The Clearwater Civil Service Board mat in regular saBsion Tuesday evening at
7: 30 p.m. in the Civil Service. office..
Members present: George 11. Dalby, Chairman, Mary Fay Bissell and Harold Wallace.
Absent: George Butcher and R. B. Mauney.
Meeting called to order by Chairman Dalby.
Read minutes of September 5, 1961 meeting. Mrs. Bissell requested that minutes
be corrected to read that Attorney Hnrold \Hlson stated II... if tha Civil Service
Board and the City Commission do not agree on the questions prepared jointly
for presentation to the Attorney General, each group would then prepare and
submit its own questions.1I Mrs. Bissell, seconded by Mr. \.Jalh\ce, moved that
minutes be accepted as corrected. Carried.
Mr. Dalby stated timt he had talked with City Attorney Herbert Brown who informed
him that he and Attorney Harold 'Hlson ~ould be able to submit a report to the
Civil Service Board in October.
Reported on ernploymant requests, appointments, dismissals, suspensions.
Applications nine patrolmen being processed.
Reported on examination for Building Maintenance Superintendent scheduled for
September 28. Reported on examination for Controller, scheduled for September 27.

Genevieve Gorman, Secretary I, City Clerk's office and 1. S. Rousseau, Meter
Reader II, Utilities Department. Mrs. Bissell moved timt res!gnations be accepted.
Seconded by Mr. Wallace. Carried.
Read'copy of letter sent from Mr. Stewart, City Manager, to Mr. Taylor, Utilities
Manager, regarding classification of I. M. Tubbs, Gas Distribution Serviceman.
Board members agreed that they had decided this question, notified the parties
concerned, and that the matter was settled.
Chairman called on Mr. Albert Bailey, former Gas Plant attendant, to give details
of his termination of employment. ~~. Bailey explained that Mr. Dick Nelson)
Gas Superintendent, had refused his request for a form requesting certification
to permanent status at the end of his six months probationary period. After
working almost eight months, employee was told by Mr. Nelson that although his
work was satisfactory, and he had nothing against him, he was to be laid off and
that he should seek other employment. Mr. Bailey did this and notified his
department head. Under the circumstances, Mr. Baile~: did not feel he should
sign a resignation form as requested by the Utilities Mallager, since he did not
resign bu~ was given notice he was to be "laid off."

Following discussion, Board members agreed employee had not been granted his
. due' rights under the Civil Service law and Mrs. Bissell, seconded by Mr. Wallace,
moved that a letter be written t~ the City Manager. copy to Mr. Nelson) re-
questing an explanation as to the reason Mr. Bailey was denied the form when
requested after his six months employment. '.

It was brought to tho attention of the Board by an employee that Social Security
deductions are not being made from the salary of temporary employees of the City.
Board members questioned this and requested that the Director obtain a copy of
the Social Security law in order to clarify this question.
Read copy of letter to Mr. Taylor. Utilities Manager. from Refuse Superintendent,
reS4rding condition of Manuel Peters. Re~use,Driver. Members again stated that
they'fclt the employee should be given some light duty until such time as he is
physically able to drive a truck. This privilege is granted other employees '
following sick leave. Agreed that Board should keep in touch with Mrs. Peters
concerning progress of husband's recovery.
