The Civil Service Board met in regular scssion. Tuesday evening, October 4, 1960) · ~
at 8:00 p.m., in the Civil Service office, 800 Drew Street, Clearwater. "
Meeting culled to order by acting chairman, George Dalby.
Members present: George Dalby) acting chairman; ~~ry Fay llis~ell and R. B. Mauney.

Minutes of September 20 meeting read nnd approved wiLh Lhe following correction:
lIMrs. Bissell said char. Mr. Stewart explained thae he did noe make any decisions
without. approval of the City COlIDllissionl' rather than IIMrs. Bissell remarked that
Mr. Stewart explained to her tIme he referred all matters of policy to the City

Director read Mr. Coit's resignadon. Mr. I-Icluney said he had no comment except
that he did not 'understand Mr. Coit resigning co the City Commission rather than
to the Civil Service Board. Mr. Dalby felt che resignation should be accepted
with regret. Members finally agreed that the minutes merely refer to copy of
Mr~ Charlie Coit's resignation.
Director also read resignation of Mr. William Birchall. who resigned verbally at
September ~ meeting. Members signed copies of resolutions prepared for Mr. Coit .
and Mr. Birchall expressing appreciation for work while members of ehe Civil Service
Board.

Mr. Mauney requested that Director read motions from minutes of Board meetings
referred to in Mr. Birchall's resignation. These motions made a& September 20, 1959
and February 2. 1960 meetings concerned t:he approval and adop&ion of Pay Plans.
Discussion followed on effectiveness of Resolution 59-94 regarding Pay Plans.
Mrs. Bissell fele the Board needed the opinion of its own atLorney. Mr. Dalby
disagreed. No further action taken.

Mr~ Mauney inquired as to whether anyone was working as License Inspector.
Mr., Dalby suggested deferring accion in this respect uncil new Board members are
selected.
Director read request from Fire Chief R. C. Dobson for Board's approval for one
year's extension of service. Mrs. Bissell made motion, seconded by Mr. Mauney,
that t:he extension he approved. Motion passed. The Fire Chief is appointed by
the Cit:y Commission. Appointing Authority for chis employee.
Copy of,leccer read from Fire Chief R. C. Dobson to firefighter Eugene Thurnau
explaining denial of pay increase. Board members felt this employee should have
been dismissed long ago if work was unsatisfactory but: agreed that the Board could
cake no action if the department: head failed ~o recommend t:he increase.

Director read request from Janee Vollertson. Communications Clerk 1. Utilities
Department, for a one year leave of absence. ~ks. Bisscll and Mr. Dalby agreed
,the Board should &ake no action until a doctor's cereificate and City Manager's
, recommendation were received. Mr. Dalby requested Director contact the City
,Manager, and inquire as to his intended action.

to avnid any "loopholes" in letters in t.he future.
Rcquellt. from the Engineering Department: that the. Board approve the establishment of
a new position within the department, that of, Clerl< I. Approved. Director
instructed to fill this position in the usual manner.
Letter read to the ~oard from Mr. William Goza, newly appointed member to the
Library Board. Director instructed to acknO\>11edge its receipt.
Me'. Thomas Whitley, applicant for Police l)atrolman, stated his case. Mr. Whitley
,was present at the request of Board member.s. He has a 30% service connected disability
and receiveS a pension of $55.00 a month. Medical report from Dr. Hagan states under
remarks, II approved the appl icant subject to the: Board waiving the service connected
pension. It was the consensus of the Board that it had no authority to request that a '
person waive a pension. Mr. Coit moved, "that the noord go on record as of this date.
that no forfeiture of pension be required for employment with the City of Clearwater."
Seconded by !-Ir. Dalby and carried~, noard members approved 1-11'. Hhitley I s application
providing he meets all other qualifications. It was pointed out, ho~evar, that Chief
Booth would have t.he final decision in making an nppnintment.
