Proceedings of the Civil Service Board tiweting held May 17, 1960.
The Civil Service Board met in regular session for iL9 second meeting of the month,
Tuesday evening, May 17, 1960, at 7:30 p.m., in, the Civil ;service office, 114
North Osceola Avenue, Clearwater.
Members present: Chairman Charles Colt; W. B. Birchall, Mary Fay Bissell, George
Dalby and R. B. Mauney. '
Guests: Herbert McLendon; Joan Gates, representing Employee's Association.
Meeting called to order by Chairman Charles Colt.
Minutes of May 3, 1960, meeting read and approved.
Letter read from City Manager, subject City Physician. Chairman Coit requested
Director to incorporate in the Civil Service rules that all applicants have a
physical examination, as required by Police and Fire department applicants, prior
to appointment. Following discussion, motion was made and passed that the wording
"I certify that the foregoing statements are true to the best of my knowledge" be
added to medical examination form to be signed by each applicant.
Letter read from Mr. Lickton, City Engineer, salary range for Administrative Assis-
tant to Public Works Director and starting salaries for Engineering Aides I and II.
Motion made and carried that this matter be tabled until next meeting. Director
instructed Co invite Mr. Stewart, City Manager, Mr. Lickton and Mr. T. J. Murphy,
to the next meeting, June 7, 1960, for further discussion of Mr. Murphy's position.
Director stated that no report had been received from Mr. W. E. Miller regarding
information on gas fitter's examination. Mr. Birchall was appointed to contact
Mr. Miller on this subject. Director requested to inquire from the City of St.
Petersburg Inspection Department about gas fitter's examinations scheduled.

Director read copy of letter from Chief Dobson regarding the scheduling of vaca-
tions in Fire Department, and City Manager's reply. Following discussion of va-
cation-rule, Mr. Coit requested that the rule pertaining to annual vacations be
inserted in the revised Civil Service rules. He also suggested that the wording
"compensatory time off cannot be taken in conjunction with regular earned vaca-
tion without the approval of the appointing authority" and "successive vacations
shall not be permitted until after six months service from preceding vacation
without approval of the appointing authority," be incorporated in the revised rules.
No action taken.
Director instructed to write City Manager concerning authorization of pay increase
for Janet Vollertson, Communications Clerk.
Mr. Coit requested Director write Mr. Duffey, setting forth sick leave and vaca-
tion privileges of Mr. J. R. O'Neal. Mr. Coit stated that lie personally was not
in favor of accepting any resignation from Mr. O'Neal, employee, Water Division,
until his sick leave and vacation privileges were explained to him. Director
was.instructed to personally contact Mr. O'Neal in this respect.
Letter from Board to Mr. Stewart, Appointing Authority, read, pay for Jury Duty.
Discussed request from James Varnum, former Police Patrolman, withdrawal of re-
signation. Board left the decision to Chief Booth who advised the Director that
he was writing the Board. "

' Letter read from Eddie Moore, regarding the 1959 vacation for Monroe Jones,
?.. Recreation employee. Director instructed to notify the City Manager, that the
Board approved a two weeks vacation, and to notify Mr. Moore procedure for Mr.
Jones in applying for an additional sick leave.
Following discussion of sick leave records, motion was made by Mr. Birchall,
r?':.F'..?•.. seconded by Mr. Dalby,. that the Board send a letter to City Manager requesting
that he have set up sick leave. records for each department, the department head
to-forward record of absences to the payroll division, each pay period.
Motion made by Mr. Dalby, seconded by Mr. Mauney, that no change in the present
sick'leave rules be made until the President of the Employee's Association pre-
s pents changes desired.
Members further discussed sick leave rule, agreed under definitions "immediate
family" should be clarified.
Mr. Birchall and Mrs. Bissell reported on discussion with Police Chief Booth
on matter of hiring members of the "Special Police Unit" for temporary duty.
Reported that the Chief advised he had asked for a legal opinion from the City
Attorney on this subject.
