Traffic Engineerin~ - Noted the following:
A large portion of the entrance is blocked off, making it
difficult for 2-way access which will affect some parking spaces.
The loading space in the southeast ,corner as presently designed
must be relocated on the site in order to maintain 2 loading
spaces on the site. The parking space adjacent to the building
at Belleair Road near the driveway should ,be eliminated. The
parking arrangement near Wistful Vista Drive should be adjusted
in order to accommodate sufficient back-out area for,parking and
proper alignment of the dumpster.

Utilities - SUbmitted and discussed written comments outlined
in Attachment #2.
Planning - Noted the maximum impermeable coverage requirement is
70% and the site plan shows 71%. Adjustments to the floor area
of the bUilding would solve some of the developer's problems.
The separation distance of parking spaces on the north property
line should be adjusted to 5 feet as required by Code. (At one
point it is noted as 4.9 feet on the plan.)
Parks & Recreation - Open space fees must be paid prior to the
certification of the final site plan.
Discussion ensued concerning Wistful Vista Drive. Developer
expressed concern at expenditure requirement for extending and
improving Wistful Vista Drive. Developer was informed the
private drive will act as a street and this is what Public Works
Department desires.
MOTION
Motion was made by Paula Harvey to recommend approval of the
revised final site plan for Belleair Oaks Office Building based
upon the finding of the Committee that the plan conforms with the
design gUidelines for site plan review, subject to the following
changes being made on the site plan:
1. that the ingress-egress drive from Wistful Vista Drive be
identified on the site plan;
2. 'that the loading space in the southeast corner as presently
designed is not acceptable and must be relocated on the site
in order to maintain 2 loading spaces on the site;
3. that the parking space adjacent ~o the building at Belleair
Road near the driveway should be deleted;
4. that the parking arrangement near Wistful Vista Drive be
adjus~ed in order to accommodate sufficient back-ou~ area for
parking, saving irees, and proper alignment of the dumpster;
5. that the maximum impermeable coverage requirement of 70% be
.maintained on the property;
6. that the separation distance of parking spaces on the north
property line be adjusted to 5 feet as required by Code; and
7. that the water service connection be shown to be tapped into
the existing loop a-inch water main along the north side of
the property.

Ms. Harvey further moved that the following condi~lons be noted
on the plan for certification:
1.' that an ingress-egress easement be provided for access of
City vehicles to the property prior to the issuance of a
building permit;
2. that a IO-foot utility easement be provided over water mains
up to and including meters and hydrants prior to the issuance
of a building permit;
3. that open space fees be paid prior to the certification of
the final site plan; and
4. that the building permit be issued within 6 months of City
Manager approval of the final site plan and the project be
completed within 2 years from date of issuance of the
building permit.

AMENDMENT
Amendment to the motion was made by Keith Crawford, seconded by
Paula Harvey, that a 24-foot driveway be provided connecting with
Wistful,Vista Drive.
,Upon vote being taken, both the amendment and the main motion
carried unanimously.
..' ITEM '#2 - Review of bicycle guidelines (This i tern was continued
from the DRC meeting of February 10, 1986.)
The Development Review Committee continued review of the
draft of the Clearwater Bicycling Plan.
..Paula Harvey commented when she has received all of the comments
concerning ,the Plan, she will come back to the Commit~ee with a
revised draft.
