Proceedings of the Civil Service Board meeting held Tuesday evening, April 18, 1961.
The Clearwater Civil Service Board met in regular session Tuesday evening,
April 18, 1961, at 7:30 p.m., Civil Service office.
Members present: George H. Dalby, Chairman; Mary Fay Bissell, R. B. Mauney
and Harold Wallace. George W. Butcher absent due to illness.
Guestst John Landers, Stanley Szuba, members Executive Committee, Employees'
Association; Art Beauchamp, St. Petersburg Times reporter.
Meeting called to order by Chairman Dalby.
Minutes of meeting April. 4, 1961, read. Mr. Wallace asked that motion concerning
Wayne Bolton's request for military leave of absence be amended to read more
clearly to show that it is the intent of the Board to consider this employee's
status when he returns from duty. Director read copy of letter written to
Mr. Bolton. Minutes then approved with corrections.
Members approved Director's replies to the City Manager's correspondence regarding
interpretation of certain Civil Service rules.
Read request from City Manager to establish position of Cook, City Jail.
Reported no reply received from the City Manager answering Board's correspondence
regarding clarification of Jailer, Clerk T-Switchboard operator and Maintenance
Tradesworker-Custodian classifications.
Read letter from Mrs. Mialma. Cable, Police Department,requesting 16 days
additional sick leave. Also read doctor's statement. Mrs. Bissell, seconded by
-? Mr. Wallace, moved that the Civil Service Board grant Mrs. Cable the additional
1 16 days sick leave and that the Board recommend that the City Commission grant
approval of the request.

Reported eligible list for Fire Lieutenant submitted to the City Manager and
Fire Chief Dobson, following examination April 11, 1961. Seven of nine reporting
passed.
Read letter from W. H. Henderson, Parks Department employee, requesting 60 days
additional sick leave in lieu of 40k days previously granted, which Mr. Henderson
stated he had not used. Mrs. Bissell, seconded by Mr. Wallace, moved that letter
be written to the City Manager to determine whether or not Mr. Henderson had
used the additional sick leave granted him in 1960. If so, members were in favor
of granting an additional 19k days, otherwise the 60 days requested. Motion carried.
Reported no reply received from Mr. J. D. Nelson, Gas Superintendent,concerning
change of duties for Mr. 1. M. Tubbs, Distribution Serviceman Z.
Reported on resignations..
Reported on employment requests.
Discussed advisability of having photo--copy machine in the Civil Service office.
Mrq. Bissell, seconded by Mr. Mauney, moved that requisition be sent through for
purchase of such a machine and paid for with funds in our present budget. Motion
carried.

Director mentioned that eligible list for Library Assistant I had been submitted
to the Library Director February 1, 1961, and no appointment made. Also stated
that applicants for Library Page position had been referred but no selection made
by the Library Director. Mr. Dalby suggested that the Civil Service Director
remind the City Manager of this situation.
Reported eligible list of three police patrolmen to fill the three existing
vacancies submitted Chief Booth March 30, 1961 and no appointment made. Read
letter from one of the applicants inquiring what action had been taken regarding
his appointment since he had been certified for over one month.
Mrs. Bissell stated that Mayor Weatherly had informed her that he thought the
Civil Service Board should fill all vacancies and that he had instructed the City
Manager to furnish the Director with an up-to-date organizational chart.
Mr. Dalby stated that he would like to see the City Manager and Mayor the following
day and explain some facts about the Police Department. Mrs. Bissell expressed
her wish to go along and this was agreed.
Mead letters from Police Chief Booth concerning hiring of special officers and
patrolmen working out of classification. It was pointed out that Chief Booth
quoted from the Police Rules rather than Civil Service law. Mrs. Bissell, seconded
by Mr. Wallace, moved that letter be sent to Chief Booth, with copy to the City
Manager, calling attention to the fact that the Civil Service law supersedes the
Police Rules (quote from law) and that he is violating the rule concerning
temporary assignments since no permission for change of patrolman's duties has
been granted by the Board. Members felt the law should be complied with and that
the Board should be notified when a change in the status of any man in a depart-
went is wade. Motion carried. Members also agreed that the Board should be
furnished a list of special officers hired by the City.
Read copy of second letter from the Attorney General co City Attorney Herbert
Brown requesting certain information so that the Attorney General could reply to
the Civil Service Board's inquiry. Mr. Dalby and Mrs, Bissell stated they would
discuss this with the City Commissioners and Appointing Authority the following day.
Reported that copy of revised Civil Service rules had been furnished the City
Manager and City Commissioners for study.
Chairman asked visitors for their comments or questions. Mr. Art Beauchamp,
St. Petersburg Times reporter inquired if the City has a Right-of-Way Agent. ?--°
Mr. Dalby stated that the present Right-of-Way Agent works on contract out of the
City Attorney's office. Board has not been notified such person on payroll of City.
Mr. John Londers, Fire Lieutenant, inquired about procedure followed by the Civil
Service Board in submitting eligible list following promotional examinations.
Director pointed out that selection of personnel is made following certification,
by the Fire Chief. Suggested that questions concerning procedures within the
Fire Department be directed to the Chief by the employees, with copy of letter to
the Civil Service Board. In response to Mr. Londer's request, the Director said
that she would send a copy of job classifications and Fire Department rules to
Chief Dobson.
