Reading of minutes of meeting. November 22. 1960. Approved as read.
Mr. Edmun Croft reported on his attendance at City Commission meeting. Repeated
statement he made previously at Civil Service Board meeting that the City Manager
told him that regardless of what the Civil Service Board said or did. the City
Commission is going to run things as in the past. Mr. Croft informed the City
Commission that he had visited the Civil Service Board who advised him that the
License Inspector's position is open. He then asked that the Commissioners tell
him if the position is open, that he didn't think it right such a large group
shouln take an examination, and following, no appointment made. He received no
answer from the City Commissioners. However, Commissioner Amos Smith asked if
soro~thing could be don2 about it and Mayor Finch replied that he assumed Mr. Croft
would let them take it under consideration. Mr. Croft said that he would.
FOllowing, Board members discussed License Inspector's position. Director read
letter from Mr. Stewart, City Manager. with attached copy of classification and job
description for License Inspector, and showed the request received from Mr. Stewart,
to fill the License Inspector's position. Previous conversation about salary change
brought out. Read from minutes of Board meeting. February 2, 1960, concerning
establishment of Safety Supervisor's position and filling License Inspector's
position.
Mr. Wallace, new member, inquired if the position of Safety Supervisor was ever
established. Mr. Dalby said that the City Manager stated when the Pay Plan was
accepted. all persons were placed in the jobs they held at the time. Director
pointed out, at the February 2, 1960 meeting. at the request of the City Manager,
the position of Safety Supervisor was established. by the Board.
Mrs. nfssell. stated "Mr. Thompson has never taken an examination for the position
of License Inspector or Safety Supervisor." Mr. Mauney brought forth copy of
'Resolution 59-94 and quoted from page 5 concerning salaries. Mrs. Bissell asked
Mr. Dalby and Mr. Mauney if they believed, when they signed the resolution. that
it accepted the people in the jobs. Mr. Mauney said that in his opinion the Civil
Service law superseded any rules made or resolutions signed by the Civil Service
Board, and, that the 'employees have been put in these jobs without the approval of
the Civil Service Board. He further stated that if the City Commission continues
as presently, Civil Service will have no effect unless the Board starts enforcing
'the law. He also stated that he could aee no purpose of a Civil Service Board if
rules made are not going to be followed. Mr. Mauney stated that if the two employees
in question do not have to take an examination. then no one should be obliged to
take one. He said that he had been to see an attorney and was advised that the
only way the Board is going to get action from the City Manager is to have the
Director make a list of the wrongdoings and cake the matter to Court. Mr. Mauney
offered to contribute funds for this. He questioned whac good is the Board doing.
Mr. William Houston. guest, asked why the License Inspector's position.~s not
'been filled and questioned what the Board is doing about it. Board members said
that they have no authority to, make the City Manager appoint a License Inspector.

Mr. Bollen. guost. stated that the applicants certified by the Board are better
qualified for the job than Mr. Thompson and that he thought the citizens cou ld
demand tho City Manager make an appointment.
Mrs. Bis901l's report read concerning events leading to suspension of Refuse
Division employee. Following discussion) Board members agreed that the time allowed
for an employee to appeal had elapsed, and there was no reason to pursue the
matter. Mr. Wallace moved, seconded by Mrs. Bisaell that the yeport be accepted.
Motion carried.
Director read City Manager's reply to the Board's inquiry concerning pay increases
for two employees. Mr. Dalby called for observations. Mr. Bollen made a point of
order. He said that he thought the Board had only one thing to do and that is to
follow the Clvil Service law and no one should be put in a position without an
examination.
Mr. Wallace asked whether or not the resolution is being followed in the case of
all employees. The Director replied lithe pay plan is followed. II She didn't say
that the resolution is being followed but that the pay plan is being followed.
Mrs. Blssel1 made a motion that the Board re-affirm its position as stated in the
minutes of the November I, meeting and in the letter to the City Managert dated
November 3. Seconded by Mr. Wallace. Carried unanimously. Director instructed
to write such a letter to the' City Manager. to be signed by Mr. Dalby. Acting
Chairman.
Mr. Paul Kane. Public Works Superintendent. present to discuss matter of employees
remaining in pay step for two years. Stated there is no rule under the pay plan
to this effect. He said that he would like to have Board prepare an amendment to
present the City Manager. who had informed him that there is no rule covering the
two years in step. Board members pointed out that an explanation for this has
been sought repeatedly and no reply had been received from the City Manager's
office. Mr. Bollen questioned why Mr. Weimer. Assistant Purchasing Agent, had
been contacted in this re&ard. It was explained Pay Plan rules were written in
.the City Manager's office by Mr. Weimer at the time the 1959 Pay Plan was worked out.
Mr. Wallace asked the number of employees in this category of remaining two years
in a step and was told there is one in Mr. Kane's department and others in various
departments. He said that he would like to get all questions on this subject
cleared up. Mr. Houston remarked that he thought no one employee should be singled
out but all should be taken care of at the same timn. Mr. Kane replied that his
reason for coming before the Board was that he got the impression from the City
Manager that other employees of the City are in the same position regarding step
increases. Director pointed out that the Board does not write amendments) it
approves them or disapproves them. Mr. Wallace moved that all questions of pay
step increases be taken care of at one time and then withdrew his motion.
Mrs. Bissell then moved th8;t the Board again present the original motion made at
a previous meeting in order to clarify the question of pay step increases.
Director read requests from C. C. Marston, Bridge Operator and Helen Marwood.
Engineering Department employee) for additional sick leave. Mr. Wallace made
motion that the Civil Service Board recommend to the Commission granting fifteen
additional days sick leave for Mr. Marston. Seconded by Mrs. Bissell. Motion
carried. Board members agreed to table matter of Helen Marwood's request until
next meeting in order to investigate her personnel records. Director explained
to the Board that it was not possible to know offhand, the amount of sick leave an
employee has, since the records and personnel action sheets for sick leave are
being h~ld in Mr. Stewartls office. After the entry is made on the employee's
card, the personnel action sheets are not returned to the Civil Service office
for th~ individual's file. We haven't the records and cannot figure the sick
time due Mrs. Marwood.

