The Clearwater Civil Service Board met in regular sussion Tuosday evening at 7:30 p.m.. in the Civil Service office. Members present: Chairman George ll. Dalby, Mary Fay nisfJcllt George Butchert R. B. Mauney and Harold wallace. Guests: Mrs. Helen Leonardt Mrs. Mary L. Itowell t Loague of Women Voters; WilHnm Birchall, Herbert McLendon, James Phillips, Col. George Brittinghamt Edwin Hedler. Attorney Harold Wi1sont Mary Ellen Ruain, Lester Furney; Reporters, Don Brand. Clearwater Sun, Martin Dykeman. St. Petersburg Tit(~s and Al Hutchison, Tampa Tribune. Meeting called to order by Chairman Dalby. Minutes of meeting, May l6t 1961, read and approved. Director read opinion received from Attorney General Richard Ervin in reply to the Board's letter regarding authority of the City Manager and Civil Service Board. Mr. Wallace. seconded by Mr. Butcherl moved that copy of che Attorney General's letter be furnished Board memberst original copy kept in the Board's files. Mr. Butcher requested a copy of the Board's letter to the Attorney General. Director read letter from Attorney Lloyd Phillips and presented his bill for services. Reported that the Civil Service Board had never received his opinion in writing as requp.sted from Attorney Phillips. Following discussion by members as to whether the Board had taken official action in terminating the services of Mr. Phillips, Mr. Wallace. seconded by Mrs. Bissell, moved that the Civil Service Board take thia action and authorize payment of his bill and also request Mr. Phillips to furnish the written opinion previously requested by the Board. Motion carried. . Read agenda for Advisory Board hearing scheduled for June 6, 1961, and announced that hearing had been cancelled. Mr. Dalby expressed his opinion that he would like to see the Advisory Board investi- gation halted. Mr. Mauney and Mrs. Bissell disagreed and said that they favored going to court in order to settle the differences between the Civil Service Board, . the City Commission and City Manager. Attorney Harold Wilson asked if he might make a statement. He referred to the continuous disagreements between the Civil Service Board, the City Commission and City Manager over a period of many years and felt that the differences could be 'solved only by obtaining a court decision. In ariswer to Mr. Butcher.s question as to whether or not the City had completed its investigation of the Civil Service irregularities, Mr. Wilson seated that he thought it was now up to the Civil Service Board as to how far it wanted to go into the matter. He felt the matters would solve themselves if the groups could determine by going to courtt the scope of authority of each party. Chairman asked Attorney Wilson if it was necessary for the Civil Service Board to stop the Advisory Board investigation before going Co court. Mr. Wilson suggested cal~ng a halt to the investigation and going into court in a dignified manner. Mr. Dalby explained that he had sought a postponement of the scheduled hearing of the Advisory Board for that morning until afcer the regular meeting of the . Civil Service Board in the evening. . Civil Service Board continuo cooperating with' the Advisory C01llt1ittce innofar all any matter is brought up for consideration by members of the Advisory Board, but that no subject of investigation or inquiry shall be initiated on bahalf of the Civil Service Board. Carried unanimously. \' , I Mrs. Bissell withdrew her motion that t'.he Civil Service Board instruct Atturney Uarold Wilson to take this matter into court. Motion then made by Mrs, Bissell. seconded by Mr. Wallace, that the Civil Service Board request Attorney Harold Wilson to take this matter under advisement and report bacte; to the Board 'at its next meetins. June 20, 1961. as to the best way to proceed in taking the matter to court. Carried unanimously. . \ , Reported on certifications. appointments, suspensions. Reported sixteen days additional sick leave granted by City Commission to MinIma Cable, Police Department. Reported on examination for Jailer. held May 11, 1961. Twelve of fourteen applicants passed and were certified to appointing authority. Four appointments to be made. It was also mentioned that three Police applicants are being processed. Mrs. Bissell, seconded by Mr. Butcher, moved that resignation of Herbert Riesdorph, Police Patrolman, be accepted with regret and letter to chat effect be sent to Mr. Riesdorph. MOtion carried. Mrs~ Bissell, seconded by Mr. Butcher also moved that resignation of Walter Chambliss, Parks Department employee, be accepted with regret and letter to that effect be mailed to employee. Carried. Director reported on application of John Turnbull as Softball Umpire. Board members agreed tbat no action be taken on Mr. Turnbull's request for employment. Reported on application of Charlie Green. Life Guard, Colored Recreation Division. Due to police record of applicant, Mrs. Bissell moved, seconded by Mr. Wallace, that the City of Clearwater refrain from ever hiring him in any capacity. Motion carried. Read letter from Helen Marwood, former Engineering Department employee, requesting her name be placed on re-instatement list. Mr. Butcher suggested that the Director advise Mrs. Marwood the proper procedure to follow in'requesting withdrawal of her resignation. Mr. Wallace suggested that Mrs. Marwood furnish doctor's certificate substantiating her statement o~ being able to return to work. ..... . Discussed relatives working for the City. It was pointed out trult the applicant's father is employed by the City. Mrs. Bissell, seconded by Mr. Wallace. moved that the Civil Serv.ice Board advise the supervisor of the Red Cross Swim program (in cooperation with the City Recreation Department), that it would be against .\ Civil Service rule (quote rule) to employ the applicant in question. Motion carried. Director reported no reply from Mr. J. D. Nelson, Gas Superintendent. re change of duties for I. M. Tubbs, Distribution Serviceman. Members suggested that letter and copy of previous letter be sent Mr. Nelson and request an answer. I' .j J ! Mr. Butcher, seconded by Mr. Wallace, moved that this matter be referred to the City Commission for study, advising them of'the present boundaries and request tho Commiasion make its recommenda~iono and send, to the Civil Service Board. Motion carried. Subject of fingerprinting employees discussed. Mr. Wallace, seconded by 'Mrs. Bissell, moved that a recommendation be made by the Civil Service Board that the City.Manager issue a directive that all City employees not already finger- printed be instructed to da so as Boon as possible for files.
