was held on Tuesday evening, Juno 16, 1959. at 7:30 o'cloclt in the Civil Service

The Director announced tho reappointment of Charles Colt to the Civil Service
Board by the City Conunission for a three year term. from July I, 1959, to
June 30, 1962.

Police Department: Letter from Attorney Donald McFarland requesting that the
Board set a date for a hearing for Stanley A. Richardson, diaminsed Patrolman.
Pirector instructed to arrange a convenient date for Attorneys, Board members
and City Manager.

Reported ~ecaipt of letter from MLS. Caputi, Sacretnry, Employees' Association,
in reply to letter from the Board, ro: News items from the Civil Service office
fo~ the Employees' Magazine.
Requests for vacations from Patrolman Edward Rioux and Mr. J. K. Land, laborer.
Public Works Department, for 1959, discussed at length, voted upon, and denied.
Both employees resigned from the City to accept other employment and were
re-employedunder Section 8 of the Civil Service law. Decision for denying
vacation based on Section 10 (a) of vacation rule which calls for one year's
continuous service.

Mr. Harry T. Laubscher, salesman for the Gas Appliance Division. No action

re: Transfer of Engineering Aide I, full-time employment, to part-time. effective
June 15, 1959. Approved.

Reported on resignations, suspensions, dismiosals and appointments.
Reported on examination conducted for Firefighter-Alarm Superintendent. Two
reportedj two failed. Board,agreed that a second examination should be held
at a later date.

Examination for Sewage Plant Operator II, two reportedj both failed the test
conducted for a second time. Mr. Ronald Lani~rj who has been acting Operator II
since December 1, 1958, received the highest grade on the written examination.
Mr. Joe Raye, Supet"intendr;nt, and the Director recommended that an ornl exami-
nation be incorporated into this cxamina~ion for the present and future; 80%
being allowed for the written test and 20% for the oral. Mr. Lanier was present,
a~dtheChairman recessed the meeting while the oral examination was conducted
with the Dire~tor asking the questions. and Mr. Raye determining the correctness
of the anawers~ Mr. Lanier pasGed the oral questioning satisfactorily and the
"Director was instructed to certify }~. Lanier to the Appointing Authority as ,
qualified,' having passed the examination. and eligible for a promotion to Operator

Reported on status for filling position, Youth Center Supervisor. Tho Director,
as instructed previously, contacted Mr. Moore and Hr. pranti regarding a permanent
appointment for the employee presently holding the pooition in a temporary capacity.
Both agreed that he haa not: proven satisEactory. A rcqUl!9t was maue by I1r. Mootc.
Rectoation Dircctor, and Hr. Pl.'cati, Recreation Sup(n:intendcnt, that tho Director
accept applications and refe~ any qualified applicants wtm might apply to Mr. Pre~ti.
It '-laB suggested that t\:10, Uoard members t Hr. Presti and Hr. Hoore sit in on an oral
examination, providing an applicant meets the requiroments, ~athcr than conduct n
written test, in order to expedite the hiring of a permanent Supervisor. The Chairman
appointed Hr. Rusnell und Mr. Dalby to assist.
BoarddlscusGed and agreed to waive the 0 Lx months' waiting period to take a second
examination for Firefighter-Alarm Superintendant, providing a request is received
from ttie Chief of the Fire Department and the Appointing Authority.
Board instructed the Director to write n letter of commendation to the City }mnager
and Mr. l<leimer for the time and effort given revising the pay plan.
Reported letter from Secretary, Board of Trustees. Fireman's Relief and fension Fund,
re: residence requirements. No action necessary.

Director'instructed to write the City Manager requestinB that he impress upon the
department heads the importance of turning in personnel action sheets promptly on
all absences of employees, in order that the files may be kept up to date, particularly
Mr. Ort, Electrical Department, and Miss Byers, Library.
Board, reviet-led in part the new pay plon submitted by the Appointing Authority. A
meeting was set for the evening of June 23, 1959. with the Appointing Authority and
Mr. lo1eimer.
