Proceedings of the Civil Service Board meeting held Tucsday evening, April 4, 1961.

at 7:~O p.m. in the Civil Service office.
Members Present: George H. Dalby, Cha.irIMn; Mary Fay Bissell, George Butcher,
R. B. Mauney and Harold Wallace.
Guests: Jeanne Ga.tes, Herbert McLendon, James Shaffer. Russell Riendeau, members
Executive Committee, Employeest Association, and Al Beauchamp, St. Petersburg
Times reporter.
Meeting called to order by Chairman Dalby.
Minutes of March 7, 1961 meeting read and approved.
Letter read from Police Chief Booth explaining his rejection of Clerk I applicants.
Board members discussed this and also failure of Chief Booth to answer recent
correspondence sent him from the Civil Service Board. Mr. Wallace, seconded by
Mrs. Bissell moved that a strong letter be written to the City Commissioners, copy
to the City Manager, regarding Police Chief's neglect in answering the Board's
correspondence. Carried.

Employment request from Chief Booth presented for three additional patrOlmen to
fill three existing vacancies. Reported request had been filled.

Director brought to attention of the Board communication from A. D. Finch regarding
retirement procedure for James C. Mason, Fire Department. No action by Board
,necessary.

Discussed question if military leave should be granted Wayne Bolton, Engineering
Aide I. The Chairman felt this matter should be Bet aside until employee returns
from military duty. Mr. Butcher, seconded by Mr. Wallace, moved that this employee1s
permanent file show that he enlisted in the Armed Forces, rather than having been
drafted as referred to in the Civil Service law and that he is off the City pay roll.

Brief discussion, Pay Plan Rules - Resolution 61-23.

Reported copy of revised Civil Service rules ready for delivery to Mr. Stewart.
Members agreed that the index should be included when 'presented to the City Manager
Read request to establish new positions within the Police Department. Board members
felt that classification of Maintenance Tradosworker I-Custodian was incorrect, that
two separate positions were combined. Director requested to write to the City L,w
Manager for clarification.
Director also requested to'writc the City Manager 'for clarification of Clerk I~
Switchboard Operator position and duties involved.

Members discussed qualifications necessary for position of jailer. It was felt that
the Director should send copy of standard classification of jailer to the City
Manager and point out that the Board feels this classification preferable to one
submitted and that 12th grade or equivalent education should be required.
Chairman requested visitors to make any comments at this time. Mr. Beauchamp,
St. Petersburg Times reporter, asked for information concerning the Board's letter
to Attorney 'General Richard Ervin. Members reported that no reply had been received
and Mr. Dalby and Hr. Butcher expressed opinion that this matter should not be made
public until the Attorney General replies to Board's letter.
Mrs. Bissell requested that the Board members

There being no further business to come before the Board at this time, motion made
and seconded at 8;35 p.m. to adjourn until next meeting night, April 18, 1961.
