Proceedings of the Civil Service Board meeting held Tuesday evening. June 7. 1960.
The Civil Service Board met in regular session for its first meeting of the month,
Tuesday evening, June 7. 1960. at 5:00 p.m., in the Civil Service office, 114 North
Osceola Avenue, Clearwater, Florida.
Members present: Mr. Charles Coit. Clmirman; Mr. W. B. Bircl~ll. Mary Bissell. /
George Dalby and R. B. Mauney. .
Guests: Mr. James R. Stewart, City Manager; Gerald Weimer. Assistant Purchasing
Agent; Sidney Llckton, City Engineer, T. J. Murphy, Administrative Assistant;
C. O. Kilgore, Superintendent. and Athol Markham, Supervisor, Refuse Division;
Jeanne Gates, Herbert McLendon, Sgt. Kanneth Williamson. representing Employees'
Association.
Meeting called to order by Chairman Charles Coit.
Reading of minutes of ~~y 17, 1960 meeting deferred.
Mr. Kilgore and Mr. Markham present regarding step adjustment to Mr. Markham's
salary. The Civil Service Board, Mr. Stewart and Mr. Kilgore approved a pay ad-
" justment from Step 2, $146 to Step 4. $lS9 bi-weekly, retroactive to anniversary
date of promotion. May 13. 1960.
Review of duties performed by Assistant to Public Works Director, Mr. Lickton,
City Engineer. It was requested that Mr. Murphy be placed in a higher salary
range in accordance with initial starting range. The City Manager stated that
he is working on a re-organizational plan but that in his opinion Mr. Murphy's
position is that of Administrative Assistant and not in the same category as a
department or division head. Mr. Stewart recommended that the position remain
in the present salary range.
Motion made by Hr. Dalby. seconded by Mr. Mauney that the position of Mr. Murphy
remain as it is at present time. Mr. Coit, Mrs. Bissell and Mr. Birchall dissented.
'Mr.' Stewart stated that he would take this matter to the City Conunission on request
.of Board since he did not concur with the Civil Service Board's opinion.
Motion then made by Mr. Birchall, seconded by Mrs. Bissell. that the request be
'sent' to the City Manager that he present this matter of salary range for the Ad-
ministrative Assistant to the City Commission. Motion carried unanimously.

Request by Mr. Stewart. for'talnporary employee in City Clerk's office. Motion
made and passed that Mrs. Margaret Tinney be hired as provisional employee. No
request was made to fill this position through the Civil Service office. All
contacts to employee made by secretary in City Clerk's office. Proper proce-
dure not followed.
Director reported J. R. O'Neal, Water Division employee's request for sixty
days additional sick leave, and read doctor's statement that Mr. O'Neal is
unable to work. Case will be re-evaluated in July and Board notified. Motion
uade by Mr. Birchall, seconded by Mr. Dalby that the Board approve additional
'sixty days sick leave for Mr. O'Neal. Di~ector instructed to send letter to
City Commission. copy to City Manager, requesting app~oval. Motion carried
unanimously.

Reported examination for Library Assistant 1 held June 7. 1960. Nine reported.
six passed. Eligibility list submittod to Appointing Authority and Library
Director.
Utilities Department - Read "grandfather clause" now in effect added to the Cit~\
Gas Code. This clause enables anyone holding 4 gas fitter's certificate cligiblq
to apply for examination of Gas Inspector. Board members felt that scheduling I
the Gas Inspector's examination at this time would be for tho purpose of estah- I
lishing an eligibility list. 1
Director reported no reply to request from City Manager for a rule covering the
"two-years-in-step." Mr. Coit suggested making another request for this infor-
mation. It was also recommended that personnel action sheet showing increase
in salary for Secretary Ill. Utilities Department 1 be clarified and held up. /
R~ported dismissal Refuse Collector.

Motion was made and seconded that Director prepare a list of employees who have
been placed in positions without examinations. No action.
Reported examination for Equipment Operators.
Board members agreed to table matter of, salary range, City Attorney's secretarYt
penaing verification of statements made by Mr. Stewart to Mr. Coit. Mr. Coit
~tated he ~ould take this matter up with City Manager and City Attorney.
Chairman stated no action necessary on Mr. Ort' s request to Public Personnel
Association for survey of Civil SerViC(1 law and rules.
Reported election results - Mary Fay Bissell elected member of Civil Service
Board for a three-year term; Sgt. Kenneth Williamson elected Presidentt Employees'
Association; employees voted in favor of their plan for sick leave rule.
Director read legal definition of "immediate family.1I Members agreed that this
definition should be added to list of definitions.

Motion made and' carried that examination be sch'eduled for Police Traffic Cap-
taint andtbat the examination be confined to Sergeants two years in rank and
experience with the Clearwater Police Department, and to those who have had
traffic experience and t;raining.
Mr. Birchall reconuended that the first Board meeting of each month be a work
"session only. Members concurred.
There being no further business to come before the Board at this time, motion
made to adjourn until next meeting nightt WedncsdaYt July 61 1960. 5:00 o'clock.

Latter read from Police Chief Dooth concerning request from former Patrolman
James Varnum for reinstatement. Hotion made that Chief Booth be invited to
attend next Board moeting,June 21, to discuss this subject.
Reported resignations, dismissals. Chairman Coit recommended that resignation
of probationary patrolman, Robert Bulman, be accepted with prejudice.
Reported certification three truck drivers.
Reported examination, Library Assistant I. June 7. Nine applicants reported.

Brief discussion Gas Fitter's examination. City Manager stated that ordinance
will be passed at June 20 City Commission meeting that a "grandfather's clause"
will be added to the Gas Code, enabling licensed plumbers to obtain a Gas
Fitter's license. Board ~mbers agreed that Gas Inspector's examination should
be held after June 20th City Commission meeting.
Mr. Stewart approved sending copies of new Employees' Handbook to department'
heads .for distribution to all employees.

Director 4gain cited a need for rule covering two years in pay step, prior to
Ju1y"1, 1960. Mr. Coit felt this matter should be discussed at joint meeting
with City Commission, when increases will be expected.

Discussed letter from Employees' Association President regarding proposed
changes in sick leave rule. Action deferred pending further discussion.
. Board members agreed that sick leave record carda should he transferred from
Civil Service office to the payroll departmen~.

Further discussion of rewritten Civil Service rules deferred until next meeting.

. mal1y held the first Tuesday of the month be held on Wednesday, July 6th at
5 p.m.'~ rather than on Tuesday, 'Ju1y 5th.
