Proceedings of the Clearwater Civil Service Board meeting Tuesday, January 17, 1961.
The Clearwater Civil Service Board met in regular session at 7:30 p.m,, Tuesday,
January 17, 1961, in the Civil Service office.
Members present: George H. Dalby, Acting Chairman; Mary Pay Bissell, George H.
Butcher, R. B. Mauney and Harold Wallace.
Guests: Herbert McLendon, James Shaffer, Fussell Riendeau and Aubrey Ort,
employees.
Meeting called to order by Acting Chairman.
Chairman called for reading of minutes, meeting held January 3, 1961. Read
and approved.
Appointment of Chairman for 1961 deferred until later in evening.
Following discussion of hiring parolees, Board agreed to send letter to
l Mr. Tocinsend, Job Placement Officer, Avon Park Correctional Institute, advising him
that the Board wishes to investigate this matter further before making a decision
regarding employment of parolees and mention that Mr. Wallace, Board member, will
contact him concerning his conversation with tree surgeons in private industry
interested in hiring parolees. It was agreed that Mrs. Bissell and Mr. Wallace
both attend the Employees' Association meeting and present this subject before the
employees and obtain the reaction of employees present.
Mrs. Bissell reported that personnel action sheets authorizing payment approved
by the Board for Mr. Presti's vacation had not reached the pay roll clerk at this
date. Chairman Dalby felt certain payment would be forthcoming next pay period.
No action recommended.

Director instructed to write Mr. Stewart, City Manager, restating the Board's
recommendation that $1.40 an hour rate for H. Kendall Laird, janitor, Library,
be paid.
Members discussed need for.written explanation in connection with pay step increase
requiring an employee to remain two years in step. Mr. Dalby requested the Director
write a draft prior to the next meeting, February 7. Mr. Wallace suggested that
copy of the draft be mailed members in advance of meeting.
Letter read from Lt. James Mason, Fire Department, requesting thirty additional
days sick leave. Letter from Dr. Vernon Hagan, substantiating Lt. Mason's request
read. Reported Chief Dobson would like to meet with the Board at its next meeting
and explain the situation regarding Lt. Mason. Mr. Wallace moved, seconded by
.Mrs. Bissell that the Board recommend to the City Commission that it approve the
additional sick leave. Motion carried.
Director read letter from the City Manager requesting abolishment of the position
of Recreation Supervisor, Range 11, $126.00 bi-weekly, and request that an
additional position, Recreation Supervisor II, Range 16, be established for the
Colored Recreation Division. Motion made by Mrs. Bissell, seconded by Mr. Butcher,
to comply with the request and abolish the position Range 11. Motion carried. .
Motion made by Mrs. Bissell, seconded by Mr. Mauney, to grant the request to
establish the additional Recreation Supervisor II, Range 16, position. Motion
carried.
