Tuesday evening. March 15, 1960. at 7:30 p.m. in'the Civil Service office. 114 North Osceola Avenue. Clearwator. Florida. Meeting called to order by Chairman Charles Coit. Members present: Chairman Charles Coit; W. B. Birchall, George Dalby and R. B. Mauney. MeDlber Jack Russell not present due to resignation effective March 15th. Guests: Chief Willis Booth and Mrs. Betty Ward. Police Department: Sidney Lickton. City Engineer and T. J. MUrphy, Engineering Department. Minut.es of March 1, 1960, meeting read and approved. Resignation of Board member Jack Russell read. MOtion made and passed to accept resignation with regret, and send copy of resolution adopted by Board to Mr. Russell thanking him for the time given and service rendered while a member of the Board. Suggestion made by Hr. Coit that Board members be furnished a copy of minutes before each meeting. No action taken. Suggestion made by Mr. Coit that the attorneys present at Patrolman B. J. Manghe1li's hearing on March 22, be 1imi.ted to two hours each for presenting facts of the case. summarizing, etc., in order that the hearing can be adjourned by 12 midnight. Application of Fred Turpen, dismissed St. Petersburg Patrolman, reviewed and rejected. Suspension reported: John Barkman, Refuse Driver, discuss~d. Dismissals reported: Jewell Davis, Jerry Dudley. Refuse Collectors. explanation read from Jerry Dudley to City Manager. Letter of .', .' " Engineering Department City Engineer, Sidney Lickton present to discuss positions in his department. Mr. Lickton outlined the duties of his assistant, T. J. Murphy, and requested that this position be placed in a higher salary range. Board members recommended that the position ' of administrative assistant be placed in Range 24, comparable to the range division heads ~ are in. Since there is no other administrative assistant in the city organizational plan,.:': Board memb~rs agreed that the matter should be taken up with City Manager Stewart, sending a letter to him, from the Board, giving the Board's views and recommendations, . requesting a reply before next Board meeting. MOtion made and passed upon by Board members that Engineering Aides ~Grade 8, salary range $111.00 - $132.00 bi-weekly, and that steps I neering Aides II, be eliminated, making the salary range, $138.00 - MOtion ca~ :ied. Director instructed to notify City Manager of this 1, be placed in and 2 for Engi- ~ ~ $149.00 bi-week1y. ., action. r~~ ' ~~;; Police.Chief Willis Booth present and requested again that the position of secretary in his office be re-claseified as Secretary III. Mr. Coit suggested that letter be written to the City Manager asking for an outline of the duties for Secretary III and Secretary IV. Step 5. $126.00 to $149.00 and also that the increase be made retroactive to July 5. 1959. 1/: 'Director reported that the City MIlnager had mad~ no recommondations regarding letters of complaint from J. R. Shaner. Supt. City Garage; City Employees' Association and the Fraternal Order of Police, re change in sick leave and annual vacation rules. Mr. Coit suggested that a letter be written to the City Commission recommanding again that 4 city physician be appointed. who would charge only a nominal fee to employees, ehe city to bear the burden of the difference between such charge and the regular fee. Hr. Coit recommended that this subject be placed on an early agenda of the Commission for appropriate action. >< Letter dictated by Mr. Coit to City Manager concerning refusal of some employees to furnish doctor's cCl'tificate. Mr. Coit stated that he felt payment of salary ~ without doctor's certificate would be illegal and should cease. Suggestion made by Mr. Coit that letter be written to City Manager stating that action had been taken on the salary for License Inspector. and that it remain the same as in the past, Range - $138.00 to $163.00, and duties remain as on record. ~'. Director pointed out that the examination Gas Inspector is not a promotional one J since there is no inferior position. Suggestion made that copies of examinations be secured from other cities comparable in size to Clearwater and that Mr. Mauney aasis tne Director in selecting proper questions. ' Director reported that several well-qualified applicants had applied for Dredge Operator's position. Mr. Dalby and Mr. Birchall agreed to sit in on an oral interview of the applicants. Letter of complaint read from Paul McLaughlin, water supply operator, concerning weekend hours and pay. Mr. Coit suggested letter be written to Mr. McLaughlin advising him that. the Board is having the matter investigated and also to send a letter to the City Manager re the complaint and ask for his reply before next meeting. Letter dictated by Mr. Coit to City Manager concerning rejection of applicants by some' .department heads due to age of applicant. Director reported on some subjects discussed at the State meeting held in Jacksonville, . which member Mauney 'alao attended.
