The Clcarwater Civil Service Board met in regular session, Tuesday, March 7 I 1961, at 7:30 p.m., in the Civil Service office. Members prescnt: George Dalby, Chairman; Mrs. Mary Fay Dissell, George II. Dutcher, R. n. Mauney and lIaro ld Wa llace. Guests: Leroy Wolfe. Uerbert McLendon. James Shaffer. Reporters: St. Petersburg Times, 'Hr. Beauchamp; Al Hutchinson, T~mpQ Tribune. Minutes of February 7, 1961, meeting read and approved. Letter read from City Gas Inspector regarding Gas Code. Emphasized requirement of )'" ...-.-' Gas Fitter's certificate for Utilities Servicemen applicants. Read request from Billy Abner, Electrical Department employee, for thirty days additional sick leave. Director read waiver signed by Mr. Abner at time of original employment releasing the city from any claims in connection with recurrence of his ailment, that of ulcers. Read City Attorney's opinion that Mr. Abner was not entitled to a.dditional sick leave as ma.tter of right. Members in accord with Attorney's opinion and Mr. Butcher, seconded by ~Ir. Wallace, moved that Mr. Abner's request for additional sick leave be denied, since the employee had originally signed the waiver. Carried. Reported twenty additional days sick leave granted Edwin Lenz, Firefighter, and thirty additional days granted to Lt. James Mason, Fire Department. Discussed a report received that a Patrolman was working out of classification in the Detective Division of the Police Department without proper notification to the ~ Civil Service Board and without being qualified by examination. Board members agreed that a letter should be written to Chief Booth, copy to City Manager, asking for explanation of the transfer and suggesting proper procedure be followed. Reported Special Patrolmen arc on duty without proper notification to the Civil Scrvice~ Board. Mr. Mauney pointed out that temporary employees should meet requirements outlined for regular officers. ~(r. Dalby and Mrs. Dissell suggested that letter be ,sent Chief Booth requesting that he furnish the Board with copy of City Attorney's opinion concerning the hiring of Special Officers. Members felt the City Attorney . could not overrule the Civil Service Board. Mr. Dalby suggested that, letter be sent Chief Booth, copy to City Manager, requesting that he send through proper papers for these Special Officers if they arc performing Patrolmen's duties. Board members agreed copy of this report should be Bent the newspapers and Mrs. Bissell, seconded by Mr. Butcher, moved that copy of the report be sent to the City Commissioners. City ~wnager and Police Chief. Reported on certifications, appointments and resignations~ Reported promotional examination for Engineering Aide II. Drafting and Field Work, scheduled for ~~rch 14, 1961. Brief discussion concerning refusal of certain department heads to hire ,\qualified applicants referred. Lotter read from City Engineer re selection of Mr. J. E. Anderson to take care of Engineering 'tnatters. Mr. 1'. J. Murphy to take care of administrative mnt ters during his absence while in the hosp ital. Copies of correspondence to and from City Manoger and Library Director re salary increase for certain employee, No action. Reported written opinion requested from Attorney Lloyd Phillips not received. Mr. ~muney moved that services of Civil Service attorney be dispensed with. No second. Mr. l~al1ace and lolr. Dalby felt Attorney Phillips should be allowed more time in which to contact the Board. Visitors excused from meeting at this time. . Director read letter of thanks from Hr. and Mrs. Mauney for flowers sent Mrs. Mauney while in hospital. Director read copy of proposed letter addressed to Attorney General for his opinion as to scope of Civil Service Board's authority under the Civil Service law. Following discussion, Mr, Butcher. seconded by Mr. '~allace, moved that copy of this 1etter:be'submitted to Attorney Lloyd Phillips for his opinion prior to its being Bent the Attorney General. If Mr. Phillips agreed, this letter is to be written requesting his answer to the Board. Bra. Bissell, Mr. Dutcher and Mr. Wallace voted 11 yes" , Mr. Mauney dissented. Motion carried. Chairman suggested that meeting March 21, be a dinner meeting. He suggested that revised Civil Service rules be studied in the meantime and meeting be devoted to discussion of the rules. Members agreed meeting be held at 6:30 p.m., March 21st, '. Jack Tar Harrison Hotel. .
