Proceedings of the Civil Service Board meeting. Tuesday. August 1. 1961.
The Clearwater Civil Service Bon~d met in regular sess10n Tuesday evenins,
August 1. 1961 at 7:30 p.m.. in the Civil Service office.
Members present: Chairman, George Dalby; Mary Fay Bissell. George W. Butcher.
R.B. Mauney and Harold Wallace.
Read Minutes of meeting held July II. 1961. Mrs. Bissell. seconded by Mr. Butcher,
moved that minutes be accepted as read. Carried.
Deferred until this meeting, action on the matter of a proposed suit against the
City for a declaratory decree to determine lines of authority of the Civil Service
Board. the City Commission and the City Manager. Attorney Wilson p~esent to
report on progress. Mr. Wilson reported he learned the City Manager approached
the Board Chairman, suggesting a joint meeting of the City Commission. and the
civil Service Board to determine if prDblems could be worked out. Mr. Wilson
Btated that in his opinion every effort should be made to resolve the problems
prior to legal action. however. he felt an agenda should be prepared for such
a' meeting. He suggested that only members of the two Boards and their attorneys
be present, and that the meeting be held at an early date.
Mr. Butcher moved that Mr. Wilson's recommendations be put in the form of a motion.
Seconded by Mrs. Bissell. Carried.
Mr. Mauney, seconded by Mrs. Bissell, moved that the Director contact the City
Manager to find out if arrangements could be made with the City Commission and
the City Attorney to hold a joint meeting with the Civil Service 'Board, Friday
evening, August 4 at 7:30 p.m.. in the Jack Tar Harrison Hotel. Director to
notify membe~B of the Board. Motion carried.
Police Department.
Reported appointments of three patrolmen to Detective Division.
Read letter from Chief Booth concerning acceptance of two of the three new
applicants certified for position of Patrolman.
Reported sixty days additional sick leave granted by the City Commission on
recommendation of the Board. to Patrolman Daniel Miller.
Parks and Recreation Department.
Reported resignation Raymond Greene, laborer, Parks Depa~tment. Mrs. Bissell.
seconded by Mr. Wallace. moved. chat the resignation be accepted. Carried.
Reported appointment of Secretary I. Position filled from the eligible list.
Read lette~ from Mr. Eddie Moo~e concerning reduction of work hours for Jinuny
Lee Smith, Janitor, Recreation Division. Following discussion by Board members,
Mrs. ~issell suggested that a letter be written to Mr. Moore, with copies to the
City Manager and the employee~ quoting Civil Service rules covering demotions
and requesting that the Board be advised if employee has agreed to the reduction
in hours. .
Utilities 'Department
Reported dismissal of Refuse Collector, suspension of Refuse Driver. and certi-
fication of two truck drivers.
Reported aixty daY8 additional sick leave granted by the City Commission on
recommendation of the Board, to Manuel Peters. Refuse Driver.

Results of e~mination for position of GnB Inspector reported. Three applicants
reported and failed. Board members agreed another examination should be scheduled,
open to employees in other departments of the City and to the public in accordance
with Civil Service law. The same job requirements as outlined for previous
e:KamilU1tion.
Subject of the approval by the City Manager of revised Civil Service rules brought
up. Mr. Mauney suggested that Mr. Stewart be contacted in this respect and moved
that the request be withheld until after the joint meeting of the Civil Service
,Board and the City Commission on August ,4. Seconded by Mr. Butcher. Motion carried.
Reported Controller's examination scheduled, August 3. also examination for
Building Maintenance Superintendent, limited to applicants from the Building
Maintenance Division, scheduled August 8, 1961.
Examination for Secretary III held July 27. 1961. Grading incomplete at this time.
Mentioned legal opinion pertaining to certain Civil Service matters received
from Attorney Lloyd Phillips. Copies previously sent to Board members. Also received
from the City Attorney. copy of Senate Bill No. 1122 amending a certain portion:. of
the Civil Service law.
Director reported that fingerprint reports for most of the city employees had
been returned. Members agreed that they should review the reports at a later
date and make whatever recommendations they felt necessary, to the City Manager.
Mrs. Bissell inquired as to what action should be taken when an applicant,:falsifies
his application. Director mentioned that it could make an employee subject to
dismissal. No action taken.
Mrs. Bissell. seconded by Mr. Butcher, moved that matter of pay step increase
for James Thompson. Safety Supervisor, be deferred until after the joint meeting
with the City Commissioners, August 4, 1961. Motion carried.
Chairman Dalby invited comments from the visitors at this time. Martin Dykeman,
reporter, asked for clarification of Attorney Wilson1s resolution and Col. James
Watkins asked for information concerning the opinion received from Attorney
Lloyd Phillips.
Hr. Butcher, seconded by Mr. Wallace. moved that the second monthly meeting of
the Board in August be dispensed with and that the next meeting be held September 5.
Carried. }tt. Dalby appointed Mr. Butcher to act as chairman during his vacation.
There being no further business to come before the Board at this time, meeting
adjourned at 8:20 p.m. until next meeting night, September 5, 1961.

Statement of J. N. Phillips, August 1, 1961.
. Following adjournment of the regular Civil Service BoaTd meeting August 1, 1961,
James N. Phillips. Utilities Serviceman II and President of the Clearwater
Employeets Association, made the following statements to the Civil Service Board
members:
It'that W. E. Miller, Gas Service Division employee, was made a Clerk during 1949
or.l950 and has been dOing that job ever since. He also stated that this
employee does Serviceman work on weekends and is paid for this. Remarked that
'thisk~eps other Servicemen from filling this job.
Mr. Phillips said that. other employees object to Mr. Miller getting Serviceman's
pay when he is not doing the work.tt
