Proceedings of the Civil Service Board meeting held February 2, 1960. ~ The Civil Service Board met for its first meeting of the month on February 2, 1960, in accordance with agreement at January 19 meeting. that two meetings a month should; be held rather tlmn one.' Meeting held S~OO P.M., at Sherwood's restaurant. All members were present. Meeting presidod over by Member Charlie Coit, newly elected chairman. Director reported on appointments. resignations, dismissals and suspensions since January 19 meeting. Communication read from City Clerk, Robert Whitehead to the City Manager, regarding filling the existing vacancy municipal court clerk. Director reported that the request had been sent City Manager but had not been received in the Civil Service office. The job specification of duties submitted by the Director to Judge Owen Albritton, Jr. and City Clerk Robert Whitehead was approved by both and submitted to City 11anager. In discussing this position, the Board members agreed unanimously that it is an important position calling for special qualifications. Following a review of the duties to be performed and qualifi~ations requiredJ the Soard agreed that the salary range, $138.00 - $163.00, bi~wcekly, is insufficient and recommended that the position be upgraded to Range 14, $146.00 - $169.00 bi~weekly. Board requested the Director place this item on the agenda for the next meeting. \ Director asked instructions as to those eligible to take the Uniform Captain's examination. Requirements as outlined in position classification call for "eight years police experience, three years with rank of Sergeant." Board relaxed the requirement for Traffic Captain's examination, allowing all officers possessing two years experience as Sergeant, from all divisions of the department, eligible, and suggested the Uniform Captain's examination be opened for all officers with two years experience with rank of Sergeant. Director instructed to prepare notices and announce the date of the examination, listing the names of those eligible. I i .I' Request for 'filling position of License Inspector discussed. It was noted on the ~equest the salary fo~ this position had been lowered, changed from Grade 13, . $138.00 - $163,00 to Range 10, $121.00 - $143.00. Instructions given to place this item on the agenda for the next meeting. The Board disagreed unanimously with lowering the salary for this position since the person holding this position is ."', responsible for collecting large sums of money, which is revenue for the City Treasury. Discussed Safety Supervisor's position. Request received from Appointing Authority to establish this position not heretofore included in the classified positions of the City. Motion made and passed unanimously to approve establishment of the position. It was also voted upon and passed unanimously that the procedure outlined in the Civil Service Act, be followed to fill the position by holding a competitive examination. I In cases whereby employees have been placed in higher grades and given new title~ and pay commensurate for the higher position without examinations, the . Board agreed that promotional tests should be held. Reference was made to the. / minutes/of the joint meeting of the Civil Service Board and City Commissioners held ~~' September 29, 1959, when new positions and titles included in the 1959 Pay Plan .were discussed, and the manner in which they should be filled. We quote from the minutes: It...lt was a190 recommended, in accordance with the law that the Appointing Authority request establishment of the new positions and titles listed in the Plana, and following approval by the Board, proper' procedure be followed for certifying qualified personnel in the new positions...... It was the consensus of the Board \.members that employees placed in non-existent positions not classified or established '; in accordance with the Civil Service Law, are holding such positions and being paid 'I' I ~..." ,,/ . Reported that the annual. conference of the State Association of Civil Service and Personnel Agencies would be held in Jacksonville, March 2 - 5. Mr. Mauney and Mr. Bi~chal1 agreed to' attend, providing arrangements could be worked out.
