Proceedings of the Civil Service Board meeting held May 3, 1960. !?
The Cavil Service Board met for its first meeting of the month, Tuesday evening,
May 3, 1960 at 5 p.m., in the Colonial Room, Fort Harrison Hotel, Clearwater.
Members present: Chairman Charles Coit; W. B. Birchall, Mary Fay Bissell, George Dalby
and R. B. Mauney.
Following dinner, meeting called to order by Chairman Coit. Minutes of April 19, 1960,
meeting read and approved, with exception of statement that "Mr. Coit agreed to check
with Mr. Guy Clark "regarding pipefitter's examination. Mr. Coit was informed by
Mr. Miller at the meeting, that Mr. Clark no longer served on the Plumbing Board.
Members discussed need for qualified persons to serve on examining board for pipe-
fitters. Motion made and passed that this matter be tabled until next meeting.
Mr. Coit stated that he would contact the City Manager for replies to letters
previously written from the Board, re applicants over forty-five years of age;
recommendations on salary for Assistant to Public Works Director; a City Physician;
and also confirmation of letter re range and step change for Engineering Aides I and II.
Director read letter from City Manager requesting original statement of duties of an
Assistant to Public Works Director. Complied with request.
Reported resignations. Motion made and carried that the Board accept resignation
requested by Chief, of Special Patrolman Marshell Mosley, "for the good of the service."
Reported appointments and certifications.
Reported promotion of Detective Sgt. William McClamma, Police Department, to Captain,
Uniform Division following promotional examination.
Director read copy of letter to Chief Booth from Police Sgts. Kenneth Williamson and
Blaine Lecouris regarding the establishment of a rank of Lieutenant within the
Traffic Division. No action required by Board. Mr. Coit stated that he would discuss
the matter with the City Manager.
Director read copy of letter from Fire Chief Dobson to City Manager regarding vacation
assignments in his department. Chairman Coit stated that it was not the intention of
Civil Service Board to hamper Fire Department operations by changing vacation rules.
Chairman dictated letter to City Manager indicating the Board would welcome recommen-
dations regarding change of procedure for the Fire Department.
Director reported that Mr. D. J. Raye, Sewage Treatment Plant Superintendent, had
requested an opinion from the Board as to whether the City should pay employees their
regular salary while on jury duty, in addition to jury duty compensation. Members felt
employees should collect from both sources. Director instructed to inform Mr. Raye,
and also inform the City Manager that the members feel they have no jurisdiction over
this matter.
Director read letter from City Attorney, H. H. Baskin, Jr., and classification of
duties of City Attorney's secretary. Attorney Baskin requested reclassification of po-
sition and change of,titie to Executive Secretary. Following discussion, matter
was deferred for further study and placed on the agenda for next meeting.

Discussed liubJect of forty-hour week for Police Department. Motion made and passed
that the Civil Service Board go on record recommending a forty-hour week, and notify
the City Manager to this effect.
Discussed subject of Special Policemen - not under Civil Service. Chairman appointed
?';=4`;. .• a cammittee of Mrs. Bissell and Mr. Birchall to discuss. this matter with Police Chief
Booth.
Following study and discussion, motion made and carried that the new and revised
Civil Service rules as far as reviewed be a
pproved for a ninety-day trial period.
Director called attention to Board members, an employee fish-fry My 13, at the
Municipal Auditorium.
There being no further business to come before the Board, meeting adjourned until
next meeting 'night, Tuesday, May 17, 1960.
