Guests: Mrs. Charles Howell and Mrs. Helen Leonard. representing League of
Women Voters; Mr. and Mrs. John Turnbull, E. c. Redler, S. J. Szuba; Gene Arnes,

Read minutes of meeting June 6, 1961. Mr. Butcher, seconded by Mrs. Bissell,
moved that minutes be accepted as read. Carried.

Letter read from John Turnbull requesting that he be permitted to appear before
the Board in connection with his application for Softball Umpire. Mr. Turnbull
related the incidents which lead to the Board's previous decision to take no
action on his application. Mr. Mauney, seconded by ~~. Butcher, moved that the
application be denied. Motion carried. Answering Mr. Turnbull's question as to
whether or not he would be barred from filing a new application for employment
with the City, Board members expressed the opinion that he would be permitted to
file an application in the future~ if he wished to do so.

Stanley Szuba, Utilities Service superfDtendent, appeared before the Board for
a decision as to the original date of his employment. Fol1owi~g examination of
Mr. Szuba's records by the members~ Mrs. Bissell, seconded by Mr. Butcher, moved
that the original date of Mr. Szuba's regular employment is September 20, 1946,
and the date for the lO% longevity pay for fifteen years succesaive service
would be January I, 1962. Motion carried.

Read copy of letter from Mr. Stewart to Utilities Manager regarding vacation
time due R. R. Eader, Utilities Serviceman II. Through error. Mr. Eader was
'allowed one week's vacation in October, 1960. Board members concurred with the
City Manager that employee should not be penalized and allowed two weeks vacation
in 1961.

Chairman requested Attorney Harold Wilson to give his report on the matter of
the Civil Service Board obtaining a court ruling on various subjects of dispute.
Mr. l~i18on stated he needed additional inforuk~tion in preparing his case and
asked for an extension of time until the next Board meeting scheduled for
July 5, 1961. Granted.

Reported employment request received to fill position of Gas Inspector.
Mrs. Bissell suggested that this position be removed frmn the Utilities Department
and placed under the Inspections Division along with other city inspectors.
Board members agreed that this would be proper and felt that the Gas Inspector
could function more effectively and without pressure if this were done.
Mrs. Bissell, seconded by Mr. Butcher, moved that the Civil Service Board recommend
to the City Manager that the position of Gas Inspector be ,removed from the juris-
'diction of the Utilities Department and placed under the Inspections Division with
the other city inspectors, since the Board members felt that thc Gas Inspector
could function,more ~atisfactorily under this arrangement. Requcst City Manager's
opinion on recommendation before filling request for Gas Inspector. Motion carried.

Reported on dismissals, certifications, appointments, also promotion of
C. G. Lovell, laborer to Groundskcopcr, ccmcter. division.
Reported retirement of Charles Moloney, Building Maintenance Superintendent,
effective July l, 1961. plus three weeles vacation and ono l'lCek compensatory time,
granted. Mrs. nissell, seconded by Mr. Butcher, moved tlmt letter of commendation
be sent Mr. Moloney.
Reported no reply received from Attorney Lloyd Phillips concerning written
opinion requested by the Board. Mi". Dalby stated he would discuss this matter
with Mr. Phillips.
Reported no reply from City Commissioners to Board's request for recommendation
as to employees' residence boundaries. Board members felt that a second request
should be sent to the Commissioners.
It was also agreed that another request be sent to Mr. J. D. Nelson for a reply
to the Board's correspondence concerning transfer of duties for t. M. Tubbs, Gas
Distribution Serviceman I.

Report~d false statement made on application of Frank J. Cutillo. Board members
felt no' action necessary at present time.
There being no further business to como before the Board at this time, motion
made and passed to adjourn until next meeting night, July 5, 1961.