Letter read from Mr. Stewart, City Manager) approvtng part-time help for the
Recreation Department. Board approved otudcnt help at last meoting.
Director reported that no employment:. request for a truck driver had been reccivl!d
from Mr. Fred Taylor, to fill a vacancy in the no fuse Divlsion. Mro. Bissell
moved, seconded by Mr. Wal1aco, that u letter be written to Mr. Kilgore, Refuse
Superintendent, aalting that proper procedure be followed requestinc help to
fU 1 vacancies.

Acting on request from"Fire Chief Dobson for rulinu as to the total number of
years Robert E. Long, firefighter, has been employed by the City, motion made by
Mrs. Bissell. that the employment date be considered in connection with longevity
pay, from the date of his re-employment, January 16, 1955. Seconded by Mr. Mauney.
Motion carried. Gratting of longevity pay to thosc employees with broken service
not in accordance with rules, since rule calla for lIauccessive" service.
Mr. Wallace, at this time, stated that if the Civil Service Board gets back to
following the Civil Service law. others might do likewise. Board members concurred.
Reported on dismissals.
Reported on resignations. Mr. Wallace moved that the Board accept with regret
resignations of Pauline Marshall, temporary secretary, City Attorney's office,
Monroe Jones, Recreation Department, and Mary Sayer, secretary, Engineering
Department. Seconded by Mrs. Bissell. Motion carried. Members discussed resig-
nation of Mr. Lou Presti>> Recreation Superintendent and his request for vacation
timn for 1959 and 1960. Director reported that the City Manage:r; had told her in
a telephone conversation that he was not in favor of granting Mr. Presti's request.
Mrs. Bissell said that she would like to investigate Mr. Presti's records. Board
asked Director how much time Mr'. Presti had due him.
On vacation leave for Mr. Presti, Director explained, the card files. formerly kept
in the Civil Service office) listing sick and vacation leave, are in Mr. Stewart's
office and she couldn't say offhand the exact time due. (The same card is used for
both sick leave and vacation). It would be necessary to go through'Mr. Presti's
personal file and pick out all personnel action sheets covering vacations from the
time of his original appointment. This couldn't be done during the meeting. The
record furnished by Mr. Stewart over the 'phone agreed with the Civil Service file
as follows: 1956 - 1 week; 1957 - 2 weeks; 1958 - 2 weeks; 1959 - 1 week;
1960 - 1 week. Record read to the members of the Board. Card file in question
covers annual vacation. sick leave w/pay and wlo pay; time off w/pay and wlo pay;
accumulated, earned and used time, and amount due.
Board'members stated that all personnel records should be returned to the Civil
Service office. Director instructed to write City Manager requesting that
Mr. Presti's record be sent to the Civil Service Board when sending his resignation
form>> prior to next Board meeting.
Reported on appointments.
Reported no appointment made to fill vacancy of Communications Clerk I, Utilities
Department. Board members agreed that the department head>> Mr. Taylor, should
make a selection from certified list. Director was instructed tl~t no application
forms are to be sent out of Civil Service office.
Members discussed rejection of police applicants by Police chief. Mr. Mauney
requested the Director write Chief Booth asking his reason for rejection of
R. ll. Thompson.
