The regular monthly moeting of the ctvll St!rvlcc Board of tho Cir:y of Clearwater was held
on Tuesday event.ng, February 17,1.959, at 7:30 o'clock, in the Civil Service Of.fice, 111.
North Osceola Avenue. No Agenda waa propared due to n planned meeting with the City
Commission, which was cancelled.
Members present: Chairman, 1\. n. Hlluncy, \Hllinm Birchall, Charlie Coit, George Dalby,
and Jack Russell.

Meeting was called to order nnd the Secretlu:y uakud to road the minutes of the previous

The Chairman presented the matter or un appointment for Mr. J. L. Land. Discussion
followed and the Director was instructed to write the City Manager advising him that the
Board had discussed this subject further following an investigation and decided that due
to the "nature of the case'i the words liwith prejudicelt bl! stricken from Mr. Land's
resignation dated July 31, lQ58 I and changed to read accepted "without prejudice". 1Jy
this action, the rights and privileges under Civil Service were restored to Mr. Land
and he would be eligible for re-employment on a permanent basis as laborer. His salary
was set at the maximum rate or the 4th step, Range 2L for laborer, plus 5% for his ten
years service with the City. retroactive to December 8, 1958. the original date of his'
employment under Mr. Kane.
The ~oard discussed the hiring of laborers by department heads without first making a
formal request through the Civil Service noard. The Director was instructed to write
the City Manager and request that he advise the Board if he approved such action.

Reported that the papers on Detective Sgt. Paul Cason's re-instatement had not been
received by the Civil Service ~oard.

The Utilities Sales Representative position was discussed and it was felt by members
that the position should be under Civil Service, however. this matter was deferred until
a joint meeting with the City Commission.

William Raible, ,garage mechanic, inquired as to the status of the position of mechanic
foreman. The Board informed him that a request had been received but instructions were
later issued to hold up on the filling of this position until such time as it could be
determined the need for a second shift.
At the request of the Appointing Authority that an additional p08i~ion of Detective
Sergeant be eAtablished within the Investigations Division of the Police Departmentt
the Board approved this position. Salary Range 7t $179.00 bi-weekly.
Director instructed to contact the City Manager for a second date for u meeting with the
City Commission.
There being no further business to come before the Board at this time. motion was made
.~o adjourn until next meeting night.
