The Clearwater Civil Service Board met in regular sesdon l'ucoday I }o'cbruary 7 I 1961,
at 7:30 p.m., in the Civil Service office.
Members present: Cha1rtTUln~ Georgo Dalby; Mary 8i88ell. George nutcher, R. n. Mauney
and Harold Wallace.
Guests: 'r. J. Murphy, Leroy Wolfe, Herbert McLendon, Fire Chief R. C. Dobaon,
Paul Kane and Martin Dykeman, St. Petersburg 'rimes reporter.
Chairman opened 1nceting and called for reading of minutes, January 17, 1961.
meeting. Read nnd approved.
Chairman suggested certain Itcmn on agenda be deferred until visitors had been
excused.
Read copy of letter from Police Chief Booth to Patrolman David w. Miller advising
him denial of salary increase when due. No action by Board required. ~-
Reported on cxwminations held and interviews arranged for applicants for positions
of Parkette and Clerk I, Police Department.
Letter read from Mr. Stewart. City Manager, to Civil Service Board stating approval
by City Commission, 30 additional days sick leave for James Mason, Lieutenant,
Fire Department. Also read second request from Lt. Mason for an additional 30 ~ys
extension. a total of 60 days. Read doctor's statement. Fire Chief R. C. Dobson
reported on.question of Lt. Mason returning to duty. Suggested Board review the
situation prior to taking action.
Presented request from Edwin Lenz, Firefighter. for 20 additional days 8i~k leave.
Mr. Mauney, seconded by Mrs. Bissell, moved that James Mason be granted additional
30 days sick leave, a total of 60 days, and Edwin Lenz an additional 20 days.
Motion carried.
Motion made by Mrs. Bissell, seconded by Mr.. Wallace, that withdrawal of resig-
nation by Mrs. Dorothy McFadyen, Clerk I, Utilities Department, and a request for
transfer, be accepted. Carried.
Letter read'fromMrs. Janet Vo1lertson, Communications Clerk, Utilities Depart-
. ment, on leave of absence, be allowed to return to her position. February 27, 1961.
Mr. Wallace, seconded by Mrs. Bissell moved that permission be granted. Motion
carried.
Reported approval by City Commission 15 additional, days sick leave for C. C. Marston,
Bridge Tender, a total of 60 days.
Reported on eXamination for Recreation Superintendent held January 26, 1961. Oral
interviews by Recreation Board scheduled for February 8. Eligible list of five
names. submitted.
Upon request, eligible list for Library Assistant I submitted to Library Director.
Reported request received for Library Page - 85 cents per hour.
Reported Leroy Fountain, Street Sweeper Operator, Public Works Department,
, returned from military service. Question arose whether or not employee should
receive step increases due while in service. Paul Kane, Public Works Superin-
tendent, present to state his views. Following discussion, Mr. Wallace, 'seconded
by Mrs. Bissell, moved that increases be granted. Motion carried.

Reported resignations. Mrs. Bissell. seconded by Mr. Butcher moved that resig-
nation of Helen Marwood, Engineering Departmentt be accepted with regret. Carried.
Mrs. Bbseil, seconded by Mr. Butcher, moved co accept resignation of Charles Hood,
Parks Department. Carried.
Director reported re Rodent Control worker. City Manager attempting to determine.
department under which employee is s\\pervised.
Director pointed out need for return of vacation records from the City Manager's
office. }lfr. Dalby suggested letter be written to the City Manager requesting
vacation cards be returned to the Civil Service office, in order that Director
may approve personnel action sheets for employees' vacations.

Visitors excused at this time.
Mrs. Bissell reported on subject of hiring parolees, presented at Employees'
Association meeting. Department heads and employees in favor of hiring parolees.
Letter read from Mr. Townsend, Job Placement officer at Avon Park Correctional
Institute, thanking Board members for their interest. Mr. Wallace reported Tampa
tree Burgeon going to Avon Park to interview and possibly hire parolee providing
qualifications were satisfactory. Mrs. Bissell, seconded by Mr. Butcher, moved
parolees eligible for eD~loyment with City of Clearwater and decision left to
discretion of the Director, giving local applicants preference. Motion carried.

Mr. Butcher and Mr. Wallace reported on visit to the City Manager. Reported
asking the City Manager about delay in payment due Mr. Presti for vacation.
Board felt City Manager should pay Mr. Presti according to Board's recommendation.
Subject of correct pay rate for Mr. Laird, Library janitor~ also discussed.
Mr. Butcher) seconded by Mr. Wallace, moved that the Board concur that $1.3875
is the correct hourly rate for Mr. Laird. Motion carried. Director requested
to write the City Manager stating that the BOBrd is in favor of paying $1.3875
an hour.
Reported discussion regarding City employees illegally in jobs. Board members
again stated their views of the situation and after suggestions by members,
Mrs~ Bissell, seconded by Mr. Mauney, moved that the Civil Service Board hire, an
a~torney to get his opinion on several matters, one in particular, the resolution,
and attorney meet with the Board members prior to any meeting with the City
Commission. Members Mary Bissell~ George Butcher and R. B. ~muney voted in favor.
Harold Wallace and George Dalby dissented. Members discussed an attorney.
Agreed that Mr. Lloyd Phillips be retained and render an opinion to the' Board.
Director requested to contact Mr. Phillips.
Discussed reply to Board letter from Mr. 'Eddie Hoore, Recreation Director,
concerning two members of one family working in same department. Members felt
no action necessary since one member of the family resigned.
Director reported Mr. Wolle, City Planner, wished to employee a City employee of
the Fire Department for part-time worR.~!embers agreed employee should not hold
two jobs with the' City.
There being no further business to come before the Board at this time, motion
. made and passed to ,"adjourn meeting at 10: 15 p.m.
