I The Civil Service Board met in regular session Tuesday evening. November 22. 1960. at 7:30 p.m., in the Civil Service office, Clearwater. Members present: George Dalby, acting clairman; Mary Fay Biou011, R. B. Mauney and Harold Wallace. Gueots: Mr. J. Edmun Croft; Miller Davis, St. Petersburg Times reporter. Meeting called to order by acting chairmans George Dalby. Mr. Harold Wallace, newly elected member, welcomed by noard members. 'I Minutes read of meeting held November 1, 1960. Mr. Dalby brought up subject of dismissed employees. He felt that the Board 1s 1n error asking for explanations and wanted this point on record. Following brief discussion, minuteo then approved as read. Subject of mailinn resignation forms to employees who abandon jobs without notice, discussed. Board members agreed that department heads should be instructed to discontinue this practice. Director read copy of directive sent by City Manager to the department heads concerning automatic increases. It was the consensus of the Board that employees should either be diocharged as unsatisfactory during the probationary period, or if kept on, given the automatic increases when due. At this point, Mr. J. Edmun Croft, certified applicant for License Inspector's position, given the opportunity to describe to the Board the results of his interview with the City Manager and two City Commissioners, regarding the position of License lnspector. Mr. Stewart. City Manager; Mr. Watkins and Mr. Weatherly, Commisoioners, informed Mr. Croft that the job of License Inspector is not open and that Mr. Stewart requested tbe Civil Service Board not to advertise the job. According to records, withdrawal request was not made until after position had been advertised publicly. Mr. 'Watkins and Mr. Weatherly both said that the job is not opens that the Civil Service Board should not have advertised it and that the salary is $126.00 rather than $138.00. They felt Mr. James Thompson had been doing work of both Safety Supervisor and License Inspector, and there was no reason for the matter to be pursued. Mr. Croft said that he would take up the matter at the next City Commission meeting as he wanted the situation brought before the public. Director reported no reply to Board's letter sent the City Manager concerning salary increases for two employees. Mr. Mauney and Mrs. Bissell felt that the Board should hire an attorney in an effort to settle this matter. Mr. Dalby did not agree. He thought the question ,could be decided only by going to court. Mr. Mauney concurred. Mr. Dalby requested the Director write the City Manager and ask that he reply to Board's letter prior to the next meeting, December 6. Letter read from Mr. Stewarts City Manager, concerning request of John Wynn, Refuse Collector, for fifteen additional days sick leave. Mrs. Bissell moved, seconded by Mr. Wallace, that additional sick leave be granted. Motion carried. Communication read from Fire Chief R. C. Dobson, attached letter from Robert Longs firefighter, in connection with 51. longevity pay. Board members felt that a precedent had been set by granting longevity pay to others with broken service. Director instructed to refer Chief Dobson's letter. back to him and request that he send his letter through the proper channels via City Manager. .: .~~<,,'; ,.. t:'i.::.' . Parks & Rccreation Director, regarding a part-time Assistant for his office. Board members agreed that approval by the City Manager in writing should be obtained by Mr. Moore for the Board. Reported no reply, concerning leave of absence. Marion Clark Byrd, Refuse Department. Mrs. Bissell advised that the letter had been mailed from Mr. Kilgore's office in an effort to locate this employee. Director read letter of commendation to Hr. Moloney, Maintenance Superintendent. Members agreed that the typing of the sick leave rules should be postponed until a fifth member of the Board 1s appointed. Reported resignations. Mr. Mauney, seconded by Mrs. Bissell, moved that resignation of William Cameron, Refuse Collector, be accepted. Motion carried. Letter read from Mr. J. D. Nelson, Gas Superintendent, regarding Earl Perryman. employee in the Gas Division. Hr. Nelson advises that Mr. Perryman is no longer able to work and should be removed from pay roll. Board agreed to hold matter in abeyance until department head decides what action he is to take. Reported certifications. Board members agreed to go along with Mr. Dalby.s recommendation and approve temporary appointment of Tamerlyn Chamberlain, Serviceman II. Following discussion. the Board concurred that department heads should advise their employees procedure for applying for certification to permanent statuB at the end of their probationary period. Director instructed to furnish department heads with copy of excerpts from law pertaining to application for certification to permanent status, for posting on bulletin boards in each department and division. . 'i. ., Discussed certification of applicants for Communication Clerk I position, Utilities Department. Board members said'that the department head should choose from applicants referred to him. whose names are on eligibility list. Mr. Dalby appointed Mrs. Bissell to investigate the details of the suspension of .To~ Williams, Refuse Collector. .\ . There being no further business to come before the Board at this time, meeting adjourned until next meeting night.
