Proceedings of the Civil Service Board meeting held December 15, 1959.
Civil Service Board of Clearwater mot in regular session Tuesday evening, December 15,
at 7:30 o'clock in the Civil Service office, 114 North Osceola Avenue.

Guests: Mr. Sidney Lickton, Engineering Department; Gas Servicemen Edgar Hiller,
Arthur Whitney, Clarence McCall and Harold Gambrell; Arzie Wolfe, Fire Inspector.
Chairman Mauney called the meeting to order and reading of the minutes deferred until
later in the evening in order to give Hr. Lickton time to presp.nt hi-s matter of business,
to discuss the longevity pay of Mr. Jobn Anderson, draftsman. FOllowing discussion,
matter was referred to the City Attorney for decision.
Gas Servicemen were present to discuss further, pay for weekend standby duty. This
matter has been hanging fire for over a year and the survey which the City Manager
informed the Board Mr. Taylor was making has never been received. The Board therefore
recommended normal pay should be given for Sunday in addition to $10.00 per night,
, for either a Serviceman I or Serviceman 11. Director was instructed to notify the
City Manager the Board's decision.

Re cOl1lJ'laint of Ralph McLendon, charged for time off "without pay' to attend a
funeral, the Board had previously instructed tbe Director to contact Mr. Nelson to
furnish the Board with a corrected Personnel Action sheet granting Mr. McLendon
"time off with pay'. Mr. Nelson had charged one and one-half days time "sick leave
rith pay,U and Mr. McLendon had stated that he was not sick. Since no reply had been
received to Board's letter, Mr. Birchall was requested to dictate a letter to the
City Manager stating that the Board operates under a set of rules and laws adopted by
the City and State and when correspondence is sent to the department heads, the
courtesy of a reply is expected.
City Manager to be requested to notify all department heads to reply promptly to
all communications from the Board.
Reported regulation physical blank furnished Chief Dobson in connection with his
annual physical not received. Director instructed to notify Chief Dobson that
Dr. Hagan had failed to furnish this form.
Mr. Arzie Wolfe, Inspector, Fire Department present, was requested not to mention
anything discussed re Chief Dobson as all matters discussed at Board meetings were
confidential. Inspector Wolfe presented his reasons why the City should have a
Fire Marshall.
Mr. Birchall also reported on the Fire Marshall situation and Board members felt
that this was a matter for Fire Chief Dobson and the City Manager to discuss prior
to. any Board action.
Reported Captain Wyman Beam had fulfilled his probationary period satisfactorily.
Subject of Traffic Supervision was brough~ up and it was the consensus of Board
members that this is a matter for the Police Chief and City Manager.
Reported no applications received for Dredge Operator and Board agreed to a statewide
cle~rance through tbe Florida State Employment office.
Reported Street Sweeper Operator position filled by a written and performance test.

Reported no reply received from Mr. Stewart to letter from Board r~gardln8 relief
period for employees, Hr. MOloney's division. It was reported that men were
required to report 15 minutes earlier'in the morning and cut down the lUnch
. period to 15 minutes, which is not the policy of other departments. Mr. Birchall
was requested to check OD this matter and report.
Letter brought up from Mr. Warren Green, President of the Federated CiVic
Clubs. No coanents.

Reported no reply received from the City Manager following letter submitting
bids fromthtee printing firms for printing E~loyeest Handbook. Copy of bids
submitted to City Manager' in November.
