Proceedings of the Civil Service Board meeting held Tucsday, August 2J, 1960.
The Clearwater Civil Service Board met in regular seBsion for its second meeting ~
of the month Tuesday evoning, August 2JJ 1960. at I: 30 p.m., in the Civil ServicE V
office.
Prior to opening the meeting, Mr. Coit, ChnirmanJ O-akcd Mr. Birchall to clarify '_n... ,..'"
the situation regarding his appointment to teach school. Mr. Birchall seated
that he has not signed a contract to date but would be working under a provisional
appointment in St. Petersburg.
Members present: Chairman Coit; W. B. B~rchall, Mary Fay Bissell, George Dalby.
Mr. Mauney absent due to being out of the City on vacation.
Guests: Mrs. E. C. Marquardt and Mrs. Burr, representing League of Women Voters;
Sgt. Kenneth Williamson, Pres.t Employees' Association.
Meeting called to order by Chairman Coit.
Chairman Bsked for a reading of the minutes of August 2 meeting. Approved.
11r. Birchall reported on his meeting with Acting City Manager. Gerald Weimer,
concerning positions of Secretary III and Secretary IV. the City Attorney's
office. Approval had been granted for and request received to fill this position
of Secretary III. It was felt Mr. Baskin should decide whether a Secretary IIIt
in addition to the Secretary IV, already approved, or a Secretary I or II is
necessary, dependent upon duties.
Mr. Coit stated that he felt the request for Secretary III should be changed and
Mrs. Bissell moved that a letter should be written the City Manager. suggesting
that request fo~ a Secretary Ill, City Attorney's office, be changed to a
. Secretary I or II. Seconded by Mr. Birchall. Motion carried. Letter dictated
by Mr. Coit.
In discussing differences in salaries for Communications Clerks. Police and Fire
Departments, Mr. Weimer explained to Mr. Birchall the work load was greater in
the Police position than in the Fire position. A work week of forty-eight hours
has been scheduled. tt was explained that the Communications Clerks in the Fire
Department will work eight-hour shifts. or forty-eight hours per week, $132.00
bi-weekly. Police Department Clerks, $138.00 bi-weekly, forty-eight hour week. ~
Mr. Birchall reported that he had discussed. the matter of Assistant City Manager
with 11r. Weimer but received no sensible answer. Stated furthcr that the City
has in its classification a position, Assistant Purchasing Agent. It was pointed
out that Mr. Weimer l~s been working out of his classification for a long time
in violation of the law. The Civil Service law states that the :Board should be
notified in writing if a pe't"son's duties change. Mr. Birchall felt that Mr. Weimer
should either be an'Assistant Purchasing Agentt or that the Board should schedule
an eKamination for Assistant City Manager open to' qualified employees of the City
and new applicants. Motion made by Mr. Birchall that the Civil Service Board /1
. advertise and accept applications from qualified applicants for Assistant City
Manager and schedule an examination for the position. Seconded by Mrs. :Bissell. /
Mrs. Bissell and Mr. Birchall voted in favor of chis motion. Mr. Dalby dissenced1 .

Board and City Commission, July 25, 1960.
In discussing the matter of placing the position of Administrative Assistant to
the Public Works Director in a range and comparable salary to that of division
heads, as originally set up, the Board previously had recommended that this change
be made. The City Manager did not agree with the recommendation made by the Board,
and presented the matter before both groups. Mr. Stewart maintained that the position
had not been downgraded. The Board felt that it had been. Following discussion,
recommendation denied.

it: was agreed that: the minimum be raised from $106.00 to $111.00 bi-weekly. Range.f\.
The Civil Service Board and City Commission voted to grane the request of Dewey Horne.
employee of the Utilicies Department. Refuse Division, for thirty days additional
sick leave. Director was instructed to send the City Manager a letcer in order chat
the matter could be placed on the agenda of the City Commission IDeeting August 1, 1960,

In discussing extra salary for Traffic Sergeants Lecouris and Williamson for carrying
on the duties of Captain over a two~year period. member Mrs. Mary Bissell made motion
r~commending that the Sergeants be granted extra pay. ,the difference between a Sergeant
and Captainfs pay and divided between the two. for performing Traffic Captain's duties, .'
and made retroactive. MOtion died for lack of a second.

The Commission and Civil Service Board discussed at length the requested changes 1n
the' sick leave rule, as recommended by the Employees' Association. Motion was made /'
, .by~. Dalby that the present rule remain in effect. Seconded by Mr. Birchall.
Vote three to one in favor of motion.
