concerning the permitting process that will be distributed to
each of the developers.
Bob Maran - Written comments as outlined in Attachment #2.
Developer responded that the engineering work has been done and
he feels that Basln 12 can be a dry detention area. He presented
baekup material to Mr. Maran for review.
Keith Crawford - Requested the developer to show on the plan a
radius in the driveway where it meets Belcher Road. Also,
questioned if 1.6 parking spaces will really be adequate in an
apartment complex, even though it does meet code.

Paula Harvey - Planning Department commented there is a
separation problem between buildings 1, 2, and 3. There needs to
be a 30' separation between these buildings as opposed to 20' as
shown on the plan. Developer questioned if having a deck as
shown on the original plans connecting these buildings would
serve to have them considered as a single building. Ms. Harvey
replied that structurally, they would then become one building
eliminating the separation problem.

the rights to the easement to construct the
driveway. Committee does not want to, approve
something that would be illegal.
Ream Wilson - Presented written comments as outlined in
Attachment ..16.
DISCUSSION: Considerable discussion between members of the
Committee, Northwood Presbyterian Church and Heritage United
MethOdist Church representatives regarding the problem with
Clearwater Community Church. Mr. crawford was of the opinion, up
until this morning, that the on-site meeting between his
department and representatives of all the churches had resolved
the problem. The dispute has been going on for over a year at
this point and Northwood feels it is time to proceed because they
have done everything possible to resolve the issue with
Clearwater Community Church without a legal battle, but believe
they have reached an impasse. It was Mr. crawford's opinion that
the Committee shoUld go ahead with approval of the site plan and
allow Northwood Presbyterian Church to proceed and if there is a
legal involvement as a result, then Clearwater Community Church
would have to initiate it. Mr. Maran would like to approve the
plan, subject to the City Attorney reViewing the agreement.
Paula Harvey moved to recommend approval of the final site plan
for the Northwood PreSbyterian Church addition based upon a
finding of this Committee that the plan conforms with the design
guidelines for site plan review SUbject to the following changes
being made on the plan prior to certification:
1. That individual building heights be noted on the
plan.
2. That a clarification be made of the discrepancies
of floor area in phase two.
3. That the phasing of utilities and parking be so
,noted as to be accomplished with phase two.
4. That a clarification be prOVided on the
requirements for parking versus parking being
provided on the whole site.
5. That it be shown on the plan that bUffering will be
provided along the west property line as required
by code and along rightS-Of-way i~ required to
buffer parking.
6.
That it be shown on the plan that a fire hydrant
will be provided on site for phase two.

Dis,cusaion; Mr. Crawford and Mr. Henderson raised quest ions
.'about items covered in the motion. Questions answered to their
satisfaction by Ms. Harvey. Representative from Northwood Church
had a question on if plan had to go back before the Commission.
-Ms. Harvey answered that the plan just had to be approved by,the
City Manager. Also questioned if six months time on building
permit was normal. Ms. Harvey replied that they could get it
revalidated if they couldn't make the six months deadline.

Paula Harvey moved to approve the final site plan for Patapis
Restaurant based upon a finding of this Committee that the plan
conforms with the design guidelines for site plan review SUbject
to the following conditions being made on the plan prior to
certification:
1. That the building set back be adjusted to provide
for a minimum set back of 1751 from the center line
of the right-of-way of u.s. 19.
2. That prOVision be made on the site plan to identify
the perimeter landscaping that will be provided,
and to identify the interior parking lot landscape
calculations.
3. That the plan be noted that the property is to be
served with City water, and adjustments be made for
the proper connection to sewer lines as required by
pUblic Works.
The following conditions to be noted on the plan prior to
certification:
1. That the dumpster be visually screened with a 12'
wide clear opening.

2. That a 40' drainage and utility easement along U.S.
19 be dedicated prior to the issuance of the
building permit.
3. That the required open space fees be paid prior to
certification of the final site plan.
4. That the requisite initial building permit be

Keith Crawford - Parking meets the minimum required by code but
questions if it will teally meet the needs of the proposed three
bedroom apartments. Would recommend that two parking spaces be
allowed per apartment.

Clearwater Village Apartments based on a finding of this
Committee that the plan conforms with the design guidelines for
site plan review subject to the following:
Changes to be made to the plan prior to certification.
'1. The detention pond should be designed to
accommodate a 50 year design storm.
2. Design calculations for storm water design shall be
based upon a post development condition.
3. A back flow prevention device will be required on
the developer's side of the water meter.
4. An 8" sanitary sewer line will be required and
should be noted on the plan along with a new
manhole to tie this line into the existing sanitary
sewer system.
