The Civil Service Board met in regular GCBsion for ita second meeting of the month, Tuesday cvening, at 7:30 p.m., in the Civil Service office. Members present; Chairman Charles Coit; W. n. Birchall, Mary Fay Bissell, George Dalby and R. B. Mauney. Guests: Jeanne Gates, representing E~)loyces' Association; ~brtin Dyckman, reporter, St. Petersburg Times. Heeting called to order by Chairman. Minutes of July 6 meeting read and approved with corrections. Word tI ignore" to be stricken, also "Mrs. Bissell," rather than Mr. Coit, "auggcsted." Mr. Coit outlined the City Commission's plans for new location of Civil Service office. He stated that the Commission is in favor of movins a building to cityw owned property at Drew Street and Myrtle Avenue for temporary use by the Civil Service Board. He further stated that if the City acquires the Rogers property on N. Osceola Avenue, the Board would be moved there. Motion made by Mr. Dalby, seconded by Mr. Birchall, that a meeting with the City Commission be called for July 25. Motion carried. Board members requested that Director arrange this meeting with the City Manager as soon as possible. Location of Civil Service office to be discussed at joint meeting. Director read letter from Patrolman George Howell, Police Department, requesting additional sick leave. Mr. Birchall moved, seconded by Mr. Dalby, that additional leave necessary be granted, pending receipt of doctor's certificate. Motion carried unanimously. . , , " Mr. Coit suggested that the subject of granting only the necessary days sick leave or full sixty days additional leave be discussed at joint meeting. Mr. Mauney. stated that be felt if an employee should pass away before the expiration of his sixty days additional leave granted, his estate or family should be given pay for the sixtywday period, rather than the actual days needed as suggested. Police Department - Director reported examination scheduled for Parkettes, Wednesday, July 27, 1960. Personnel action sheets received covering Sol Modin and Richard Mills, six months temporary employment. Mrs. Bissell stated that these men should not have been hired originally as temporary employees since they failed to meet the'require- ments. Director pointed out that Mr. ~~din is presently working as a laborer in Police Department and meets requirements for that job. Director was requested to remind Chief Booth that Mr. Mills has sixty days only from July 1, a pro- visional appointment, to meet the wcight'requirements for permanent appointment. Personnel action sheet received. Reported receipt of employment request to fill position of Communications Clerk II, , salary $138.00 bi-weekly. Director to schedule examination. Public Works Department - Reported examination for Mechanic Foreman scheduled for Tuesday, July 26, 1960. Copy of letter to Mr. Lickton, City Engineer, from Mr. Shaner, Garage Superinw tendent, requesting classification change for Clerk I position in his division. No action. \ :~r... Mr. Birchall rec01llll1cnded that the name of Homer Keith, who pussed the Gas Inspector's examination>> be placed on the eligibility liat for an appointment with the provision that he obtain a journeyman's certificate as 800n as possible. Mrs. Bissell seconded rccoll1llcndation. Nr. Mauney made moeion that Mr. Keith be made acting Gas Inspector until such time as he can obtain his certificate. Seconded by all members. Motion carried. It was reported that the Plumbing Board gives the test for this certificate in Tampa. and St. Petersburg will include our employees with the next group taking the examination conducted by the Gas and Pipefitters Board. ....~--_... '( : i f -/ , / Director reported pay increase for. Secretary Ill>> Utilities Department being held in abeyance. Mr. Coit stated he l~d informed the City ~~nager that this employee must take an examination and instructed Director to write letter to Mr. Stewart to this effect. Mr. Dalby made motion that the promotional exam- ~ ination for Secretary Ill, Utilities Department, be opened to Secretaries I and II from all departments. Seconded by Mr. Birchall. Motion carried. Reported temporary appointment Clerk Typist for Electrical Department. Mr. Coit instructed the Director to remind the City Manager that the directive issued to department heads previously by him was not being enforced, and to refer department heads to page 9 of Employees' Handbook on subject of grievances. ~ Members agreed that mimeographed copies of proposed amendment to paragraph 9, page 13, of the pay plan rules, should be distributed and inserted in pay plan. Director instructed to draft correct wording of the amendment. , . Reported request to fill position of License Inspector still pending. Director asked for instructions. Mr. Birchall made motion, seconded by Mrs. Bissell that the examination for License Inspector and Safety Inspector should be scheduled as soon as possible. Motion passed on basis of affording James Thompson the opportunity of being classified in position of License Inspector or Safety Inspector legally. Director read excerpt from minutes of February 2, 1960 meeting, confirming establishment of Safety Inspector position. ( ,. ... Reported resignations: City Attorney's secretary>> Mrs. Florence Gray. No action , taken pending receipt of signed resignation form. Motion made by Mr. Dalby, seconded by Mr. Birchall that resignation of Parkette, Margaret Hutchison, be ~:f" accepted with regret. Mr. Birchall suggested that Director consult with the City Manager concerning salary to be paid for the position. Director instructed to use job description f~rnished by Mr. Stewart, City Manager, and advise him that the Board will advertise the position of Assistant City Manager. Mr. Birchall stated that he had been approached by Traffic Sgts. Kenneth Wil1iamsoj and Blaine Lecouris regarding the possibility of their obtaining additional pay for the time they acted in the capacity of Traffic Captain. Members agreed this subject should be discussed at joint meeting with the City Commission. ~ There being no further business to come before the Board at this time, the - meeting adjourned until next meeting night>> August 2, 1960.
