Mr. Stewart, City Manager, was present.
Meeting called to order by Chairman.
Minutes read, meeting of SeptembCT 9, 1961. Mrs. Bissell, seconded by Mr. Butcher,
moved ~1nutes be accepted as read. Carried.
Utilities Department
Director reported no reply received from Mr. Stewart answering Board's letter dated
September 22, re Albert Bailey, Gas Plant Attendant. Mr. Stewart said that he would
reply before the next Board meeting. He felt that it was the Board's perogative
to put this employee back on the job and that it was up to the Board to make the
decision; Mr. Stewart stated that he had an eight-page report on this case and ,
action should have been taken sooner but he didn't know who to believe - the employee
or the department head. Mr. Stewart felt the employee should have come to him with
,the complaint when he received no satisfaction from his department head, Mr. Nelson.
Reported on dismissal, Refuse Collector.
Fire Department
Referred to letter from Fire Chief, R. C. Dobson, regarding his retirement date.
Members agreed a formal employment request should be furnished the Board by the City
Manager in behalf of the City Commission, the appointing authority for Fire Chief.
Mr. Butcher, seconded by Mr. Wallace, moved that action be taken in the meantime
toward filling the request. No vote.
Reported ten-day suspension, Firefighter Fred Daniels.
Library Department
Director reported examination scheduled for Library Assistant 1 to establish an
eligible list.,
Reported on examinations scheduled for Electrical Inspector, Meter Reader II,
,Library Assistant I.
Reported on examinations conducted for Controller, Finance Department, Building
Maintenance Superintendent, Public Works Department. Eligible lists submitted to
appointing autho~ity. No appointments made.
Reported eligible list Communications Clerk 1 for Fire Department furnished City
Manager to'fil1 vacancy.
Director reported that a copy of Social Security law had been
St. Petersburg office and also clarification from the payroll
deductions were not made from checks of temporary employees.
Finance Director, contacted and copy of contract covering the
Security deductions would be furnished prior to next meeting.

Board members discussed proposed residence rule. Invited Mr. StewartCs comments.
He stated that he felt the Board has no authority to flct the ~oundary limits.
In answer to Mrs. Bissell's question as to whether it was not neccssary for the
City to pass an ordinance setting the limits for employees, Mr. Stewart stated
that both the City charter and the Civil Service law failed to mention this matter.
He said that the City Gorrmission ,""ould not object to reasonable limits and that the
proposed telephone directory limits wherein a call could be made without a toll
charge. would be preferable, with City residents given preference for employment.
Mr. Dalby thought the Board should go along with the City Commission's recorrmcndation.
Mr. Butcher concurred. Hrs. Bissell. moved that hereafter the residence rule would
be for any person living within an area reached by telephone from Clearwater without
a toll charge. Seconded by Mr. Butcher.
In discussion. Mr. Wallace mentioned that the Cross Bayou section, St. Petersburg.
was considered the dividing line between local and toll charges. Chairman Dalby
requested Mr. Wallace furnish the Director a map showing this area. Mr. Stewart
said he would furnish a map showing the proposed residence limits. Board members
agreeu a legal description of the boundaries should ba obtained from the City
Attorney and furnished the Board. Motion carried.
Director read letter from the City Manager regarding position of City Engineer, and
employment request received for filling this position. Members discussed correct
title for the position. Mr. Stewart said he was looking for a City Engineer. Stated
that the supervision of the Planning, Inspections. City Garage and Building Maintenance
divisions would come under the City Engineer.
Mrs. Bissell, seconded by Mr. Wallace. moved that the Director be instructed to
advertise for a City Engineer. State of Florida registration for Civil Engineer
required. Mr. Stewart suggested a three weeks period would be sufficient for
advertising. Members agreed that advertisimg be made through the Florida State
Employment Service and should be statewide clearance. Motion carried.
In further discussion, Mr. Mauney felt the position should be advertised for at
least thirty days. Members and City Manager discussed whether or not a Civil
Service examination should be conducted, since it had been agreed previously that
a State registration would quali.fy an applicant. Mr. Stewart thought perhaps the
Civil Service Board would not necessarily be qualified to do a better job than the
Florida State Board but felt that if the applicant wasn't willing to take a Civil
Service examination, he wouldn't be interested in the position. He suggested that
the annual salary be advertised, rather than bi-weekly.
Mrs. Bissell asked whether there was to be an age limit for the City Engineer.
Mr. Ste~art said he did not know of any limit. However, he cited cases of City
employees who had been hired over 45 years of age and could not live on their
Social Security benefits when ,no longer able to do their \mrk. Stated this was
one of the best arguments for hiring people under 45 years of age, Wich would
.qualify them for the pension plan.
Mr. Wallace felt it was bad publicity for the City to hire a person over 45
not eligible for the pension particularly if he could not live on his Social
Security benefits when unable to perform his work satisfactorily.
Board members briefly discussed selection of Fire Chief. Mr. Stewart expressed
hope that position could be filled by promotion. The Director stated she would
make up a list of eligible applicants within the Department, for the Board's review.

Chairman invited conunents from visitors at this time!. Mr. Edwin' Hadler stated
that he thought a Florida license or registration would not be sufficient qualiM
,ficlltion for a City Engineer. 11e said that a good Civil Service examination would
be desirable since other types of Engineers could obtain registration but would
not necessarily have the desired experience.

Chairman brought up subject of holding Civil Service Board meetings at 4 p.m.
rather than evening meetings. Mrs. Bissell objected because' employees could not
be present. Mr. Wallace and Mr. Butcher had no objections although they stated
it might occasionally i'nterfere with their employment.. No motion made or action
taken. Members decided to study the matter.
