I The Civil Service Board met in regular session Tuesday evening at 7: 30 p.m., in the Civil Service office, 800 Drew Street, Clearwater. Members present: George H. Dalby, Acting Chairman, Mary Fay Bissell and R. n. Mauney. Guests: Fat Neal, Sun Reporter, Kenneth Williamson and Herbert McLendon, representing Employees' Association. Meeting called to order by Chairman who asked for a reading of the minutes of the meeting held October 4, 1960. Approved as read. Members discussed granting pay step increases to employees when due. Mr. Mauney made motion, seconded by Mrs. Bissell that the Director write the City Manager and request that he issue a directive to department heads, that if pay increases should not be granted when due, an explanation should be made to the employee in writing, sending copy to the City Manager and Civil Service Board, for the individual's file. Reported on dismissals, appointments and suspensions. , -- /:i...._-,( . . I . ,'-:-,, , ;' ,~ \. Reported dismissal J. D~ Grant, Serviceman I, with the Water Department. Board members instructed the Director write the City Manager, sending copy to Mr. Taylor, asking for information which had to do with the circumstances which led to the dismissal. Board approved granting request for one year leave of absence to Mrs. Janet Vo11ertson, Communications Clerk, Utilities Department. Director read copy of letter from City Manager to Finance Director regarding instructions given by City Commission authorizing salary increases for employees, and communication from City Manager authorizing payment of salary increases for two employees, namely, Helen Giacobetti and James Thompson. Board members agreed again as previously that these employees are in their present positions illegally, without e~minations and are not entitled to step increases. Members expressed themselves that the City Commission lacks authority to increase salaries of any 'employees without the approval of the Civil Service Board. Mr. Mauney moved that the Director write the City Manager, sending copies to the City Commissioners, advising them that unless the decisions of the Board are complied with, it will be necessary for the Board to employ an attorney to ascertain the reason why the Board's instructions are not being carried out. Director to call to their .' attention Section II J Rule I, page 16 of the rules, and Section 14 of the Civil '" Service Law. Mrs. Bissell seconded the motion and carried. Director instructed ~ to hold and take no action of the personnel action sheets authorizing pay increases I for the e~ployees in question. Letter read from Public Personnel Association commenting on results of survey of' the revised Clearwater Civil Service rules and present law. President Kenneth Williamson, Employeea Association, requested copy of new rules for review before final' 'approval is given. Board members agreed to his request but pointed out that approval must be granted by the Appointing Authority and Civil Service Board prior to final adoption. " ,., Motion made by Mrs. Bissell, seconded by Mr. }nuney, that the section of the new . rules pertaining toaection of Board members by the employees be eliminated from the revised Civll'Servlce.rulea. Director read letter from City Manager regarding status of Marion Clark Byrd, Refuse Division employee. Board members suggested that Herbert McClendon. 'employee in the same' department and present at the meeting, get in touch with Mr. Byrd advising him to request a military leave of absence while in the a~ed services in order to protect hiQ Civil Service status. ,. .J '.' : ~~: ., .) , J " " On recommendation of the Director it was agreed to send a letter of commendation to Mr. Charles MOloney, Superintendent, Maintenance Division, commending him and his personnel.~ on work performed re-Iocating the Civil Service office.
