09/29/1959 Proceedings of the Civil Service Board meeting held September 29, 1959. / , '~. :, The regular monthly meeting of the Civil Service Board was held on Tuesday evening, September 29, 1959, following a meeting with the City Commissioners regarding the 1959 Pay Plan, at Sherwood's restaurant. \' Those present: Chairman R. B. Mauney; W. B. Birchall; Cl~rlc9 Coit. George Dalby and Jack RUGsell. Commissioners present at joint meeting: ~myor A. D. Finch; Mr. Cleveland Insco; Col. James Watkins; City Manager Jamcs Stewart and Mr. Gerald Weimer. Roard members and Commissioners reviewed and discussed the new Pay Plan and approval granted for adoption of Plan A with increases retroactive to July 4, 1959. Plan B was approved for adoption effective October 9, placing employes in the step in the range according to length of service in ~heir particular position and title. Motion was made by Mr. Russell and seconded by Mr. Birchall and vote' carried as to the ~_ above, and in addition, that an adjustment and grievance committee be appointed following the adoption of Plans. It was also recommended, in accordance with the law that the Appointing Authority request establishment of the new positions and titles listed in the Plans, and following approval by the Board, proper procedure be followed for certifying qualified personnel in the new positions. , \ '- , , ~ : ", t:,t." , ~l:I,~~"'" , < '. It was recommended that the sel~icemen rotate but no decision was made pending a survey being made by Mr. Taylor according to the Appointing Authority as to the procedure followed and pay given in other cities for standby duty. / Regarding salary for Captain Beam, on probation for one year) following a four- month suspension ending December 1, 1959, Director was instructed to contact Chief Booth prior to the e~iration of the probationary period regarding a merit increase from Step 1 to Step II. Discussed with the City Manager the recording machine for the Civil Service Board. Approval was granted to transfer the amount of $225.00 from the Civil Service Board budget to the City Clerk's funds to apply on a new machine for the City Clerk's office. Board agreed to accept the model at the presnet time in use in the Oity Clerk's office with the understanding that the company recondition the machine, furnish a foot pedal, back spacer, earphones and a conference micro- phone and deliver in first-class condition for the amount of $225.00 with a warranty. Reported to the Board that the Department Head requested employees report 15 minutes earlier and reduce their lunch period of one half bour to 15 minutcs in order to haVG the 15 minute relief period morning and afternoon, the privilege taken in other departments. Reported two patrolmen for Police Department processed and certified for appoint- ment by the Board, namely, Jerry Roberts and Robert Augor. Reported withdrAwal of two applications by two others following processing. Motion made and passed to waive the residence requirement for a period of 90 days for non-resident applican~s, without police experience, in addition to the rule presently in effect that applications may be accepted from those qualified applicants with police experience from other States.,. Motion made and passed tl~t all applications from police applicants, meeting the requirements, be referred to Chief Booth for thorough investigation prior to conducting examinations. Approved unanimously printing the Employees handbook. Mr. RusBell recommended a quantity of 5000. Director instructed to get quotations on quantities of 3000 and 5000 from at least two printers and on art work. Director asked for decision as to thoBe'~ligible to compete in the Traffic Captain's examination. It was agreed that the examination for Traffic should ,be confined to those sergeants with special training in traffic work. It was also agreed' that the examination should have a weight of 807. for the written test and 207. for an oral. The oral Board to consist of experts in traffic problems..
