Tho Clearwater Civil Service Board mot in regular sossion, Tuesday, January 3. 1961, 7:30 p.m., in the Civil Service office. Members prescntt George Dalby, acting chairman; Mary Fay Bissell, George Butchor and Harold Wallace. R. B. Mauney was absent due to illness. Welcomed by Board members, newly appointed member, George W. Butcher. Guests: J. L. Townsend, Eddie Moore. Louis Presti. U. K. Laird) Jeanne G~teB. Herbert McLendon, James Shaffer and Miller Davis) St. Petersburg Times reporter., Meeting called to order by Acting Chairman. Mr. J. L. Townacnd) Job P.Bcemcnt Officer, Correctional Institution, Avon Park, Florida, presented matter of placing parolees with the City. Following discussion by Board members. Mr. Dalby moved that the Board take matter under advisement and report at the next meeting. Seconded by Mrs. Bissell. Motion carried. Reading of minutes of meeting, DecemheT 6, 1960. ApPToved as read. Louis Presti, former Recreation Superintendent, and Eddie Moore, Parks and Recreation Director, present at the request of the Board, to review records concerning vacation time due Mr. Presti at the time of his resignation. Mr. Presti stated that he should have made it clear in his resignation that the payment he is seeking is actually for two week~ compensatory time and two weeks vacation time. Following review of personnel records and correspondence, and discussIon by Board members, Mr. Butcher moved that the Civil Service Board grant Mr. Presti'a request for four weeks compensation and pay it with the Boardts compliments and regrets that Mt. Presti is leaving. Seconded by Mrs. Bissell. Motion carried. H., Kendall Laird, janitor at Public Library, was present to request help in , securing the salary step increase due him. Director pointed out Mr. Laird stated that he had taken this matter up with his department head, Miss Byers) who informed " him tl\4t she bad talked with the City }~nager and Mr. Weimer, without satisfaction. ,After consideration by the Board) Mr. Wallace made motion that Mr. Laird be placed in Step 5, with retroactive pay from July 1, 1959, to be paid in a lump sum. The Director was instructed to write letter to his department head, Miss Byers, 'requesting that she take proper action immediately to settle this matter and put through proper papers concerning hours and pay recommended by the Board. .', Letter from City Manager read concerning part-time help for the Library. The Director pointed out that proper procedure had not been followed in this matter. The Library Director should send an employment request through the regular channels. Members agreed it is not in order for any department head to request a certain person. Mr. Dalby suggested that the Director reply to Mr. Stewart's letter>> ad- vising him that proper procedure should be followed by Miss Byers in requesting help. Communication read from the City Engineer, requesting extension of sick leave for C. C. Marston, Bridge Attendant. Mrs. Bissell moved that the Civil Service Board recommend to the City Commission that 45 additional days sick leave for Mr. ~~rston, be' approved. Seconded by Mr. Butcher.
