Proceedings of the Civil Service Board meeting held January 20, 1959.
The regular monthly meeting of the Civil Service Board of the City of Clearwater
,was held on Tuesday e'/ening, January 20, 19!;9, at 7:30 o'clock, in the Civil Service
Office. 114 N. Osceola Avenue.
Newly elected member, Mr. Jack Russell, '<1M welcomed to the Board.
Other members present: ~~. R. B. ~muney, Chnirman, Mr. \~illinm Birchall, Mr. George
Dalby, and Mr. Charles Coit.
Guests present: Irie Dobson and Eli Jones, Fire Department; George Buhmeyer and
Arzie Wolfe, Fi:re Inspectors; Mrs. Evelyn Eshbaker and Nrs. Davis, representatives
of the League of l~omen Voters.

Firat item on the agenda - Election of a Chairman to serve for the current year.
Mr. R. B. Mauney was elected Chairman for a second ter~ by acclamation of all members.
Mr. Mauney resumed the chair, opened the meeting and asked for a reading of the
minutes of the, last meeting. Hinutes read and I1ccepted.
Letter of thanks and appreciation from Mr. Ben Krentzman, former City Attorney,
to the Board. Director instructed to acknowledge the letter.

Subject of a regular mee,ting night discussed and it was agreed that the Board should
meet the third Tuesday of each month at 7:30 P.M., and this until further notice
would be considered the regular meeting night.
Police Department
Reported Capt. Halter Carey had requested a Circuit Court hearing.
.Letter from Chief Booth regarding waiving residence requirements for new patrOlmen
and accepting applications from out of state applicants who could meet required
qualifications. 'Director instructed to answer the Chief that this procedure had been'
in effect for several months.
Request. for change of classification for laborer Traffic Division to maintenance
tradesworker referred to Pay Adjustment and Classification Committee.
Letters from police officers Kenneth Wicks and Robert Jones regarding their salaries
referred to the Pay Adjustment Committee.

Approved request from Appointing Authority that the Board create a position of Clerk

Approved request of Mrs. Clara Jones for transfer from Traffic Division to
Investigations Division.
Director instructed to' return the Resignation form of Carl Yarbrough to Chief Booth
for his explanation as to, his reusons for requesting Mr. Yarbrough resign.
Resig~ation of Patrolman Edward Riou,~ accepted with regret. Director instructed to
. write Mr. Rioux.
Fire Department - Letter read from George Buhlneyer, Fire Inspector, ~egardins salary
adjustment. Referred to Pay Adjustment Connnittee. This matter had been pending '..

that all qualified firefighters should be permitted to take thin examination,
following receipt of proper request from the Appointing Authority nnd Chief Dobaon.
Board agreed that since the communication was dirr~ctcd to the City Hanager t no action
on the part of the Board was required at present time.

Letter from Chief Dobson - Driver-operators - Director instructed to write the Chief
that the matter \<1ould be discussed at 11 t: ime the Cit:y Hanaser cOll~d meet with the
Board.
Utilities Department R Letter regarding Sales }mnngcr for Gas Appliance Division.
Director instructed to write the City Manager, for signature of the Chairman of the
Board, and explain the nced for a atatement of duties and qualifications required,
for this position. Matter to be discussed at a joint meeting of the Board and the
City Commission. ,~
Letter from President Blaine Lecouris of the Employees Association, regarding change
in residence area. Director pointed out to the Board that this matter should be
discussed following recommendation by the Appointing Authority. The Board could
discuss and approve the amendment upon the recommendation of the Appointing Authority,
in accordance with the law. Matter deferred for further discussion at joint meeting,
if necessary.
Mr. Mauney, Chairman, brought up the matter of re-employment of Mr. J. L. Land,
following a discussion with Mr. Duffy regarding the circumstances under which Hr. Land
walked off his position without notice. The Director \<laa instructed to write City
Manager, copy to ~fr. Kane, since Mr. Land was hired as an emergency app~intee,
sixty days is the length of an emergency appointment.

Mr. Russell suggested that due to the number of complaints and grievances brought
before the Board at its meetings, and outside personal contacting the members by <
individuals, that the Director be instructed to write the City Manager for the Board,
requesting that he issue a directive to the department heads that they advise the
employees that complaints and grievances must first be taken up 'Il'ith the department
head and/or appointing authority~ as it was felt many matters could be handled within
the departments, without the need of their coming, before the Board.
Board members were in accord with the suggestion and also that copy of the letter
should be sent to the Commissioners for their information.
The Director announced that the 23rd annual conference of the Florida Association of
Civil Service and peraonnel Agencies would be held in Miami in March.

There being no further business to come before the Board at this time, motion was
made arid passed to adjourn until the next regular meeting night, the third Tuesday
of February, 1959.
