He also stnted that the dumpster should be located so that the garbage trucks could get in and out without any problems. Planning Department - Paula Harvey presented written comments from Environmental-attachment U4. Signa on the site will he subject to separate review and permitting process. Remove the reference to future development from the site plan. Parks and Recreation - ,The development had a requirement to pay an Open Space fee (OR 3129-83), and this requirement has been met. MOTION: Cecil Henderson moved to approve the Final 'Site Plan for Lakeview Developmental Center based on the finding of the committee that the plan conforms with the design guidelines for site plan review, and subject to the following. 1. A fire hydrant be placed on the plan as required by the 'F 1 r e Ma r s h a 1 . \ 2. The traffic access and parking plan be modified to the requirements of the City Traffic Engineering Department to either show minimum 24 ft. drives with 90 degree parking or angular parking and a one-way access situation. 3. A 5 ft. landscaping buffer between this and, adjoinirig iesldentially zoned properties be shown on the plan. 4. The reference to future development be deleted from the plan. 5. The requisite initial Building Permit be issued within six months from the date of certification and all requisite Certificates of Occupancy be issued within two years from the date of issuance of the initial Building Permit. Motion seconded by Paula Harvey. AMENDMENT TO MOTION: Paula Harvey moved to amend the motion to add 6. The dumpster ,must be in a visually screened enclosure with a' 12 ft. wide clear opening. The cul-de-sac be shifted as required by the Public Works Department to allow for the appropriate easement. 2. The plat be filed within six months of certification. ' 3. Motion seconded by Cecil Henderson Amendment #1 to Motion; Bob Maran moved to amend the motion to add a note on the plan stating that any land alteration involving fill below the elevation of 20 must be compensated for by excavating the adjacent areas 80 that the same natural storage is obtained after development. Cecil Henderson aeconded the motion. The motion to amend 'carried. Amendment #2 to Motion Cecil Henderson moved to amend the motion to modify the time period for requisite Certificates of Occupancy to change it,~rom two years to. three years of the date of initial building permits, and to require on the site plan the OR book and page II of all existing easements for ingress/egress or utilities be placed on the plan. Bob Maran seconded the motion to amend, which carried. Motion aa amended carried. ITEM #4 - THE WHI~SON CENTER - (renamed LaBelle Plaza) '.)
