Proceedings of the Civil Service Board meeting held February 16t 1960.
The Civil Service Board met for ita second meeting of tho month, Tuesday evening. ~
February 16, 1960, at 1:30 o'clock in the Civil Service office, 114 North Osceola
Avenue. Clearwater, Florida.
Members present: Chairman, Charles Coit. William Birchall. George Dalby.
R B. Mauney and Jack Russell.
Guests: City Manager. James R. Stcwartj Sgt. Vincent Schinel1er, Police De-
partment and Herbert McLendon, representative of Employees' Association.
Chairman Charles Coit called meeting to order and asked for reading of minutes
of January 19, and February 2, meetings.
Minutes of January 19, read and approved with the deletion of the following from
the paragraph referring to Mr. John Anderson's longevity pay: "Decision under Mr.
Anderson's particular circumstances is limited to his case only and will not affect
any other case which might come before the Board at a later date."
Minutes of the February 2, meeting approved as read.
Report given by Chairman regarding the Wednesday meetings held in City Hall.
Reported money approved for printing the Employees' Handbook. Voted to extend
thanks to the City Manager for securing funds.
Copy of letter read from City Attorney regarding Forrest O'Neal, Jr., former
Patrolman. Police Department. Reported resignation of secretary to City Attorney,
Mrs. Emma McIntosh. Accepted with regret. Letter read from City Attorney re-
garding replacement of secretary. Board members and City Manager discussed this
matter and Chairman dictated letter for City Attorney explaining that the proper
procedure according to the law must be followed in filling this position.
Discussed suspension Patrolman B. J. Mnnghelli and affidavit an~ explanation
submitted to City Manager. No action necessary. Letter read from R. A. Walton
making a complaint against officer Manghelli.
Letter read from Sgt. Schineller, Police Department. requesting that Board waive
the rule on length of time required with rank of Sergeant. in order that his name
could be included with those eligible to take the Uniform Captain's examination.
Sgt. Schineller lacked eight weeks to the date the eligible list was posted.

Director instructed to cancel the date scheduled for the examination and announce
a new date and revised list of those eligible to compete. April 26, 1960, set
for date of examination.
MOtion made by Mr. Mauney that the Board revert to the requirements called for in
the rules, for Uniform Captain, those with eight years experience as a police
officer and with three years rank of Sergeant. Seconded by l~. Birchall.
No vote. Mr. Coit and Mr. Russell stated that it would require re-advertising.
Mr. Mauney and Mr. Bir~hall maintained it would necessitate re-adverti8~ng, for
change of date. No further discussion. Left with requirements of two years
experience as Sergeant in any division.
Board approved request of the Appointing Authority to establish new position - --~
'that of Gas Inspector (Utilities Accounts Division - Customers Relations Section.) ~ ,',
'Salary Range,l7, bi~weekly pay $166.00 - $190.00. Director instructed to advertise J~~--
, and prepare examination for this position. Appointing Authority requested that :

bi-weekly pay, $166.00 - $190.00.
On the, recommendation of the City Matl4ger. Board voted to rcscind the action taken
at a previous meeting upgrading the position and salary for Municipal Court Clerk.
plaeing it in Range 11. bi-weekly salary $126.00 - $149.00. from previous salary
Range 13. minimum hi-weekly salary $138.00 - $163.00. MOtion made by Mr. Russell.

Director instructed to advertise and hold examination for License Inspector.
No action taken'on downgrading this position from Range 13. $138.00 - #163.00 to
'Range la, $121.00 - $143.00. This matter to be placed on the agenda for next meeting.
Discussed police turnover and report submitted by the Director.
Reported on efforts being made ,to recruit patrolmen by means of placing an item in
several dirre~e~~ law enforcement publications circulated throughout the country.
