Civil Service Board of Clearwater met in regular session Tuesday eveningt Octobor 20, 1959. in I:he Civil Service office, 1.14 North Osceola Avenue. Members present; Chairman R. B. Maunoy; \J. B. Birchall; Charles Coit; George Dalby and Jack RUSBOII. Guests: Police Chief Booth and members representing all three divisions of the Police Department and representatives of Employees1 Association. Reading of minutes was deferred to give Chief nooth sufficient time to present his request. First item: Chief Booth wished to protest limiting the Traffic Captain's examination to two \ Traffic Sergeants since it would be setting a precedent and would be a step toward \ specialization which he wished to avoid within any division. In the past, promotional I examinations have been open to all members in a lower grade throughout the department. ' Following a lengthy discussion of the classification of the position of Traffic Captain\ which calls for eight years police experience, with three years ad Sergeant, it was I found neither Sergeant qualified. An opinion received upon request from the Assistant ! City Attorney was read and considered. It was the final decision of the Board I members, however, that all Sergeants and officers of higher rank from any division, ) having two years experience in rank of Sergeant and having had traffic experience, be permitted to take the examination. Chief Booth and the Director were instructed to go over the files and determine those eligible. Regarding procedure for processing the applicants for the Police Department, Chief Booth requested that the Board follow the original plan of procedure rather than that decided at the Civil Service Board meeting September 29s 1959. He had discussed this with the City Manager who agreed the new procedure would be confusing and unsatisfactory in a number of respects. Letter read regarding sick leave for Uniform Captain Charles Lawson. Due to Captain Lawson's illness, resulting from an injury on duty, he is entitled to time off with pay. Letter'read from Attorney Daniel McMullen regarding Forrest O'Neal, former city employee dismissed February, 1957. Board referred letter to City Attorney H. H. Baskin, Jr. Letter read regarding longevity pay for Sergeant CaSon, Detective Division. The 5% approved for ten years of successive service with the Police Department prior to his resignation and subseqqent re~employment. .
