Proceedings of the Civil Service !Board meeting held April 19, 1960 V The Civil Service Board met in regular session for its second meeting of the month, Tuesday evening, April 19, 1960, at 7:30 p.m., in the Civil Service office, 114 North Osceola Avenue, Clearwater. Members present: Chairman Charles Coit; W. B. Birchall, Mary Pay Bissell, George Dalby and R. B. Mauney. Guests: Edgar Miller, Utilities Department; Herbert McLendon; Danny Beck and Jean Gates, representing Employee's Association. Prior to calling meeting to order and reading of minutes, Board members welcomed new member, Mrs. Mary Bissell, Discussed unofficially request for a 40-hour week for the Police Department, and the new sick leave rule. Mrs. Bissell suggested having a joint meeting with the City Commission and the Employee's Association to discuss sick leave rule. Board members pointed out that this would be a matter of getting ten gentlemen together and Mr. Coit stated that it would be a matter for the City Manager to arrange such a meeting. No official action taken. Chairman Charles Coit called meeting to order and minutes of April 5, 1960, meeting read and approved. Appointments reported: Maintenance Tradesworker; Secretary, Electrical Department; Utilities Serviceman II; Account Clerk 1, Finance Department, Resignations reported: Mrs. Ruth Wise, Secretary 1, Electrical Department. Dismissals: One - Building Maintenance Department. Change in status reported: Renzo Thomas, from Equipment Operator-Tree Trimmer to laborer, by request. Approved. Reported establishment of additional position - Account Clerk I, Finance Department. Reported examinations scheduled: Police-Uniform Captain, April 26, 1960; Gas Inspector, April 29, 1960 and Library Assistant II, May 4, 1960. Reported examination conducted for Municipal Court Clerk. Two reported. Both applicants passed and eligibility list submitted to Appointing Authority, City Clerk and City Judge. Mr. Coit suggested that Director send letter to Chief Booth regarding salary status for his secretary. Also suggested that letter be written City Manager re salary status Assistant to Public Works Director. Chairman Coit suggested that letter be written to City Manager asking for confir- mation of salary changes for Engineering Aides I and II. 11N 3m 1? Discussed matter of City Physician. it-was felt that provision for City Physician .,. should be incorporated infrevised Civil Service rules. Also felt that fingerprinting of all city employees be made part of rules. Discussion of identification cards for employees. +1 I 'yt -S•? .i? ? tJ s :, Lengthy discussion re Gas Inspector's position, Edgar Miller, present* requested ~ Board postpone-Gas Inspector's examination to give an opportunity to present employee to qualify by.taking a journeyman pipefitter's examination. Mr. Miller agreed to see the Plumbing Inspector about holding such an examination. Motion made and passed'thatt examination for Gas Inspector be postponed until such time as an examination for journeyman pipefitters could be held. Mr. Coit agreed to check with Mr..Guy Clark about the same subject of a pipefitter's examination. There being no further business to come before the Board at this time, meeting. was adjourned until next meeting, Tuesday, May 3, 1960.
