(""'. ~~J Ed Bethel - No comments. Keith Crawford - Regarding the Community Impact Statement: Stated that if the streets were going to be private, the street-name signs would be the responsibility of the developer. Regarding the Preliminary Subdivision Plat: Commented he had the same concerns as mentioncd by thc Public Works Department concerning the platting of the lots. Mr. Crawford commented that a modification of the property lines was nceded to include the detention area in the lot dimensions. Regarding the Final Site Plan: Commented that the radius opening for the entrance exceeds the City's requirements for subdivision regulations and suggested reducing the radius opening from 35 feet to 25 feet. Mr. Crawford stated the distance shown on the plan from the front of the carport to the street cannot accommodate two automobiles and, therefore, cannot meet the City's requirement of two parking spaces per townhouse unit. He further stated that no provisions had been made for guest parking. Cecil Henderson - Regarding the Community Impact Statement and Final Site Plan: Subrnitted'written comments (see Attachment Nos. 3 and 4). The Utilities Department does,'not have canunents' concerning the Preliminary Subdivision Plat. '", r", . . '; . ' , , .,J Paula Harvey - Regarding the Community Impact Statement: The CIS was apparently prepared on the information of the previous project and the following corrections need to be made: Page 7--The zoning will remain at RM-12 not RPD-16; the zoning across the road on Countryside Boulevard, identified as RPD-16~ should be corrected to RPD-15; a revision in figure 4 will be necessary to reflect the correction to RPD-15. Page 12--A number has been omitted regarding the number of new volumes that are required at the library. Page 13--The Fire Station numher in Countryside should be changed from F.S. No.7 to F.S. No.6. Page 22--The statement regarding the wildlife has to be clarified--if the wildlife has been removed, this statement should be omitted. Page 37--Regarding the construction schedule: Mrs. Harvey commented this project could not be completed by the end of 1985 and the construction schedule needs to be updated. Page 14--The setback on Curlew Road identified as 30 feet should be changed to 50 feet. r She also stated the zoning needs to be corrected to RM-12. ,~ ,yo Regarding the Preliminary Subdivision Plat: She stated that the Planning and Urban Development Department had the same concerns expressed by the Engineering Division. Mrs. Harvey expressed concern regarding Lot 69 (the recreation area). She suggested that Lot 69. be included in surrounding lots as a common area or noted on the plat as the reserved area not for residential use. - 2 - ORC 11-27-85 : 1 ;.' . " " .-.. I Regarding the Pinal Site Plan: Mrs. Harvey stated the recreation building will have to be sot back 15 foet from the roadway. The construction of the porches of the end units is considered n part of the building and, therefore) applicable to setback requirements. She stated the end unit of Lot 12 docs not meet setback requirements. Mrs. Harvey commented that due to the location of the retention area itself, the height of the wall along Curlew Road cannot exceed four feet and along Countryside Boulevard cannot be any higher than 2Js feet from the existing grade. Mrs. Harve* stated that the developers had requested a transfer of density from some property t at had been formerly owned by U.S. Horne (through an agreement that the City had when they donated some land for P.A.C.T.). The requested transfer of density is the same as was requested on the old project. One of the conditions of the transfer is that there can be no variances for this project. She stated if the developer has to get a variance at all for any of the zoning code requirements, then the developer cannot get the transfer of density. That is why it is very important that the developer meet all of the regulations. Ream Wilson - Submitted written comments (see Attachment No.5). Chairman Haeseker stated a letter of compliance fro~ the owner/developer would be required stating that he will comply with all statements made in the Community Impact Statement. She stated that a special meeting of the Committee would be scheduled for Monday, December 9., 1985, at 8: 30 a. In., to di scus s this proj ect further. Cecil Henderson moved to recommend approval of the Community Impact Statement for the Countryside Woods Townhouses Project located on the Southwest corner of Countryside Boulevard and Curlew Road subject to the following changes or additions: a. A letter of compliance be submitted for the Community Impact Statement. b. Corrections be made to the sections regarding natural gas showing the locations of the gas mains. c. 'fhat corrections be made regarding the statement for refuse collection. d. Subject to the condition that modifications be made according to a list prepared by the Planning Department and available through them. The motion was seconded by Paula Harvey; the motion carried unanimously. Cecil Henderson moved to recommend approval of the Preliminary Subdivision Plat for the Countryside Woods Townhouses Project subject to the addition of the following items: 1 a. A utilities easement over the water mains up to and including the fire hydrants and meters. , b. A modification of the property lines to indicate the street. inclusion of the c. Cecil Henderson moved to recommend approval of tho Final Site Plnn for the Countryside Woods Townhouses Project based on a finding of this. Committee that t~e plan conforms with the design guidelines for site plan review and subject to the following: The water mains should be modified to show them as six-inch rather than four-inch. The detention area must meet current City of Clearwater engineering standards. The retaining wall must be a minimum of ten feet from any sanitary line. The sewer line along Curlew Road will require a 20-foot sewer easement. The sidewalk will also require a sidewalk casement. The plan must show a cross-section of the detention pond. Aswale must be added to direct water from Curlew Road to the detention area. The deletion of the brick surface shown in the right-of-way. The modification of the entrance radii to 25 feet. The parking spaces must he a minimum of 19 feet in front of each property. The dumpster location should be shown on the plan and approved by the City. Setbacks must be shown as per City Code standards and a clarification should be made on the plan of those setbacks (this refers to building setbacks and to any part of the building which is to be constructed). m. The walls in the retention area and other places must meet current City standards-- those include a maximum 2~-foot height along Countryside Boulevard and a maximum 4-foot height along Curlew Road. n. The requisite initial building permits should be issued within six months from the date of approval of the final site plan and all requisite certificates of occupancy be issued within two years from the date of issuance of the initial building permit. (RPD--Residentinl Planned Development; NEW CODn) FINAL SITE PLAN - CONTINUED A discussion ensued regarding the City's continuation of this item. Paula Harvol addressed the Committee regarding the continuation. She stated yesterday morning the environmental staff (Mike Kenton) Alan Mayberry. and Karen Wilson) stated that there were terrible problems with the way the retention area and the entrance of the DER jurisdiction area of the Coopers Bayou Project was shown on the site plan. Among the three of them, none could recommend that the plan go forward any further. The environmental staff also pointed out that the retention design and the manage- ment of the DER jurisdiction area was different from what had been presented in " the preliminary site plan. ' Mrs. Harvel. instructed Mike Kenton to call the ' developer and inform him that the item had been pulled from the agenda. Unfortunately, ,the developer was not contacted and is now waiting in the hallway for this item to be ,presented to the Connnittee. John Rooks stated he spoke with the developers and they had assured him that they . would give John a copy of the new DER' regulations that they were going to go by for this development and put it on the site plan so the Committee could evaluate , same.
