The meeting was called ,to order by Chairman Haeseker at 8:35 a.m., in the
Operations Center Conference Room.

,Bob Maran - Commented the fo,llowing: (1) Sidewalks should be indicated on all
public rights-of-way including Bayshore Boulevard and McDonald Drive. Discussion
ensued amongst the Committee and the developer regarding the propriety of side-
walks for the private road and the amount of right-of-way for the private road.
, , When Mrs. Harvey asked if the private road was a street, the developers responded
that it is intended to be one. Mr. Williams asked why it needed to be a 3D-foot
street. When this was explained to him, he requested a variance and Mrs. Harvey
said that. variances must go to the City Commission.
(f) The statement that the runoff will meet quality is acceptable but the City
must be shown that the quantity calculations are appropriate to go across Bayshore
Boulevard. (3) Those ponds on the plan must be labeled as dry detention ponds.
(4) Th~ City wi 11 need to see test borings for each pond in order to determine if '
'u.nderdrains,iotill be needed.

Ed Bethel - This site is nn A-9 flood Zone. It is requested that sl to lighting
plans be presented to the Building Department along with the other requested
building permits.
Keith Crawford - (1) More discussion regarding the sidewalk in the right-of-way
of Johns Parkway. The City believes there is sufficient right-or-way; the developer
believes that there is not; this matter must be settled prior to any certification
of a plan. (2) The Southwest corner building is fi w: feet from the. stTeet and theTe
is difficulty in seeing how the parking fits in. (3) P.arking must be designed so
that none of it will occur over the sidewalk or any portion of the street. (4) City
needs dimensions as scaling of the plnn appears that cars will not be able to maneu-
ver into appropriate parking spaces.
More discussion on what arc the requirements for a driveway versus those for a
private road. It was determined this is a condominium with an internal drive.
Addresses will be from Bayshore.
After discussion regarding setbacks, Mrs. Harve~ informed the Committee again that
the site is a Residential Planned Development and, as such, has no required setbacks.
Cecil Henderson - (1) The water main is fine but each meter should be connected to
the main and not manifolded. (2) Two dumpsters are required although four are
shown on the plan. (3) The City will need a lO-foot easement over the water line
up to and including the hydrants and meters.
Paula Harvey - Mitigation methods for the ditch must be approved by the Environmental
staff prior to certification of the site plan.
Ream Wilson - Open space and recreation fees are due on the project prior to
certification of the final site plan,
Mrs. Harvey moved to approve the final site plan submitted based upon a finding
of the Committee that the plan conforms with the design guidelines for site plan
for review subject to the following:
A. Changes to be made on the plan prior to certification:
1. Clarify the five-foot sidewalk easement on Johns Parkway and
make appropriate adjustments.
2. Submit an architectual detail showing two parking spaces per unit
with no overhang on sidewalks or stTcets.
3. Show a minimum of 24 feet of pavement on all internal drives.
4. Show sidewalks on the rights-of-way of Bayshore Boulevard and
McDonald Drive.
5. Label as dry detention those ponds shown on the plnn.

And the requisite initial building permits must be issued within six months from
the date of certification and all requisite certificates of occupancy issued'
within' tl~O years' from the date of issuance of the initial building permits.
The motion was seconded. During discussion there was concern raised by the
developer as to the time frames for building permits and certificates of
occupancy. ' Cecil Henderson amended the motion to require building pennits to
be', issued, within onc year of the date of certification and all requisite certifi.
cates, of 'occupancy to be issued within three years from the ,date of the issuance
, 'of.the initial building pemit. This amendment was seconded and passed unanimously.
After further discussion, the amended motion was passed unanimously. '
