July 11, 1961, at 7:30 p.m., 1n the Civil Service office.
Members present: George Dalby, Chni~n; Mary Fay Bissell, George Butcher,
R. B. l-launcy nnd Harold Wallace. Eleven gucots prescnt.
Meeting called to order by Chairman, George Dalby.
Read minutes, meeting June 20. 1961. Mrs. Bis8e11, seconded by Mr. Butcher,
moved that minutes be accepted as read. Carried.

Read note of thanks from Mrs. D~lby for flowers.
Police Department.
Reported resignation in lieu of dismissal of Patrolman. Donald Pomper. Mr. Butcher
moved that due to the confidential report and recommendation from Chief Booth.
tlmt the resignation be accepted with prejudice, and made a part of permanent
records. Seconded by Mr. Wallace. Carried.
Reported employment request received for Patrolman to' replace Donald Pomper.
Director reported that three applicants for Patrolman have been certified to th~
City Manager.
Read letter from Patrolman Daniel Miller requesting an additional sixty days
sick leave pay from May 31) 1961 to approximately July 29, 1961. Mr. Butcher,
seconded by Mrs. Bissell, moved that the Board recommend to the City Commission
that the request be granted. Motion carried.
Board discussed letter from Clarence McCall, former Police officer re-applying
for a position of Patrolman. Members agreed the Board could not change a
decision made by previous Board, such action taken on recOtmllendatioll': of Police
Chief Booth. Mr. Dalby stated that Chief Booth informed htm when this matter
was discussed that he had no intention of rehiring Mr. McCall. Mrs. Bissell,
seconded by Mr. Butcher. moved that a letter be written Mr. McCall stating
that the Board must stand by the previous Board's action when it accepted his
resignation Uwith prejudice" and that the Board can take no further action unless
Chief Booth rescinds his previous action. Motion carried.
Reported certification of five detectives following an examination held June 29, 1961.
Reported examination and certification of four Clerks 1. Read letter from
Chief Booth stating three of the Clerk applicants unacceptable and one acceptable.
Public Works Department.

Read letter from the City Engineer requesting promotional examination within the
Department of Public Works for position of Building Maintenance Superintendent.
also letter from the City Manager. Board members fe1t'that the examination should
first be held for employees of the Maintenance Division. Mrs. Bissell, seconded
by Mr. Wallace. moved that the examination be limited to employees of the Building
Maintenance Division. If this does not produce results) it could be opened to
other city departmen~ Motion carried.
Reported request from the City Engineer that an eligible list be submitted to
fill Secretary III vacancy in Engineering Department. The Secretary I in the

Engineering Department had inquired if she could take the examination. Members
stated that she would be eligible. if she could meet all requirements. Mr. Dalby
requested the Director look into the matter and advise him as to whether or not
she qualified. Examination open for secretaries in the city employ possessing
necesBn~y requirements.
Reported certification of Engineering Aide I.
Utilities Department.
Subject of salary increase, Secretary Ill. Utilities Department, discussed.
Mrs. Bissell moved that this increase be denied since the employee is in job
illegally. Mr. Dalby and Mr. Wallace thought the 1959 Pay Plan placed employee
in position legally. Mr. Wallace then moved, seconded by ~~. Butcher, that this
employee be given salary increase. Mr. Wallace. Mr. Butcher voted in favor,
Mr. Mauney, Mrs. Bissell. opposed. Chairman Dalby voted in favor, to break the
tie, and motion carried.
Letter read from the City Manager concerning keeping position of Gas Inspector
in Utilities Department. Members discussed whether this position should be
promotional within the Utilities Department or open to the public. Mr. Wallace,
seconded by Mrs. Bissell. moved that the examination for Gas Inspector be promo~
tional for servicemen within the Utilities Department. Carried.
Read request from Manuel Peters, Refuse Division, for additional sick leave.
Mrs. Bissell moved that the Board recommend to the City Commission that request
be approved, provided a doctor's certificate in support of the request, is
submitted. Seconded by Mr. Wallace. Motion carried.
Reported resignation of Clouster Bryant, Refuse Collector. Mrs. Bissell, seconded
by Mr. Wallace, moved resignation be accep ted. Carried.,
Read letter from the City Manager regarding change of duties for I. M. Tubbs,
Gas Distribution, Serviceman 1. ~k. Butcher moved that the Board concur with the
City Manager's recommendation unless the employee appeals. Seconded by Mrs. Bissell.
Vote: Mr. Wallace, Mrs. Bissell. Mr. Butcher in favor. Mr. Mauney dissented.
Carried. Mr. Mauney thought the employee was being placed in a position not
established. Mrs. Bissell then moved that the Board's motion be rescinded and
that we write a letter to the City Manager requesting that a position covering
the duties to be performed by Mr. Tubbs be established. No second to this motion.
Recreation Department
Letter read from the City Manager requesting establishment of an additional
position for the Recreation Department, that of Secretary I. Mr. Mauney. seconded
by Mr. Wallace, moved that this position be established. Motion carried.
Finance Department
Reported Personnel Action sheet received for approval of 5% longevity increase for
James Thompson. Vote: Mr. Wallace, Mr. Butcher, Mr. Dalby. "Yes". Mrs. Bissell J
Mr. Mauney, "No."

Read letter from the City Manager requesting position of Controller be filled.
This'position has been vacant for two years. Board members agreed that an
examination be held to fill the position.
Reported dates for fingerprinting city employees had been scheduled. Mr. Butcher
mentioned complaints made by employees ob.lecting to questions asked on the standard
form. Director requested to ask the City Manager if a simpler form could be used
for the finaerprinting of employees.
Attorney Harold Wilson presented a rough draft of complaint for a proposed suit
against the City. Nature of suit, for a declaratory decree to determine lines
of authority of the Civil Service Board, City Commission and the City Manager.
After heated discussion by members and. objections by Mr. Wallace, Mr. Butcher
and Chairman Dalby, Mr. Butcher moved that this matter be deferred until the next
meeting, August 1. Seconded by Mr. Wallace. Mrs. Bissell and Mr. Mauney wanted
.immediate action and opposed the motion. Mr. Dalby voted "yesH to break tie and
motion carried.
There being no further business to come before the Board at this time, motion
made and passed to adjourn until next meeting night, August 1, 1961.
