The meeting was called to order at 8:35 a.m. by Chairman Haeseker in the
Operations Conference Room.

Neeith Crawford, using the blackboard, briefed the Committee members on 'the
u' purpose of the Specia l Meeting of the Development Review Committee -- the
' r '1dumpster location.
Comments
Elizabeth Haeseker: 1.) St. Cecelia has options available on the dumpster
location; 2. this is a very large site; and 3.) visual impact is not an
acceptable reason to leave the dumpst er where it is.

e7kN Keith Crawford: 1.) Concerned about separate driveways for dumpsters;
2. options were presented to and discussed with representatives of
St. Cecelia, none of which wore acceptable to them; 3.) believes this
is a policy issue -- if we have a special, policy for St. Cecelia, will
we have it for everyone?; 4.) concluded that St. Cecelia should provide
for'the dumpster on the site and not have a special entrance to serve the
dumpster.
Sandy Glatthorn: 1.) Planning Department deferred to Traffic Engineering;
2.j? concerneu with tue safeLy factor in making the sanitation vehicles back
up.

Cecil Henderson: 1.) No dumpster location on the original plan. C. Henderson
had stated there must be one to satisfy the Utilities Department. -In doing
this; it is implied that'if something affecting another department is done that
department must be involved. Traffic Engineering is involved because it is
their responsibility to look after entrances, exits and traffic flow. 2.) City
Manager has decreed that dumpsters be placed in an enclosure of some type for '
aesthetic purposes. 3.) If there is smooth access to the dumpster, Utilities
is satisfied.
Ream Wilson: Deferred to Traffic Engineering.
Ed.Bethel: Deferred to Traffic Engineering.
Nick Lewis: Deferred to Traffic Engineering,.
Bill Baker:. (Spoke after Curtis DeYoung addressed the Committee.)
Deferred to Traffic Engineering.
Curtis J. DeYoung, DeYoung 4 Associates, Inc., addressed the Committee on the
location,of'the dumpster and reasons for the location.
Keith Crawford.moved that the meeting be recessed until Cecil Henderson and
'Keith Crawford had an opportunity to meet with the applicants on-site and
establish "a location for the dumpster. There was no second to this motion.
The motion was resubmitted as follows:
Cecil Henderson moved that the Committee appoint Elizabeth S. Haeseker, Keith
Crawford and Cecil Henderson as the final approving authority for this drive
entrance after review in the field.
Nick Lewis seconded the motion.

After a brief discussion, Mr. DeYoung agreed to meet with E. Haeseket,
K..Crawford and C. Henderson at 2:00 p.m., Apriz 7, 1986, on the site
' of St. Ceeolia Church to make a determination as to dumpster location,
Mrs..Haeseker .called for a vote on the motion. The motion' carried
unanimously.
The meeting was adjourned at 9:30 a.m.
