Motion made by Mrs. Bissell, seconded by Mr. Birchall, that Civil Service Board
create position of Assistant City Manager and hold an examination for that posi-
tion. MOtion carried. Instructions given Director to announce this examination.
Mr. Dalby made a motion, seconded by Mr. Birchall, that the matter of salary
change, for Engineering Aides 1 and II be tabled until a reply to Board's letter
is received from City Manager. Members felt that this matter should be placed

Proceedings of the Civil Service Board meeting held Wedncsday evcning, July 6, 1960.
The Civil Service Doard met in regular scssion for its first mcuting of the month,
Wednesday, July 6, 1960,'4t 5:00 o'clock in the Civil Service office.
Members present: Clmirman Charles Coit; W. B. Birchall, Mary Fay Bissell, George
Dalby and R. B. Mauney.
Meeting called to order by the Cheirman.
Chairman asked for a reading of the minutes of the June 21 meeting. Read and
approved.
The Chairman announced the reappointment by the City Commission of l-lr. Dalby. to a
three yeat' term.
Chairman instructed the Director write to Police Chief Booth requesting for a ~
second time, personnel action sheets covering period of employment and payment of
salary of two special officers, who have been serving in a temporary capacity. It ~
was pointed out that these records are required under the Civil Service law for
the protection of the City Manager.
Members discussed proposed new location for the Civil Service office. Mr. Birchall
made motion, seconded by Mrs. Bissell, that a suggestion be made to the City
Manager that the building on North Osceola Avenue be moved to the city-owned
property on Court Street as first choice, and as second choice, space in the city-
owned building immediately west of the shuffleboard courts. Motion carried.

(Reported no word received on City Commission approval of additional sick leave
for J. R. O'Neal, Water Division employee. Chairman suggested that Director
inquire about this matter.
Director reported that doctor's statements had been received supporting requests
for additional sick leave from Patrolman Dean Sigler and Clerk Howard Benson.
Instructed Director to write City Commission asking for approval of these requests.

an amendment, reading as follows, be added as paragraph 7c, page 13, to the pres-

their anniversary date, 'shall wait until their anniversary date for the next in-
crease. IAn employee may advance one step each anniversary date, but no oftener."

Director reported an examination to obtaln Jo~rnQyman Gas Fitter's certificate
to. bc. held the middle of July in St. Petersburg was scheduled at an earlior date
than. planned. Applicants planning to take this test in order to have certificate
prior to date of examination for Gas Inspector ,unable to do so. Mr. Coit 8ugw
geated the Director call Tampa and other cities nearby to see if arrangements
could be made for appl,icants to take the test.

Reported certifications, resignations, and dismissals. Mr. Birchall, seconded
by Mrs. Bissell, moved t11i1t resignation of Eudon Lanton, dredge operator, be
accepted without commence Reported certification, Steno I. Mrs. Ryan.
Following brief discussion. members agreed to defer study of revised Civil Service
rules until another meeting.
At.the suggestion of Chairman eoit, members agreed that the first meeting of the
next,month be a dinner meeting at the Fort lla'trison,Rotel on August 2, at 5 p.m.
