Cecil Henderson moved to recommend approval of the final
for Short Stop Restaurants based on the finding of this
that the plan conforms with the design guidelines for
review and subject to the following:
. The requisite initial building permit be issued
within six (6) months from the date of approval
of the final site plan and all requisite certificates
of occupancy be issued within two (2) years from the
date of the initial building permit.
. That the plan show the distance to the closest fire
hydrant.
Motion was seconded by Bob Maran.
~nendment to Motion: Paula Harvey amended the motion to state
,that the area on the northeast corner of the site shown as ~ paved
area be grassed in that section outside of the parking spaces and
the dumpster pad.
. Cecil Henderson seconded the amendment to the motion and it
carried unanimously.

Bob Maran: Stated that the proposed retention is inadequate.
Calculations need to be revised and approved by the Public Works
Department. Also, it will need to be a dry retention area. The
new entrance road off of Landmark Orive is going across the
property to Clearwater Community Church. The O.R. number referred
to on the plan was not in the file and Public Works will need a
copy of this number. Need to indicate Clearwater benchmarks for
showing elevations.
Ed Bethel:
See written comments.
(Attachment #4)
Keith Crawford: Voiced his concern about the driveway on to
Landmark Drive. There would be three church driveways going on to
Landmark Drive undoubtedly causing congestion on Sundays.
Suggested more paved parking to accommodate expanded use. Need to
clarify the parking spaces provided.
Cecil Henderson: See written comment.
(Attachment #5)
Paula Harvey: In the preliminary stage of this project, there
was a 'comment made by the City Commission that if there were to be
'a review and approval of the site plan, that it should not include
any review or approval of the future education building, sanctuary,
or future parking spaces. Therefore, it would be better to
eliminate any "reference to the future and only show what they want
to. do right now.
The.amount of floor area in the auditorium needs to be noted on the
site plan inasmuch as the parking requirements are either based on'
the amount of floor area or the number of seats. Whichever of the
. two' numbers is the greatest 'is the number of parking spaces required.
Stated that the grassed parking has to be approved by the City
Engineer.
A 3' wide landscaping buffer must be provided along the west
property line to screen the parking area from single family zoned
, area.'

PRELIMINARY SITE PLAN:

Bob Maran: Existing 50' right-of-way easement is required to be
a dedicated right-of-way easement. Would like to see the road on
Belleair Road developed to City standards with a minimum of 24' of
asphalt and a curb and gutuar The city Engineer would need to
determine if this is appropriate. The storm water retention must
meet City of Clearwater standards.
