The Civil Service Board met in regular sesalon Tuesday evening. September 20, 1960, at 7:30 p.m., in the Civil Scrvicu oHicet 114 N. Onccola Avenue, Clearwater. Members prescnt: C. K. Coitt Jr., Clmirman; Mary Fay Ulosellt George Dalby and R. B. Mauney. I Guests: Aubrey Ort, St.anley Szuba and Herbert McLendon, repreaenting Employees' Association; Mrs. Vester and Mrs. Hart, reprcacnting Lengue of Women Voters; St. Petersburg Timen reporter. Meeting called to order by Chairman. Minutes of September ~, 1960 meeting read and approved with following corrections: "Mrs. Bissell moved that the Board should have its own attorney to give legal opinions" rather than "Mrs. Bissell expressed herself..."; Mr. Ma.uney's recommun- dation that Board send a resolution of appreciation to Mr. Birchall seconded by Mr. Dalby; Mrs. Bissell seconded Mr. Dalby's motion to establish Patrolman Rioux's anniversary date as May 16. On chis same subject of anniversary datest Mr. Coit objected to words "not commented upon." According to notes. Mr. Stewart explained that July or October dates are not anniversary dates. Mr. Coit suggested that this be added to the motion originally made by Mr. Dalby. (Amendment to Pay Plan rule 7); refer to Mr. Weimer as Assistant Purchasing Agent rathe~ than Purchasing Agent; refer to letter sent by "three Board membersll rather than "letter sent by Board" to Mr. Stewart. Mrs. Bissell questioned the authority of the City Commission to instruct City Manager~ Mr. Stewart, to give all employees anniversary salary increases when due. Mr.Coit said that he thought the Commission's action supported the Civil Service Board. Mrs. Bissell stated that she objected to the City Commission taking action on what she felt were Civil Service Board matters. She could see no reason for the Board to take action and vote on matters if the City Manager and City Commission can do whatever they want. Chairman Coit felt that the Commission was merely reiterating actions of the Board. Mrs. Bissell remarked that Mr. Stewart explained to her that he referred all matters of policy to the City Commission. ~~. i .:".:. " .... ~ ,~ "\ " Mrs. Bissell said that employees wished to discuss the Civil Service situation at their Executive Committee meeting, prior to the regular Employees' meetingt October 6, 1960. .', Mr. Mauney inquired when the employees were planning to hold an election. Board members felt that the employees need not wait until Mr. Birchall's formal resig- ,nation was received, before electing a replacement. Director reported on resignations and dismissals. Mr. Coit felt that the Board should know more about the reasons prompting resignations and dismissals. Requested the Director inquire about the sick leave balance of Richard Mosby and circumstances of his dismissal. Alao, determine whether this case was worthy of more consideration by the Board. Mr. Coit felt no action necessary on the Board's part concerning resignations and dismissals but felt he would like more information. :i. Members were in favor of Willium McCullar serving an intcruahip with the Rcc1:eation Department during the fall semester. Director read lotter from .~. Lickton, City Engineer, commending Ralph Samuel, Maintenance Tradcsworkcr II, Acting Superintendent dU1:ing Mr. Moloney's vacation. Mr. Mauney made motion, seconded by Mr. Dalby chat this 1cttar be placed in Mr. Samuel's personnel file. J Letter read from Mr. Stewart requesting establishment of position of Secretary I, City Clerk's office. Motion made by ~~s. Bissell, seconded by Mr. Dalby approving establishment of this position. Motion passed. Reported answer received from Public Personnel Association concerning review of Civil Service rules. Members agreed that copy of rules should be sent the Association as soon as work is completed. " ~ } , . " The Director referred to Mr. Stewart's criticism of procedure being followed concerning employee requests for additional sick leave. Mr. Coit felt that it would be in order that the Director write the City Manager and point out chat she had been following instructions as outlined in his letter addressed to Mr. Blaine Lecouris, President of Employees' Association_ on April 6, 1960. Director said that she was not the one confused , '" " , Letter read from Clearwater Employees' Association resolving and recommending that Civil Service Board accept and put into effect provisions of resolution approving pay plan on September 29, 1959. Mr. Coit asked Mr. Mauney for his views on the subject. 'Mr. Mauney felt that regardless of the Board's understanding that only the positions mentioned in the pay plan were being taken into consideration at that time, the members signed the resolution, accepting the pay plan. Mr. Coit felt it was not 'illegal to have signed the resolution but admitted it was done hurriedly. ,. " "I, . . ~ ~ Director presented list of employees sent by the Clearwater Credit Bureau showing accounts not paid by city employees. Mr. Coit thought that the Board should send a letter to the City ~anager, who in turn should contact the department heads in ,an attempt co gain the cooperation of tbe employees by settling accounts. Director instructed to write co Manager concerning this matter. (Copy to Credit Bureau) Mrs. Bissell reported that she had contacted 1'lr. Nelson, chairman, Gas Fitterts ~ Examining Board regarding the examination for journeymants certificate. Mr. Nelson stated that he expected to give the examination soon. Mr. Coit asked Mrs. Bissell to follow through 'on this matter. He stated chat a City Commissioner had told him -' there was no vacancy. Mr. Coit instructed the Director to write City ~anager and inquire if an appointment of a License Inspector had been made.
