Proceedings of the Civil Service Board meeting held Tuosday evening. August 2. 1960.
The Civil Service Board met in regular session at a dinner meeting held in the
Blue Room of the Fort 1~rr1son Hotel on Tuesday evening. August 2. 1960, at 5 p.m.
Members present were: Chairman. Charles Coit; W. B. Birchall, Mary Fay Bissell,
and R. B. Mauney.
Letter read wherein City ~~nagQr requested establishment of Secretary III and IV. vi
Members discussed Mr. Stewart's request for Secretary III and IV (CIty Attorney's
office). The question was raised if the Civil Service Board had the authority to

ask why a Secretary III was necessary in addition to a IV. Director instructed to
proceed and advertise for applicants for Secretary IV. The establishment of this
position was approved at a previous meeting. Chairman, Mr. Coit, appointed
Mr. Birchall to discuss these matters (Sec. 111 and Sec. IV) with the acting
City Manager.
Director read request for establishment of an additional Secretary II position
within the Fire Department for the Fire Chief. Mr. Birchall was directed to
discuss thio item with acting City Manag~r since a Secretary for a department
head can be a III or IV.
Read request for approval establishment of position of Communications Clerk I,
telephone and radio work, within tbe Fire Department. Approved. The salary of
Communications Clerk questioned. Board members felt position should be comparable
to that of Communications Clerk in Police Department - $138.00 hi-weekly. It was
also felt that for the purpose of alignment and morale, Communications Clerks all
.over the City should be placed in the same range. Mr. Birchall directed to discuss
this item also with Acting City Manager.
Director read letters from Mr. Stewart which stated that he wished to withdraw his
requests that the positions of Assistant City Manager be established, and License
Inspector position filled. Members felt letters of explanation of such requests ~.,
should be furnished the Board. Letter dictated by Mr. Coit to Mr. Stewart but
it was decided that these requests had been rec~ed too late for action. Mr. Birchall"
was directed to take these matters up with the Acting City Manager and also discuss
the position of Safety Inspector.
Mr. Mauney suggested that the Board ask the City Manager under whose supervision ~
Mr. Thompson works, to whom he turns in his reports, and what authority he has to
enforce a Safety program, without being legally appointed.
Director instructed to advertise the next day, August 3, and accept applications
for License Inspector position and schedule an examination, following which procedure ~
will be followed for filling position of Safety Supervisor.
Resignation of Mrs. Florence Gray, Secretary, (City Attorney's office) read and
accepted with regrets. Accepted also, resignation of Helen Kemp (Finance Department)
without prejudice.
Discussed date for salary increase. ~~mbers agreed that if an e~oloyee's salary
was adjusted last October, 1959, his next increase would not be due until October,
'of this year (1960). Mr. Coit made a notation to this effect on personnel action
sheets received and recommended sheets be returned to department head. ~rembers
agreed also that the anniversary date for these employees means anniversary date
of last salary increase. For new employees starting with the City after the effective
date of pay plan, t~e anniversary date of employment would be the correct date for
a step increaae.
