The hydrants needed would have to supply lJ250 gallons per minute, plus approximately 700 gallons per minute for the sprinklersJ and he did not feel that the water requirerent is available tran the existing 6" line at Calumet. Cecil Henderson - Commented that the Utilities Department would be happy to work ,with the developer to provide them with the flows in the area, and schedule some testing in that area. Mr. Henderson questioned what the Fire Department's position would he if there was not sufficient amount of water available. Mr. Chester stated that the Fire Department would accept what'was reasonably available. Bob Haran See written comments (Attachment No. I and No.2) Ed Bethel - See written co~nents (Attachment No.3) Don Meerians - Commented (1) Hercules Avenue is the only public street that is adjacent to this property and the developer would be responsible for sidewalks, or obtaining a woiver for sidewalks. and must be shown on the plan by either placing a note or showing the' sidewalk on the plan; (2) the new paved areas adjacent to property lines should meet the 3 ft. offset requirement~ unless the developer would receive a variance. Mr. Meerians questioned the bridge from the parking lot. and Mr. Mazur stated that they are planning an employee communicating bridge (foot bridge), but there may be a vehicle bridge at some time in the future. Mr. Meeriana also questioned the width of the aisle on the west side of the parking lot and whether it would be 24 ft. Nr. Mazur stated the 24 ft. width would be continued. Further discussion ensued regarding the foot bridge. cecil Henderson - See written comments (Attachment No.4). He further stated that the Utilities Department would yield to the Fire Department on Comment No.1. " . Paula Harvey - Commented (1) that adjustments need to he made to the number of parking spaces shown on the plan, as the parking calculations appear to be a rounding of square footages; (2) the Environmental Management staff does require 8 percentage of the interior landscaping on the site; and, (3) if this Committee determines that this plan should be approved, that approval could not be effective prior to April 3, 1986, which coincides with the final reading of the annexation for this project. .' r'" , ) , ,--,,' Ream Wilson - See written comments (Attachment No.5) Don Meerians questioned where the trash pick-up would be located. Mr. Henderson stated that Sanitation trucks would not be able to back up long distances for the trash pick-up. " ~ '- . Mrs. Haeseker commented that if they are going to attempt to apply for a sidewalk waiver it should be done as soon as possible. Discussion ensued with the developer regarding the sidewalk requirements and waiver. ", Nr. Henderson questi~ned both the Fire Department and the developer if they were agreeable to a commitment to work out the Eire flow problems. and both agreed. Further discussion ensued between the developer Bnd Ream Wilson regarding the fees being charged.as developed property. Mr. Bethel questioned if the developer had checked for flood elevations on the site, and Mr. Mazur stated they had. ./. . .II' Mrs. Haeseker called for a motion to be made. MOTION: Cecil Henderson moved to approve the Final Site Plan for Instrument Transformers, Inc. based on a finding of this Committee that the plan conforms with the design guidelines for site plan review subject to the following: "0 ,', . ~,.'." An indication on the plan providing for the appropriate percentage of internal footage of landscaping shown on the plan; and. 6. The indication of the dumpster location on the plan. B. Conditions to be noted on the plan prior to certification: 1. Review and approval of the water system by both the Fire Department and the Utilities Department to provide the maximum flow available which will meet the requirements of this project; , , ' 2. That a 4% of just value open space fee must be paid before final reading of the annexation of the property; .c " ", .., 3. Bob Maran - See written comments (Attachment No.6 and No.7). Discussion ensued regarding the berm required and, also, Item No. 2 of comments regarding the littoral shelf around the retention pond. Edward Bethel - See written comments (Attachment No.8). No further comments. Don Meerians - Stated that the developer would be responsible for sidewalks along McMullen Booth Road frontage, and questioned if the private existing road that runs off from McMullen Booth Road serves a purpose at the present time. The developer stated that the road loops around McMullen Booth Road and serves the treatment facility, and is a service road. Discussion ensued regarding the service road, with Mrs. Harvey explaining that the road is to serve only as a ,service entrance and emergency entrance and exit to the property. She further stated the signs and main entrance to this project is S.R. 580, that is a requirement of the County 'for protection of traffic generation, etc.,. and that will be the primary access to the site. Mrs. HaeBeker explained to the developer how to apply for 8 sidewalk waiver. Cecil Henderson - See written comments (Attachment No.9) ---- :. (. ::'"\ " ' '. '...:../ ,"' , Paula Harvey - Commented (1) the need to provide on the plan the calculations regarding interior landscaping of the parking lot, (square footage); and (2) the native aquatic species required to be planted along the littoral shelf of. the pond will require approval of the Environmental Management staff. Tour Family Golf Center based upon a finding of this Committee that the plan conforms with the design guidelines for site plan review subject to the following: A. Changes to be made on the plan prior to certification: 1. That the interior landscaping calculations must b~ provided on the plan; .', 2. That the effluent area needs to be separated from the ponding area as required by Engineering; I' , 3.
